Building a strong Party organization

The Party Committee of Tan Ha Ward (Tuyen Quang City) has 23 affiliated Party cells, including 17 residential group Party cells, 8 agency and unit Party cells with over 1,000 Party members. The Party Committee of the Ward regularly pays attention to the work of building and consolidating the Party organization, directing the synchronous implementation of many solutions to meet the requirements of political tasks. Comrade Nguyen Van Bac, Secretary of the Party Committee of Tan Ha Ward, said that along with closely following and implementing well the directives, resolutions and projects of the Central and the province, the Party Committee of the Ward regularly innovates its leadership methods. In particular, the Party Committee of the Ward has directed the review, amendment and supplementation of the working regulations of the Party Committee, clearly defining the responsibilities and powers of the collective Party Committee and each individual, the working relationship with the Standing Committee of the City Party Committee, with the affiliated Party cells, with the People's Council, the People's Committee, the Vietnam Fatherland Front Committee and socio-political organizations in the political system. At the same time, clearly stipulate working principles and living regimes, self-criticism and criticism. Thereby, ensuring the comprehensive leadership role of the Party, promoting the proactive and creative spirit of Party cells and Party members in the Party organization.

Along with that, in the leadership process, the Ward Party Committee always pays attention to doing well the work of political and ideological education, improving the political capacity of the cadres and party members in the Party Committee. Strengthening education on revolutionary ethics, raising awareness of self-cultivation, training moral qualities, lifestyle, self-reflection, improving the honor and self-esteem of party members to build a team of cadres and party members of the ward who are truly brave and have good expertise to carry out tasks at the grassroots level.

In order to strengthen and improve the quality of grassroots party organizations and party members in the new situation, the Provincial Party Committee has seriously implemented the resolutions and regulations of the Central Committee on the work of building grassroots party organizations and party members; promptly developed and issued a system of guiding documents and organized implementation. Action Program No. 26-CT/TU, implementing Resolution No. 21-NQ/TW dated June 16, 2022 of the Central Committee "on strengthening and building grassroots party organizations and improving the quality of party members in the new period" is a highlight. At the same time, it is a "new wind" for Party committees and party organizations at all levels in the province to resolutely implement, creating a clear change in each grassroots party organization.

Along with that, the Provincial Party Standing Committee issued Project No. 16 on improving the quality of Party cell activities in the period of 2020 - 2025; assigning Party members who are cadres, civil servants, and public employees to attend activities in residential areas under the assigned Party Committee, monitor and attend activities with residential area Party cells; take charge of households where they reside... Thereby, contributing to supporting and helping grassroots Party cells, especially residential area Party cells, to improve the quality of activities, promptly grasp the situation and thoughts of cadres, Party members, and the masses, detect and have solutions to solve complex problems arising right at the grassroots level.

Upgrading commune-level cadres

Building a strong communal team is a necessary task to improve the effectiveness and efficiency of the grassroots political system. Especially in the current context when our Party is implementing the policy of streamlining the apparatus, the government has 2 levels: provincial and communal. The new communal level not only expands in scale, but also has heavier tasks. This requires the communal level civil servants to have better capacity, expertise and skills.

Comrade Ly Minh Hieu, Secretary of the Party Committee of Tan Long Commune (Yen Son) said that implementing the policy of streamlining the apparatus towards efficiency, effectiveness, and efficiency, the two-level government, when abolishing the district and commune levels after the merger, will take on many new and difficult tasks, requiring higher quality of service to the people, especially in the era of digital transformation. Therefore, it is required that the team of commune-level civil servants need to be equipped with not only professional knowledge but also master digital skills, proficiently use new technology to manage and provide effective online public services. In addition, each commune-level civil servant needs to promote the role of self-study to improve qualifications, skills, expertise, and practice political qualities. Self-study and practice help the team of commune-level cadres to constantly progress and mature in all aspects. At the same time, it makes up for the lack of knowledge to effectively solve problems at the grassroots level.

Comrade Vu Thi Thu, Chairwoman of Xuan Quang Commune People's Committee (Chiem Hoa) shared that in the context of the strong streamlining of the apparatus, especially the abolition of the district level and the merger of the commune level; we cannot keep the old way of thinking and working. We are interested in improving the level of information technology application in handling and operating work, especially in the current context of digital transformation, all administrative procedures are performed on the public service portal.

To realize the Party's policy of streamlining the apparatus, effectiveness and efficiency, many new requirements have been and are being set for the capacity, qualifications, prestige and working style of the cadres of the political system in general and the commune level in particular, requiring the cadres to continue to improve their qualifications and have a strong political stance. Practice has proven that wherever the grassroots cadres are improved in quality and quantity, there will be a thorough resolution of problems at the grassroots level, creating people's trust in the Party, building a clean and strong Party and government.
