Submitting to the National Assembly the policy of investing in an 8.3 billion USD railway line, special mechanism for building a metro

Along with the Lao Cai - Hanoi - Hai Phong railway project, the Government submitted to the National Assembly a draft Resolution of the National Assembly to pilot a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.


According to the agenda of the 9th extraordinary session, the National Assembly will spend the morning of February 13 discussing in groups the Draft Law on Government Organization (amended); the Draft Law on Local Government Organization (amended); and the Draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.

The Government will submit to the National Assembly a draft Resolution of the National Assembly to pilot a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

On the same afternoon, the Minister of Transport, authorized by the Prime Minister, presented a report on the investment policy for the Lao Cai - Hanoi - Hai Phong railway project. Afterwards, the Chairman of the National Assembly's Economic Committee presented an appraisal report.

The National Assembly will watch a video clip about the investment project to build the Lao Cai - Hanoi - Hai Phong railway line.

Next, the Minister of Transport, authorized by the Prime Minister, presented the Report on the draft Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City. Next, the Chairman of the National Assembly's Economic Committee presented the review report.

After these two contents, the National Assembly will discuss in the hall the draft Law on Promulgation of Legal Normative Documents (amended). The Minister of Justice will speak to explain and clarify a number of issues raised by National Assembly deputies.

Regarding the investment policy for the Lao Cai - Hanoi - Hai Phong railway line, according to the Government's submission to the National Assembly Standing Committee on the afternoon of February 10, the project has a main line length of about 390.9km and 3 branch lines of about 27.9km.

The starting point is at the rail connection point across the border between the new Lao Cai station and Hekou Bei station (China), in Lao Cai city; the ending point is at Lach Huyen wharf area, in Hai Phong city.

The project passes through 9 provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, Hai Phong. The total preliminary investment is about 203,231 billion VND (about 8.369 billion USD).

The Government proposes that funding sources for the project include the State budget (central and local), domestic capital, foreign capital (loans from the Chinese Government) and other legal sources of capital.

Regarding the scale of investment, a new electrified railway line with a gauge of 1,435mm will be built to transport both passengers and goods; the main line from Lao Cai Moi station to Nam Hai Phong station will have a design speed of 160km/h, the section through the Hanoi hub area will have a design speed of 120km/h, and the connecting sections and branch lines will have a design speed of 80km/h.

In terms of technology, centralized power train technology is used for passenger and freight trains; the information and signal systems are equivalent to the systems currently used on some railway lines transporting passengers and freight in the region.

Regarding the station construction, it is planned to arrange 18 stations (including 3 train stations and 15 mixed stations). During the exploitation process, when the transportation demand increases, some technical operation stations will be researched and upgraded into mixed stations and additional stations will be invested when needed.

Regarding progress, the project will have a feasibility study report prepared from 2025, striving to basically complete it by 2030.

Regarding the draft Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City, according to the report presented at the expanded plenary session on this resolution of the Standing Committee of the Economic Committee on February 10, the development of the Resolution of the National Assembly aims to mobilize all legal resources, shorten the implementation progress as much as possible, and effectively exploit land resources.

At the same time, strongly decentralize and delegate power to the two cities to realize the Resolutions and conclusions of the Central Executive Committee and the Politburo.

Accordingly, the Draft Resolution outlines 6 specific policy groups including: Capital mobilization; Investment implementation procedures; Urban development according to the TOD model; Railway industry development, technology transfer and human resource training; Construction materials and dumping site policies; Regulations specifically applicable to Ho Chi Minh City.

In particular, for the group of policies on capital mobilization, it is stipulated that: During the investment preparation process, the Prime Minister has the right to decide on the balance and arrangement of the annual plan for additional central budget capital of up to VND 215,350 billion for Hanoi and VND 209,500 billion for Ho Chi Minh City.

At the same time, it is allowed to mobilize ODA capital and preferential loans without having to prepare a project proposal; the City People's Council is responsible for arranging a medium-term public investment plan; the City People's Committee is allocated capital to deploy some tasks in advance to serve the project.

Discussing this content, the majority of delegates said that it is necessary to apply specific policies in the National Assembly Resolution for investing in the urban railway network, because this is the "backbone" of the public transport system of the two cities.
