With the strong determination of the entire political system and the active participation of people and businesses, digital transformation in the area has achieved positive results, initially bringing convenience to people and businesses. To date, Lao Cai province has 1,761 out of 1,966 administrative procedures (89.5%) providing online public services in full and in part on the public service portal; 75.5% of public services are on the National Public Service Portal, ranking 10th out of 63 provinces and cities nationwide. Provincial, district and communal levels all focus on deploying information technology solutions in state agencies; building digital government, such as: Lao Cai Provincial Electronic Information Portal (PEI) is maintaining 1 main portal (Provincial PEI Portal) and 102 member portals of departments, branches, People's Committees at district and commune levels... Lao Cai is one of the few provinces in the country that has connected the online television system to implement the Resolution from the central level to the province, district and commune levels. The province has also achieved many other positive results in the process of digital transformation. However, besides the achieved results, digital transformation activities in the province are still facing some difficulties.
Recognizing the importance of digital transformation in agricultural development, agriculture is one of 11 areas that Lao Cai province prioritizes for digital transformation.
Accordingly, in the recent past, Lao Cai province has focused on implementing key tasks and solutions, including: Encouraging and promoting the application of digital technology to automate production and business processes; managing and monitoring the origin and supply chain of products, ensuring food safety and hygiene. Initially building data systems, establishing systems on issues such as monitoring forest developments, natural disaster prevention, land, crops, livestock, etc. to help farmers improve productivity, support the sharing of agricultural equipment via digital platforms.
With the synchronous implementation of the above solutions, currently in the province, 100% of OCOP products of Lao Cai province are put on e-commerce trading floors; 220 enterprises, cooperatives, households, individuals with over 400 products participate in the trade promotion support system; 105 enterprises/cooperatives of the province with 329 product lines have transparent information and clear origin.
Mr. Tran Tuan Nghia, Thang Loi Fruit Cooperative, Sa Pa town, said that since 2020, the unit has applied automatic technology in the strawberry growing process. After applying the smart automatic irrigation system, the garden watering time is more accurate, helping the plants grow and yield higher yields.
Through the digital transformation program, valuable agricultural products of the Bac Ha people such as Ta Van Chu plum blossoms, Hoang Thu Pho ancient tea, bathing water of the Red Dao people of Sa Pa, etc. have become known to many people.
Currently, Lao Cai province uses Hotpot LCA forest fire warning software to quickly identify fire points and the current status of the fire area to have timely and appropriate handling plans. In the second quarter of 2024 alone, more than 200 fire points were detected in a number of districts; 62 specialized automatic rain gauge stations with monitoring mode; A system of 03 weather and temperature forecasting stations with an accuracy of 80-90%;...
Mr. Hoang Quoc Khanh, Permanent Vice Chairman of the Provincial People's Committee, said: To quickly complete the digital transformation of agriculture, Lao Cai province prioritizes the implementation of the Digital Transformation Program in building new rural areas towards smart new rural areas.
Accordingly, the Steering Committee for National Target Programs of Lao Cai province issued a plan to implement the Digital Transformation Program in new rural construction, setting out goals for building Digital Government, Digital Economy, Digital Society with 05 solutions to promote the role of the entire political system, sectors and levels; promote socialization in investment, technology application, human resource development; encourage people to proactively implement digital transformation, improve the quality of service access and people's lives.
However, in reality, digital transformation in agriculture still faces some difficulties and limitations, affecting the overall progress. These include the poor quality of digital infrastructure in rural areas, and the need to expand the scale of digital transformation applications. Farmers' awareness and skills in using smart devices are still limited, the cultivated area is small; agricultural enterprises are not bold enough to invest in digital transformation.
Therefore, to successfully implement the digital transformation of the agricultural sector, in the coming time, Lao Cai province will focus on implementing a number of solutions, including: (1) Raising awareness of localities, businesses and especially farmers about the role and importance of applying digital technology in agricultural production and business; (2) Building modern and synchronous digital technology infrastructure with competitive costs; (3) Early approval and acceleration of the completion of the construction of the agricultural data system; (4) Improving the level and capacity to access and apply digital technology to agricultural production for farmers; (5) Building and perfecting policies to serve digital transformation in agriculture, creating motivation to promote the digital transformation of the agricultural sector in the right direction./.
