On December 6, the Trade Promotion Agency (Ministry of Industry and Trade) organized a training course to guide businesses in participating in the trade promotion map of Vietnamese agricultural products.

Vietnamese agricultural products have competitive advantages

Within the framework of implementing the Free Trade Agreement between Vietnam and the European Union (EVFTA), the Trade Promotion Agency (Ministry of Industry and Trade) organized a course on "Training to guide enterprises to participate in the trade promotion map of Vietnamese agricultural products" under the task of "Enhancing the capacity to export potential products to the EU market through the trade promotion map of Vietnamese agricultural products".

Speaking at the opening of the training session, Mr. Nguyen Van Nin, Deputy Head of the Technical Department of INTEC Center, Trade Promotion Agency (Ministry of Industry and Trade) said: “EVFTA is one of the new generation free trade agreements with great influence, bringing unprecedented development opportunities for Vietnamese enterprises. With this agreement, more than 99% of export tax lines to the EU will be eliminated according to the roadmap, helping Vietnam's key products such as agricultural products, seafood, textiles, etc. have a competitive advantage”.

Therefore, the training session is an opportunity for enterprises, cooperatives, and business households in Hanoi to exchange experiences and seek new cooperation opportunities, especially in the potential field of digital trade, through the map of trade promotion of Vietnamese agricultural products. At the same time, it creates an important basis to promote and deepen the cooperative relationship between Vietnam and EU countries through the EVFTA agreement.

At the training session, Dr. Tran Nguyen Cac - Director of the Institute for Research and Organization of Digital Economy pointed out many opportunities when Vietnamese agricultural enterprises penetrate the EU market. He said that EVFTA encourages the Vietnamese agricultural industry to improve product quality, meet EU standards, thereby enhancing brand value. In addition, Vietnamese agricultural products have access to certifications such as GI (geographical indication), Organic and EU food safety standards, ensuring access to high quality standards of the EU, thereby increasing the added value of Vietnamese agricultural products.

Currently, there are a number of prestigious certifications for the EU market such as Protected Geographical Indication (PGI) or Protected Designation of Origin (PDO) - protecting products with a specific geographical origin, associated with traditional production methods; or GlobalG.AP certification required for agricultural, livestock and aquatic products, ensuring that products are produced in a sustainable manner, safe for the health of consumers, producers and the environment; HACCP (Hazard Analysis and Critical Control Points) certification is suitable for all types of food, ensuring control of food safety hazards during production, processing and transportation.

Opportunities come with challenges

The advantages that the EVFTA brings to Vietnam's agricultural sector are enormous, but opportunities always come with challenges because the EU has always been a demanding market.

First of all, the Director of the Institute for Research and Organization of Digital Economy pointed out the reality that the proportion of the EU market in Vietnam's overall exports is still modest, for example, the EU is only about 12.5% of total export turnover. The rate of preferential utilization has increased but is not as expected, such as with EVFTA only reaching nearly 26% (in 2022). FDI enterprises still account for the majority of export turnover. In addition, Vietnam's export items are mainly in raw form, and have not yet built many brands in the markets of FTA countries.

In addition, for Vietnam, there are high requirements for quality, protection of human health and trade, sustainable development (environmental protection, ensuring workers' rights, traceability, social responsibility)...

From there, Dr. Tran Nguyen Cac raised 4 challenges for Vietnamese agricultural products when entering the EU market.

Firstly, Vietnamese agricultural products will face strong competition from other exporting countries, especially in meeting the EU's strict requirements on quality and standards.

Second, requirements on quality and traceability of agricultural products. The EU has strict regulations on food safety, quality standards and traceability requirements, which requires Vietnamese farmers and businesses to upgrade their production processes.

Third, compliance with high quality standards and international certifications requires large investments in infrastructure, technology and skilled labor resources.

Finally, small and medium-sized enterprises in the agricultural sector may find it difficult to meet the requirements of large and stable production scale to export to the EU.

Faced with the above challenges, Vietnamese agricultural enterprises are required to promptly innovate comprehensively in all stages, from production, processing to consumption, focusing on technological innovation, transparency in traceability, etc. to quickly participate in the global production network and value chain.

This requires the efforts of businesses to quickly and effectively access the regulations of EVFTA in order to perfect the production and processing stages...
