In late August, according to Giao thong Newspaper reporters, the site clearance work for the North-South expressway project through Quang Binh province is being urgently undertaken by the entire political system of Quang Binh province and contractors with construction scopes that are stuck with site clearance.
The last house on the Bung - Van Ninh expressway section through Bo Trach district, Quang Binh province was handed over to the contractor by the people.
Specifically, at the Bung - Van Ninh section project invested by Project Management Board 6 (Ministry of Transport), houses and structures blocking the main route have been demolished to make way for construction contractors.
According to the contractors, after meetings and urgent instructions at the site by the leaders of Quang Binh province, the localities where the project is going through have mobilized the entire political system from the village to the district and town levels to establish working groups to clear the land and support people to relocate to resettlement areas.
The contractor's excavator immediately occupied the site to level the ground for construction.
With the efforts of all parties, some bottlenecks in the previous project that caused the contractor to "sit on fire" have been resolved, such as: Highway 9E overpass, cassava factory, houses of households, power lines, telecommunication stations. Upon receiving the ice surface, the contractors mobilized machinery to take over the site.
A representative of Project Management Board 6 said that more than a month ago, on the main route of the expressway project passing through Bo Trach district, the local government handed over the entire cleared land to the project.
"During the site clearance process, Project Management Board 6, together with contractors, local authorities, and Bo Trach district police, rolled up their sleeves to support people in moving their houses to new places. When an incident arose that required machinery and materials, the contractors provided maximum support to the people," said the leader of Board 6.
The Bung - Van Ninh project site through Bo Trach district has been cleared. The contractor has arranged many construction machines to compensate for previous output.
Sharing with reporters, Mr. Bui Quoc Thanh, Vice Chairman of Bo Trach District People's Committee, said that there are 2 expressway component projects passing through the area: Vung Ang - Bung (8.3 km), Bung - Van Ninh (21 km). The project affects the lives of nearly 1,100 households, so the site clearance work is extremely complicated, requiring the entire political system, many agencies and sectors to join in to solve the difficulties.
Along with that, the locality must build 12 resettlement areas for about 268 households in 6 communes and towns... Up to this point, on the main route we have handed over the entire site to the project; 77 households out of a total of 268 households have built solid houses in the resettlement areas.
"During the handling process, depending on each case, we apply all options and study relevant documents and decrees so that people can benefit to the maximum extent," said Mr. Thanh.
Contractors rush to bring machinery to construction sites
At the construction site of the Bung - Van Ninh section through Phu Dinh commune, Bo Trach district, which is being constructed by Corporation 36. As soon as the last house blocking the main route was handed over to the contractor, the unit immediately arranged for an excavator to dismantle the house. Next, convoys of trucks continuously came in and out to carry soil to build the roadbed to make up for the time of the traffic jam.
The contractor of the Bung - Van Ninh expressway project is racing against time to complete the embankment work before the rainy season. In the photo are the new sites handed over to the contractor nearly a month ago.
"The 6.5 km main route and the Cu Nam intersection road system have been paved with asphalt concrete. The unit is mobilizing machinery to build route N1 connecting from the intersection to Ho Chi Minh route.
"It is expected that by the end of the year, the asphalt concrete layers can be completed and traffic safety items on the route will be constructed. The project's progress is on schedule according to the requirements of the Government and the Ministry of Transport, which is to open the route on April 30, 2025," said Lieutenant Hoang Dinh Long, project commander.
Cu Nam intersection connects with Ho Chi Minh road, Dong branch, through Phu Dinh commune, Bo Trach district.
Having encountered difficulties during construction due to the obstruction of households' houses, a representative of Cienco4 Group (the contractor of the Bung - Van Ninh project) said that the unit is constructing the 16km main highway route along with the system of bridges, culverts, and intersections. Currently, the locality has handed over the cleared land for construction.
At the overpass project of Highway 9E through the area of Nong Truong Viet Trung town - this is the location that was handed over later than other locations. After taking over the site, the contractor immediately arranged pile drilling rigs and constructed the weak ground section.
Corporation 36 has paved the basic asphalt of the 6.5km main route under the responsibility of the unit.
"As the rainy season approaches, we are mobilizing all machinery and construction workers in "3 shifts, 4 crews" to complete the foundation work at some locations for later handover. Hopefully the weather will be favorable to complete the road foundation work before the rainy season.
According to the leader of Project Management Board 6, Quang Binh province is preparing to enter the rainy season, so we require contractors to mobilize enough machinery and increase shifts to keep up with the overall progress of the entire expressway project phase II.
In response to the Prime Minister's "500 days and nights to complete 3,000km of expressway", 560 machines of all kinds and nearly 1,000 engineers and workers are always on duty at the Bung - Van Ninh construction site, divided into 83 construction teams.
"It can be said that the most difficult task is the site clearance, currently the contractors are racing against time to complete the project on schedule," said the leader of Project Management Board 6.
The North-South Eastern Expressway project in the 2021-2025 period passing through Quang Binh includes 3 component projects with a total length of more than 126km.
Of which, the Vung Ang - Bung section is about 42.95km long; the Bung - Van Ninh section is 49.93km long and the Van Ninh - Cam Lo section is 33.55km long. In addition, there are 8 intersections in the province.
