On July 24, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired the Government's special meeting on law making in July 2024 to review, comment and approve 5 important contents: 2 proposals to build Laws: State of Emergency; Science and Technology (amended); 2 draft Laws: Law on Electricity (amended); Law on Employment (amended); 1 Project on investment policy for high-speed railway on the North-South axis.

Opening the session, on the occasion of the 77th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2024), Prime Minister Pham Minh Chinh and delegates respectfully observed a minute of silence to commemorate the great President Ho Chi Minh, the heroic martyrs who sacrificed for the Fatherland; General Secretary Nguyen Phu Trong.
In his opening remarks, Prime Minister Pham Minh Chinh stated that institutional breakthroughs are a major policy of our Party and State. The Government attaches great importance to this work. Since the beginning of the term, the Government has organized 27 thematic meetings on law-making; commented on, reviewed and approved more than 100 proposals for law-making and draft laws submitted to the National Assembly for consideration; as a result, more than 60 laws and resolutions were passed; the Government issued more than 380 Decrees; the Prime Minister issued nearly 90 legal decisions.

In 2024 alone, the Government held 5 thematic meetings on law-making, giving opinions and approving 26 proposals for law-making, resolutions and draft laws. In particular, the Government established a steering committee to review and handle difficulties in the system of legal documents, headed by the Prime Minister. On that basis, the Government reported to competent authorities for consideration and decision to implement institutional breakthroughs. In addition to the need to pay attention to quantity and progress, we must especially pay attention to the quality of drafting legal documents; in which, the Prime Minister paid special attention to decentralization, delegation of authority, along with resource allocation, improving the implementation capacity of subordinates, designing monitoring and inspection tools; preventing and combating corruption and negativity in drafting legal documents. We must attach great importance to reducing administrative procedures, ending the "ask-give" mechanism, reducing hassles for agencies, people, and businesses, especially compliance costs when having to carry out administrative procedures in the spirit of administrative reform that the Government regularly organizes quarterly meetings. The principle of law-making must remove difficulties, overcome challenges, and obstacles arising in practice, thereby mobilizing the strength of great national unity, mobilizing all resources in society to develop the country in accordance with the goals set by the 13th National Party Congress: by 2030, it will be a developing country with modern industry and high average income; by 2045, it will be a developed country with high income.

The Prime Minister emphasized that today, the Government held a Special Session on Lawmaking in July 2024 (the 6th session of 2024) to review, comment, and approve 5 important contents: 2 proposals to build Laws: State of Emergency; Science and Technology (amended); 2 Law projects: Electricity Law (amended); Employment Law (amended); 1 Project on investment policy high speed rail on the north-south axis.
The Prime Minister noted that the Ministers and Heads of ministerial-level agencies under the Government should directly lead and direct the building of institutions; regularly review and consider difficulties and problems arising in practice, new issues, and issues that require legal regulations to implement in the spirit of building a socialist rule-of-law state of the people, by the people, and for the people. When we have done things in an orderly and systematic manner, all work will go smoothly. In addition, we must invest resources in the work of building institutions; requirements for ensuring conditions such as materials, documents, and other necessary equipment; prioritize policies for officials participating in law-making; allocate resources for this work to be people with high responsibility, a sense of responsibility, passion, and emotion for the assigned work; it is necessary to encourage innovation and creativity in the process of building laws (Ordinances, Decrees, Circulars of ministries).

The Prime Minister stated that after the first 6 months of 2024 and 3 years of this term, ministries and branches need to consider which cadres have made outstanding achievements in institutional building since the beginning of the term and propose extraordinary rewards; the Ministry of Home Affairs pays attention to and guides this work. In addition, it is necessary to review those who have not done well and must be criticized and reminded; those who violate must be handled; thereby creating fairness, justice, objectivity and equality in this work.

At this meeting, the Government also considered the important policy of building a high-speed railway on the North-South route. The Politburo issued Conclusion 49-KL/TW dated February 28, 2023 on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045, so the Government must specify this policy. This has been raised for more than 10 years, and this is also a task that must be carried out according to the Party's Resolution and the Politburo's Conclusion. This is a big task, so it is necessary to seek the opinions of the Government, Ministers, Heads of sectors, and Heads of agencies under the Government.

Noting the limited time, high requirements, wide scope, and rich content, the Prime Minister asked the delegates to focus their intelligence, continue the spirit of innovation; present reports and opinions concisely, clearly, and directly to the point; focus on discussing important issues, and different opinions that need to be discussed and consulted with the Government; ensure the progress and quality of the Session. The Prime Minister noted the spirit of determination in the Law that "clearly defines the person, clear about the work, clear about the responsibility, clear about the implementation time, clear about the effectiveness, clear about the product", thereby making it easy to inspect, supervise, urge, compete and reward.
