The Government Office has just announced the conclusion of Deputy Prime Minister Tran Luu Quang regarding the review of documents and projects developed by the Ministry of Home Affairs in 2023.
Many teachers are concerned and upset about the promotion and appointment of professional titles.
Regarding the draft Decree amending and supplementing a number of articles of Decree No. 115 on recruitment, use and management of civil servants, the Deputy Prime Minister agreed in principle to eliminate the form of exams to promote professional titles of civil servants.
The Ministry of Home Affairs reviews and accepts opinions from ministries, branches and localities, revises the draft decree, ensures consistent implementation of regulations on considering promotion of professional titles of civil servants and ensures the rights and interests of civil servants working in the field, avoids problems arising during implementation, and submits it to the Government for consideration and decision.
Thus, when the decree is passed, civil servants will no longer have to take exams to promote their professional titles.
Previously, at the Prime Minister's meeting with the Vietnam Journalists Association in mid-June, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs is advising on eliminating the promotion exam. In the immediate future, promotion consideration will be based on standards and conditions to overcome shortcomings and move towards eliminating promotion exams and promotion consideration, and instead, salary will be paid based on job position.
According to Ms. Tra, nowhere in the world does this system consider promoting and upgrading civil servants. Vietnam must also reform this mechanism.
Recently, nearly 2,500 teachers in Hanoi wrote a letter expressing their desire to abolish the professional title promotion exam. According to them, professional title promotion is a form of treatment, recognition and encouragement for teachers' achievements and contributions, but the implementation is not consistent between localities, while one province organizes the exam, another province has to take the exam.
Many other teachers also share the same wish to abolish exams and consider promotions for teachers, because they believe that the most important criteria for promotion is contributions to the education sector. Not to mention, the effort and time teachers spend on reviewing and taking exams is not small, but the nature of the exam does not build any core values for the education sector.
In response to teachers' concerns, the Ministry of Education and Training said that the teachers' proposal to abolish the form of professional title promotion exams is well-founded. However, the Ministry of Education and Training does not have the authority to abolish the regulation on professional title promotion exams for teachers, nor does it have the authority to propose that localities implement a unified form of promotion consideration.
The Ministry of Education and Training received a document requesting comments from the Ministry of Home Affairs on the removal of the form of professional title promotion exam in the draft Decree amending and supplementing a number of articles of Decree No. 115/2020/ND-CP. The Ministry of Education and Training has responded in writing in agreement with this content.
