On the afternoon of February 18, at the Presidential Palace, President Luong Cuong chaired the ceremony to announce and present the President's decision to appoint Deputy Prime Ministers and Ministers for the 2021-2026 term.

Authorized by the President, Deputy Head of the Office of the President Pham Thanh Ha announced the President's decision to appoint Mr. Mai Van Chinh and Mr. Nguyen Chi Dung as Deputy Prime Ministers; Mr. Tran Hong Minh as Minister of Construction; Mr. Nguyen Manh Hung as Minister of Science and Technology; Mr. Do Duc Duy as Minister of Agriculture and Environment; and Mr. Dao Ngoc Dung as Minister of Ethnic Minorities and Religions.

Prime Minister Pham Minh Chinh and other Party and State leaders presented flowers and congratulated the new Deputy Prime Ministers Mai Van Chinh and Nguyen Chi Dung and the newly appointed Ministers.
Speaking at the ceremony, on behalf of the Party and State leaders, President Luong Cuong congratulated the 6 officials who had just received the appointment decisions; affirming that this was the recognition and appreciation of the Party, State and people for the contributions and dedication of the officials throughout their work; at the same time, it was a heavier task, requiring higher responsibilities of the officials to unite with the Government and the Prime Minister to successfully carry out the very heavy task in 2025 and in the coming time.
The President affirmed that the 6 officials appointed this time are all officials with strong political will, good moral qualities, always dedicated, highly responsible with outstanding contributions and marks in performing assigned duties and tasks.
The President stated that each cadre has a different field of work and training, but they all receive basic, systematic training and development in accordance with their positions, are trained and matured through all levels, have seniority and extensive experience in operations, and have gone through practical leadership and management from the grassroots in many different positions from the central to local levels. Regardless of their position, they all complete their assigned tasks well, making an important contribution to the growth of the sector, locality and the general activities of the Government.
The President assessed Mr. Mai Van Chinh as an excellent cadre of the Party and State, trained and matured from the locality with many important contributions to the development and growth of the Party building organization sector.
Mr. Nguyen Chi Dung is an experienced leader in the economic field. During his nearly two terms as Minister of Planning and Investment, he has made many contributions to advising the Party and State in the fields of macroeconomics and investment attraction.
Mr. Dao Ngoc Dung is a cadre who has held many different leadership positions at the local and central levels, growing from the grassroots in different positions and in the position of Minister of Labor - Invalids and Social Affairs, he has made many positive contributions to the common cause of the Party, State and people, especially in the field of social policy and social security.
Mr. Nguyen Manh Hung is a well-trained officer, has innovative thinking, has vision, is bold, dares to think, dares to do.
Mr. Tran Hong Minh has nearly 40 years of working experience, matured from the military environment, through many leadership and command positions at all levels, has successfully completed his tasks as Secretary of Cao Bang Provincial Party Committee and as Minister of Transport since November 2024.
Mr. Do Duc Duy received basic training and grew up in the construction industry; he was trained and tested locally.
In the context that our entire Party, people and army are uniting and making efforts to overcome all difficulties and challenges, striving to compete, focusing on developing all resources, and determined to bring the country into a new era - an era of striving for rich and prosperous development, the President affirmed that the Party, State and people are placing their trust and great expectations on the Government in performing its functions, tasks and powers to bring the country to rapid and sustainable development.

The President requested the newly appointed officials to continue training, improve their political qualities, be absolutely loyal to the Party, the Fatherland and the people; maintain revolutionary qualities and ethics, be exemplary in complying with and strictly implementing the Party's guidelines and policies, and the State's policies and laws. At the same time, they must constantly study, improve their capacity and qualifications in all aspects; uphold the spirit of self-criticism and criticism, solidarity, modesty, sincerity, and close attachment to comrades and the people.
The President noted that senior officials of the Party and State must be truly honest, impartial, and selfless, seriously performing their duties according to Party regulations and powers under the Constitution and laws of the State; and making effective contributions to the sectors and fields assigned to them.
At the same time, together with the Government, actively remove difficulties and obstacles, resolve important and strategic issues, requirements and demands from practice and the cause of innovation, contributing to building an effective and professional administration to serve the people.

The President believes that the officials appointed this time will continue to uphold the glorious tradition of the Government; their good achievements during their work, and excellently complete their newly assigned tasks, worthy of the trust of the Party, State and people.
Speaking at the ceremony, on behalf of the officials who received the appointment decision, Deputy Prime Minister Nguyen Chi Dung emphasized that this is a great honor, as well as a very heavy responsibility entrusted by the Party, State and people.
Deputy Prime Minister Nguyen Chi Dung promised to strictly comply with the Party's policies and guidelines, the State's laws and the Prime Minister's direction; at the same time, he vowed to devote all his efforts with a great aspiration and bright mind to, together with the Government under the leadership of the Prime Minister, make every effort to excellently complete the assigned tasks.
Deputy Prime Minister Nguyen Chi Dung also hopes that Party and State leaders will continue to pay attention to directing, supporting and creating favorable conditions for the Government as well as newly appointed officials in the process of performing their tasks.
