Philippines investigates cardboard, trade warns businesses

The Philippine Ministry of Industry and Trade has just initiated a safeguard investigation into corrugated cardboard products, including products from two Vietnamese enterprises.


On March 5, the Vietnam Trade Office in the Philippines said that the Ministry of Industry and Trade of this country has just issued a notice on initiating a preliminary investigation under safeguard measures (case code SG01-2025) on corrugating medium paper products imported from a number of countries with AHTN codes 4805.19.10, 4805.19.90, and 4805.12.00 under the ASEAN Harmonized Tariff Schedule AHTN.

The investigation was initiated based on a petition filed by the Pulp and Paper's Manufacturer/s Association of the Philippines.

The case was initiated by the Philippine Department of Trade and Industry under the authority provided in Article 6 of Safeguard Measure Act (D Repulic Act No. 8800) based on information provided by the applicant showing that the increase in imported corrugated cardboard products has resulted in serious injury to the domestic industry.

Notably, in the preliminary investigation initiation report, the Philippine Ministry of Industry and Trade determined that middle-layer corrugated cardboard imported from Vietnam in 2019, 2020, 2021, 2022 and 2023 accounted for 4.17%, 5.76%, 19.03%, 11.48% and 12.79%, respectively.

Vietnam, along with Australia, Japan and Indonesia, are identified as the four countries with the largest volume of mid-layer corrugated cardboard exported to the Philippine market. Among the 10 enterprises exporting mid-layer corrugated cardboard to the Philippines, there are 2 Vietnamese enterprises.

In this case, speaking with a reporter from the Industry and Trade Newspaper, Mr. Phung Van Thanh - Commercial Counselor, Vietnam Trade Office in the Philippines said that in case the preliminary investigation determines that there is a direct causal relationship from the increase in imports of middle-layer corrugated cardboard products with "serious damage" to the domestic manufacturing industry, the Philippine Ministry of Industry and Trade will issue a preliminary/temporary self-defense tax order on imported goods while the Philippine Tax Commission conducts an official investigation.

Commercial Counselor Phung Van Thanh recommended that relevant Vietnamese enterprises should pay attention to cooperating in providing information appropriately and have appropriate viewpoints, counter-arguments and defenses sent to the investigation agency to avoid this agency making unfavorable decisions due to not receiving full information or using available information.

Previously, the Philippine Minister of Trade and Industry also issued Order No. 25-01 imposing a temporary safeguard duty of 400 pesos/ton (equivalent to 6.9 USD) on two types of imported cement to protect domestically produced cement.

The Philippine Ministry of Trade and Industry has identified 33 cement exporting enterprises to the Philippine market, including Vietnamese enterprises.

The ministry sent out a questionnaire, however, only 9/33 export enterprises responded to the questionnaire, including 6 Vietnamese export enterprises.
