Digital transformation contributes to inspiring and motivating new development

Digital transformation "to every home"

According to the report at the conference, in the first 6 months of 2024, digital transformation activities have achieved many outstanding results. Accordingly, online public services, the rate of online records (out of the total number of administrative procedure records) nationwide reached 42% (17% at the end of 2023); ministries and branches reached 61% (38% at the end of 2023); localities reached 17% (9% at the end of 2023).

Regarding institutional improvement and policies to promote digital transformation, 63/63 localities (an increase of 14 localities compared to the end of 2023) have issued policies to reduce, exempt, and charge fees for using online public services; 15/63 localities (an increase of 2 localities compared to the end of 2023) have issued policies to reduce time to encourage people to use online public services.

The digital economy in the first 6 months of the year is estimated to grow by 22.4% and the proportion of the digital economy in GDP is estimated at 18.3%. Revenue from the information technology sector (digital economy ICT) is estimated at 1,928,311 billion VND, up 26% over the same period in 2023.

Regarding digital infrastructure, the whole country will have about 687,000 more households using broadband fiber optic internet compared to the end of 2023, bringing the rate of households using broadband fiber optic internet to 82.2% (up 2.6% compared to the end of 2023); the whole country will have over 3.8 million more smartphone subscribers, bringing the rate of smartphone subscribers to 84% (up 3.2% compared to the end of 2023).

Vietnam has one more modern data center, the largest in the country, of the Military Industry - Telecommunications Group (Viettel) with a capacity of 30 MW. Vietnam's IPv6 conversion rate reached 60% (up 1% compared to the end of 2023), ranking 8th globally (up 1 place compared to 2023).

Project 06 is identified as a key task.

The conference assessed the results of the first 6 months of 2024 implementing Project 06. Accordingly, the National Public Service Portal has provided more than 4,500 online public services; has 16.39 million accounts, 328 million synchronized records and 28.8 million online payment transactions with an amount of VND 14,528 billion. The implementation of electronic invoices generated from cash registers and lump-sum tax collection for business households with 65,786 enterprises and business households registered to use, an increase of 28,244 enterprises and business households compared to December 2023; the number of electronic invoices generated from cash registers is 489.6 million invoices, an increase of 416.8 million invoices compared to December 2023.

The implementation of non-cash payments has been promoted, 63/63 localities have made payments through accounts for 1,960,749 people with an amount of over VND 8,280 billion, an increase of over VND 7,000 billion compared to December 2023; 72% of beneficiaries receive social insurance and unemployment benefits through personal accounts in urban areas, an increase of 8% compared to 2023, exceeding 12% of the target assigned by the Prime Minister; 100% of medical facilities have implemented medical examination and treatment using chip-embedded ID cards with more than 95.3 million information searches, reducing reception time by 12 times, initially deploying medical examination and treatment kiosks at major hospitals in Hanoi; deploying accommodation software at 93,388 accommodation facilities, with 8,778,722 notifications. Help accommodation establishments manage business activities, improve the effectiveness of state management of security, order, etc.

The Ministry of Public Security has collected over 75.7 million electronic identification records, an increase of 5.5 million accounts compared to December 2023, exceeding the target assigned by the Prime Minister of over 35 million accounts 1 year in advance, activating over 55.25 million electronic identification accounts, reaching 72.98%...

Directing decisively and effectively implementing digital transformation and Project 06

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized: Digital transformation has become an inevitable trend, an objective requirement and a strategic choice for many countries. Digital transformation contributes to inspiring and creating new development momentum. In Vietnam, digital transformation has reached "every alley, every house, every person". To complete the goals of the National Digital Transformation Program and Project 06, there is still a lot of work to do.

To continue effectively implementing the national digital transformation task and implementing Project 06, in the coming time, it is necessary to identify existing problems, limitations, weaknesses, obstacles, barriers, and bottlenecks, especially in terms of institutions, mechanisms, and policies; clearly indicate the contents that are behind schedule, under the responsibility of ministries, branches, localities, and units, determine the causes, and draw lessons.

The Prime Minister directed ministries, branches and localities to mobilize the participation of the entire political system, the response of all people and businesses in implementing digital transformation; have specific programs and plans, closely follow instructions, listen to the breath of life, strengthen smooth coordination between branches and localities, complete each task; maintain discipline in performing tasks.

Along with that, continue to raise awareness, role, importance, influence, spread and motivation in the development of digital transformation, build databases and identify this as a type of national "asset". It is necessary to take people and businesses as the center, as the subject, so that people and businesses can benefit, no one is left behind, especially for the disadvantaged, policy subjects must have separate policies.

Prime Minister Pham Minh Chinh requested all levels and sectors to always maintain the spirit of "only discussing and doing, not backtracking", "not saying no, not saying yes but not doing" when implementing digital transformation tasks and Project 06.
