Spring of 1985, spring of 2025 - exactly 40 peach blossom seasons with many changes in the homeland. I tell myself not to "talk about old things after eating new rice", but there are unforgettable spring milestones, every time Tet comes, old films remind me of them with tears.
Binh Minh is a famous commune because of Binh Da cannon village and Lac Long Quan temple - a national historical relic. Moreover, Binh Minh commune - Thanh Oai district - Hanoi is also famous far and wide because it is a typical progressive locality, a locality awarded the title of Heroic Unit in the Renovation period in the same year.
Talking about the old spring and old Tet while eating new rice is quite long-winded, but we still have to mention the many hardships of Binh Minh Cooperative. We cannot just sit and watch. On September 5, 1981, the Congress of Binh Minh Cooperative delegates was held for three days with the slogan "Solidarity, innovation, democracy, efficiency".
There is no other way but to be determined to follow the outlined plan: People; People's strength; Experience from predecessors and old farmers.
Spring 1981-1985 was the first five-year plan. Agriculture was still the top priority, the spearhead, intensive farming, increased productivity, focused on original rice varieties and graded to turn into commodity production to supply rice varieties for sale to the district, province and the whole country. Lowland fields were rotated, left fallow, highland fields and highland fields were left fallow. The solution to hunger was the CR203 rice variety that was resistant to brown planthoppers, the 813 rice variety had to become commodity rice sold to other cooperatives.
That year, Binh Minh's 400 hectares of purebred rice were as beautiful as a carpet, because the new variety applied the right techniques and had the source of fertilizer from water fern covered twice. But heaven tested people's hearts. Heavy rains spread widely, the water level in Thanh Oai district rose from 100 to 200mm, forecast to rise to 300, 400mm. To save the rice, the commune leaders built the Tay Tap road in Sinh Qua field 1m70 high across the river bank to prevent water from Tam Hung field from flowing into Binh Minh field. Then, bags of soil were installed to prevent water from flowing into Binh Minh field, lighting system, and the cooperative office cooked rice and brought it to the bank to serve the leaders and people to prevent flooding. After 7 days and nights like that, Binh Minh won, keeping the field from flooding.
That rice crop was a success, the whole commune was happy. The old farmers were extremely moved because the young people did what they said and always praised the farming experience of their predecessors.
That year's Spring rice crop overcame difficulties to succeed, which was an important milestone in building trust among the people, so that the movements could gradually grow. It is enough to summarize in a short sentence: A good harvest, all the debts left over from the day of the cooperative merger were checked and paid off fairly. But to aim for prosperity and wealth, we must make efforts, take advantage of, and collect from all sources.
On collective livestock farming of cooperatives and providing breeds for household livestock farming. Shifting poultry farming from collective to household. Northern and Southern fields utilize rivers for aquaculture, piloting garden - pond - barn models.
Fireworks, bricks, and embroidery were all invested in and aimed at far-flung markets. In the spring of 1983, there were plans to organize a fair to promote agricultural and handicraft products. Along with a system of horse-drawn carriages to transport goods, tractors. Towards Tet 1985, there would be street lights in the alleys. The broadcasting system was a tool to propagate and direct, aiming at pensions for the elderly... Working hard to make dreams come true, that was what everyone agreed on.
The members who are good at intensive farming have produced rice seeds, with a selling price much higher than milled rice. That is money, high income. Intercropping with other crops for high productivity has both escaped poverty and earned cash. Who would have thought that duck feathers could be sold for money, high-yield pig farming would be enough to pay the contract, and the surplus would be sold to other provinces.
People were enthusiastic about production, leaders held their breath and calculated, confident but still had to go and probe, avoid violating regulations, sell and exchange goods, and not have surplus. Along with that reality, they recorded, learned from experience, and reported to leaders at all levels from district, province to central, to find solutions and new directions for their locality as well as for the wider area. The problem was that at that time, agricultural cooperatives were not allowed to trade or do business.
Telling old stories to see the mechanism of a time, doing and removing to be suitable, is the basis for the state and ministries to make appropriate policy plans. Binh Minh was really quick to grasp and pioneer.
Along with credit for investment in production, business cannot lack capital. Rice sells well, pigs can be exported, duck feathers are still purchased. Winter crops are abundant. The market before Tet is full of goods and of course the purchasing power is much better than in previous years. So the gloomy period has passed, the spectacular rise, rice yield has reached over 11 tons per hectare, the planting area has reached 2.6 times over 2/3 of the local area. The winter crop has become the main production crop supplying products for the capital Hanoi, collective farming, family farming have developed together. At this time, in Binh Minh, there is a method of both agricultural production and service business. People's lives have improved, social culture has developed, security, political order and social safety are guaranteed, Binh Minh's obligation to contribute to the state is always fulfilled. The Party Committee has achieved the title of strong and clean.
Near Tet 1984, Chairman of the Council of Ministers (Prime Minister) Pham Van Dong visited Binh Minh for the third time. During this meeting, Prime Minister Pham Van Dong asked Binh Minh to sign a commitment with the Prime Minister to strive to achieve 11 tons/ha. And after listening to Chairman of Binh Minh Cooperative Nguyen Ngoc Khoa read the commitment, he suddenly asked:
- Whose is Binh Minh?
Everyone replied:
- Dear Prime Minister, Binh Minh means morning, meaning new day, bright.
Particularly, Chairman of the Cooperative Nguyen Ngoc Khoa replied:
- As I understand it, Binh Minh is a Socialist.
The hall on the days before Tet 1984 resounded with applause from both hosts and guests.
That year's Tet, joy followed joy, after the visit, Chairman of the Council of Ministers Pham Van Dong presented Binh Minh Cooperative with 2 cars, 1 U-oát car and 1 Rin-kho truck. The commune leaders were still wondering about recruiting drivers, when more good news came to Binh Minh. The entire Party Committee, members, and people were given the opportunity to read and study the criteria for a heroic unit, compare it with the achievements of the Cooperative in the past operation, and clearly express their opinions on whether they agreed or disagreed with the proposal to confer the title of "Heroic Unit". The public consultation ended, and the vote count showed the result: 98.98% of the people aged 18 and over agreed to propose the Party and State to confer the title of Hero to their Binh Binh Cooperative. The procedures were completed, after that year's Lunar New Year in 1985, Binh Minh was honored to receive this noble title.
The past 40 springs are like an attractive film for those who created those years. That is the achievement, the sweat, the tears, the youth, the enthusiasm of all those who joined hands to build the homeland of Binh Minh. The head of the cooperative, Nguyen Ngoc Khoa, the excellent "director" of this episode, although he has turned 77 this spring, is still healthy, generous, and clear-minded, telling me about Binh Minh and those springs.
The former cooperative manager emotionally remembers each milestone, each number, the name of the leader, the names of his brothers and sisters of the same generation who shared the same ideals and were full of enthusiasm.
1985 - 2025 is a 40-year journey with many changes. This Spring, with some old Tet stories of the homeland of the national founder Lac Long Quan, are told to remind and kindle hopes in the first spring of the new era, the era of the Vietnamese people's rise.
