On the afternoon of March 22, at the Government headquarters, Deputy Prime Minister Tran Luu Quang chaired a meeting of the Prime Minister's Working Group on the implementation of Resolution No. 110/2023/QH15, 6th Session, 15th National Assembly on reviewing and handling the results of the review of the system of legal documents.
Attending the meeting were members of the Prime Minister's Working Group to implement Resolution No. 101/2023/QH15 of the 15th National Assembly; Ministers, Heads of ministerial-level agencies; representatives of the National Assembly's Law Committee.
The meeting aims to assess the progress of review and solutions to overcome conflicts, overlaps, difficulties and inadequacies in sub-law documents as well as propose amendments and supplements to relevant laws as required by Resolution 110.
Reporting at the meeting, Deputy Minister of Justice Dang Hoang Oanh said that the review results are being compiled by the Ministry of Justice, the standing agency of the Working Group, and developed into a Government Report to be submitted to the National Assembly at the upcoming 7th session.

In general, the process of reviewing and handling the results of the review of legal documents according to Resolution No. 110/2023/QH15 involves coordination between Government agencies and National Assembly agencies as well as relevant agencies and organizations. To date, the Ministry of Justice has compiled and classified by legal field groups to build a system of 19 appendices of the Report according to the proposed state management fields for handling, the Deputy Minister said.
The Draft Report shows that there are 109 contradictory and overlapping provisions in 19 laws with 44 provisions; in 26 decrees with 50 provisions and in 13 circulars with 15 provisions. There are 185 inconsistent and conflicting provisions in 24 laws with 72 provisions, 01 ordinance of the National Assembly Standing Committee with 01 provision, 01 resolution of the Government with 02 provisions, 22 decrees of the Government with 72 provisions, 01 decision of the Prime Minister with 01 provision and 30 circulars with 37 provisions.
Deputy Minister Dang Hoang Oanh said that the Ministry of Justice has compiled and classified by legal field groups to build a system of 19 appendices of the Report according to the proposed state management fields for handling.
Concluding the meeting, Deputy Prime Minister Tran Luu Quang, Head of the Working Group, acknowledged and highly appreciated the efforts of ministries and branches in reviewing a large volume of documents, on that basis proposing solutions to handle content with contradictions, overlaps, inadequacies and difficulties.
The Deputy Prime Minister requested the Ministry of Finance, the Ministry of Planning and Investment, the Government Inspectorate, the Ministry of Industry and Trade, and the Ministry of Labor, War Invalids and Social Affairs to send reports on the review results of their ministries and branches to the Ministry of Justice, the standing agency of the Working Group, no later than the middle of next week so that the Ministry of Justice can fully synthesize them into the Government's Report.
The Deputy Prime Minister clearly stated the principle that ministries and branches must clearly point out the shortcomings and obstacles in documents down to each article and clause, and at the same time clearly indicate the handling direction and roadmap for handling each shortcoming and obstacle.
Deputy Prime Minister Tran Luu Quang, Head of the Working Group, delivered a concluding speech at the meeting.
Ministries and branches must clearly define when to submit to the Government amendments and supplements to contents under the Government's authority; and when to submit to the Government reports to the National Assembly on contents related to the law, the Deputy Prime Minister emphasized.
The Deputy Prime Minister requested that priority be given to handling content with conflicts, overlaps, inadequacies, and obstacles in the three draft laws that will be considered, approved, and commented on at the 7th session of the National Assembly in May 2024, including the Law on Urban and Rural Planning; the Law amending and supplementing a number of articles of the Law on Pharmacy; and the Law on Geology and Minerals.
The Deputy Prime Minister also requested that leaders of ministries and branches prepare carefully to explain and receive opinions from National Assembly agencies on the contents assigned to their ministries and branches for review.
It is expected that the Government will organize a national online conference to collect opinions on the draft Report to ensure the Report is of the highest quality when submitted to the National Assembly.
