Power outage all hours of the day

On the afternoon of June 7, the Ministry of Industry and Trade held a press conference to provide information on the electricity supply situation.

Mr. Tran Viet Hoa, Director of the Electricity Regulatory Authority (Ministry of Industry and Trade), said: As of June 6, most of the large hydroelectric reservoirs in the North have reached the dead water level, including: Lai Chau, Son La, Tuyen Quang, Ban Chat, Hua Na, Thac Ba. Only Lai Chau and Son La hydroelectric reservoirs have gone below the dead water level.

Only Hoa Binh hydropower reservoir still has water in it and can maintain power generation until June 12-13. The total unmobilized capacity of the above mentioned northern hydropower sources will be at 5,000 MW and can reach 7,000 MW when Hoa Binh hydropower reservoir reaches dead water level.

Thus, as of June 6, the available capacity of hydropower was 3,110 MW, only reaching 23.7% of installed capacity.

“The Northern power system faces the risk of capacity shortage at most hours of the day,” Mr. Tran Viet Hoa noted.

In recent times, with the efforts of relevant units, the supply of coal for thermal power plants has been ensured. Coal-fired thermal power plants have enough fuel to operate at high mobilized capacity.

However, due to hot weather and high temperatures, the generators operate at maximum capacity for long periods of time, leading to equipment failures (mainly steam pipe leaks, heater leaks, superheaters, coal crushers, feed pumps, etc.).

In addition, many coal-fired thermal power plants have suffered long-term problems (1 unit in Vung Ang, 1 unit in Pha Lai, 1 unit in Cam Pha, and 1 unit in Nghi Son 2). Typically, on June 1, the total capacity that could not be mobilized from coal-fired thermal power plants in the North that had problems and reduced capacity was up to 1,030 MW.

"Thus, although the coal fuel source for power generation has been relatively guaranteed, as of June 6, the Northern coal thermal power source has only mobilized 11,934 MW, accounting for 76.6% of the installed capacity," said Mr. Tran Viet Hoa.

The ability to transmit electricity from the Central region to the North via the 500 kV North-Central line is always at a high limit (maximum limit from 2,500MW to 2,700MW), leading to potential risks of incidents.

Thus, the total available capacity of the Northern power system (including imported electricity) that can be mobilized to meet the electricity load demand is only 17,500-17,900MW (about 59.2% of installed capacity). This capacity includes 2,500-2,700MW transmitted from the South and Central regions to the North (500kV Nho Quan - Ha Tinh line section).

Meanwhile, the demand for electricity in the Northern region could reach 23,500-24,000 MW in the upcoming hot days. Thus, the Northern power system will be short of about 4,350 MW, with an average daily output of about 30.9 million kWh (the highest day can reach 50.8 million kWh).

“The Northern power system faces the risk of capacity shortage at most hours of the day,” Mr. Hoa noted.

Save 6-10%/day

Responding to the press, Mr. Ngo Son Hai, Deputy General Director of EVN, said: Currently, the available capacity of the system is only 17,000 MW, on hot days the demand can reach over 20,000 MW. The amount of capacity reduction at the peak time is about 30% of the capacity in use.

As for the average electricity output for the whole day, the reduction is 6-10% depending on whether the weather is cool or hot. For example, if it was cool yesterday, the output will be reduced by about 6%.

Northern electricity supply is very tense due to power shortage.

To handle this situation, with such a high capacity, the National Power System Control Center (A0) based on Circular 34 of the Ministry of Industry and Trade guides to allocate that capacity to the Northern Power Corporation and Hanoi Power Corporation. These two units, based on the guidance of the Ministry of Industry and Trade, will allocate that capacity to each provincial power company.

After having that allocated capacity, local electricity companies will develop plans and prioritize customers. Then, electricity companies will report and approve the electricity reduction plan to the provincial People's Committee.

Specifically mentioning the priority order of electricity supply to customers, Mr. Nguyen Quoc Dung, Head of Business Department (EVN), said: This priority order is approved by the People's Committee of the province/city, giving priority to important political and social activities and other events in the area.

Second, depending on each locality, priority is given to customers based on local realities such as residential customers, essential goods producers (food, clean water), labor-intensive production facilities, etc. All of these plans are reported by the units to the Provincial and Municipal People's Committees and the Department of Industry and Trade to monitor implementation.

Responding to the responsibility for electricity supply, Mr. Tran Viet Hoa shared: Yesterday, the Prime Minister issued an official dispatch assigning the Ministry of Industry and Trade, EVN and relevant agencies and units to deploy many solutions to meet the electricity supply situation; clarifying the responsibility for electricity supply.

At noon on June 7, the Party Committee of the Ministry of Industry and Trade held a meeting and assigned specific tasks to each unit under the Ministry to implement 8 groups of contents directed by the Prime Minister. In the next few days, the Ministry of Industry and Trade will report to the Prime Minister and have a plan to implement in accordance with the Prime Minister's direction.

Finally, the leader of the Electricity Regulatory Authority expressed: "The power shortage is the inexcusable responsibility of the state management agency and the electricity industry. We would like to apologize to all the people and businesses."

Who will make up for the power shortage? The message of “critical situation” about power shortages is constantly being broadcast, the fear of “rotating power outages” is becoming clearer. Why is this happening?
