The Hung Vuong Road Completion Project (Tam Ky) was approved by the Provincial People's Council on July 12, 2019 and adjusted on October 14, 2022. According to the approved plan, the project has a total length of 5.56km; however, according to the actual survey (project preparation step), the actual length increased by 74m (5.634km) compared to the approved plan.

The cross-section of the final section of the transition route connecting to Nguyen Hoang bypass needs to ensure traffic connection according to the current status, so the roadbed width should be kept from 27.5-31m.

In addition, the project implementation period will be adjusted to 2027, enough to implement the project in accordance with the investment scale and capital allocation capacity. The project implementation period will be from 2024 - 2027 (previously 2022 - 2025). The total investment of the project is 450 billion VND, with the Quang Nam Traffic Construction Investment Project Management Board as the investor.

The project of connecting National Highway (QL) 14H to DT609 was approved by the Provincial People's Council for investment policy on April 19, 2021. The Provincial People's Committee approved the project on December 31, 2021 with a total investment of 340 billion VND, invested by the Provincial Traffic Construction Investment Project Management Board; implementation period 2021 - 2024.

However, during implementation, the project required additional funding to build the resettlement area and the actual specific land price was higher than the approved estimate; the actual compensation, site clearance and resettlement value during implementation increased by more than 38 billion VND, leading to an excess of the total investment (from 340 billion to more than 378 billion VND), forcing an adjustment of the investment policy.

The implementation time also increased from 2021 - 2026 to ensure the progress of compensation, site clearance - resettlement of localities and construction time.

One of the completed medical stations of the Project to invest, upgrade and repair 76 commune-level medical stations under the Socio-Economic Recovery and Development Program.

The project to invest in building new, upgrading, renovating and purchasing equipment for 76 commune-level health stations in Quang Nam is part of the Government's socio-economic recovery and development program.

This project will eliminate investment, upgrade, and expansion of Hiep Thuan Commune Health Station (Hiep Duc) and will not invest in equipment for Son Vien Commune Health Station (Nong Son) because Hiep Thuan Commune will be merged with Hiep Hoa Commune (Hiep Duc) to form the new Que Tan Commune and Son Vien Commune will be merged with Que Loc Commune (Nong Son) to form the new Que Loc Commune.

Both specialized agencies and the appraisal committee of the Economic - Budget Committee of the Provincial People's Council believe that it is necessary to adjust the investment policy to comply with the Law on Public Investment.

Mr. Nguyen Duc - Head of the Economic - Budget Committee said that the adjustment of investment policies for the projects is appropriate. Cutting down on investment in construction and installation of equipment for the two medical stations is in line with the policy of rearranging administrative units of Nong Son and Hiep Duc districts.

Increase the total investment and implementation time of the project connecting Highway 14H to Provincial Road 609C appropriately, ensuring sufficient conditions for continued implementation and completion of the project. As for the Hung Vuong Road Completion Project, adjust the project investment scale to suit the actual status of the survey, investment project preparation and adjust the project implementation time to 2027.

The project of National Highway 14 connecting to Provincial Road 609C will have its total investment adjusted to increase and its implementation time extended.

Speed ​​up investment progress

In recent times, almost every session of the Provincial People's Council has had investment projects requesting adjustments to their investment policies. If not for the case where investors have not fully calculated the costs of compensation, site clearance, or have weak project appraisal, then there are many other reasons that force the implementation time to be adjusted.

Mr. Nguyen Quang Thu - Director of the Department of Planning and Investment said that in order to ensure the implementation of compensation, site clearance - resettlement, implementation of construction to complete the project, put it into use according to plan, and meet the goals, it is necessary to adjust the project investment policy.

The Provincial People's Council has agreed to adjust the project of the road connecting National Highway 14H to Provincial Road 609C to increase the total investment of a number of projects and add a number of new projects to the medium-term public investment plan of the provincial budget for the period 2021 - 2025.

The Hung Vuong Road Completion Project has completed a feasibility study report and submitted it to the Department of Construction for project appraisal. This project has been updated in the 2021-2025 medium-term public investment plan and a medium-term capital plan of VND 150 billion has been allocated for implementation.

The capital allocation time for the project in the period of 2024 - 2025 is expected according to the approved medium-term plan. The remaining provincial budget capital will be consulted by the Department of Planning and Investment to submit to the competent authority for allocation in the period of 2026 - 2027.

According to Mr. Nguyen Duc - Head of the Economic - Budget Committee of the Provincial People's Council, the project to invest in building new, upgrading, renovating and purchasing equipment for 76 commune-level health stations using 100% of the central budget capital (nearly 197 billion VND) will only be disbursed in 2024.

The project progress is too slow. The disbursed capital is only about 9.5%. The investor is required to focus on human resources and other necessary conditions, speed up the implementation progress, ensure the completion of the project, and disburse all planned capital in 2024.

The Provincial People's Council has decided on investment policies and adjusted investment policies for a number of projects. Project implementation time and capital balance in 2 phases 2021 - 2025 and 2026 - 2030. The Provincial People's Committee is responsible for the capital transferred to phase 2026 - 2030 of legal projects. The additional budget of the project connecting Highway 14H to Provincial Road 609C will be balanced in phase 2026 - 2030...
