The Hanoi People's Committee requested relevant units to urgently develop investment projects to submit to the City People's Committee for approval in 2025.
Today (March 6), the Hanoi People's Committee issued a Decision assigning the Hanoi Urban Railway Management Board to carry out investment preparation for the Hanoi Urban Railway Construction Investment Project, Line 5, Van Cao - Ngoc Khanh - Lang - Hoa Lac.

The Department of Planning and Architecture is assigned to preside over and coordinate with the Institute of Construction Planning, the Urban Railway Management Board, and the Department of Construction to immediately deploy the task of planning the route and works according to the 1/500 scale, planning the TOD area, planning the area surrounding the railway station to create a land fund for bidding and auction for urban development according to the provisions of law, using regular expenditure sources according to the provisions of law on the State budget.
The Urban Railway Management Board is responsible for making the most of the research results, based on the opinions and Project Documents returned by the Ministry of Planning and Investment (now the Ministry of Finance) to continue researching, perfecting, and implementing the next steps in compliance with regulations;
Based on the medium-term public investment plan of Hanoi City for the period 2021-2025, urgently implement the tasks of preparing investment projects and submitting them to the City People's Committee for approval of project investment in 2025.
Urban railway line No. 5 (Van Cao - Ngoc Khanh - Lang - Hoa Lac) is an important national project decided in principle by the National Assembly and decided on investment by the Prime Minister.
Metro Line No. 5 is designed according to the 1,435mm double-track standard, more than 38km long, of which 6.5km is underground, 2km is elevated and nearly 30km is on the ground. The project has a total investment of 65,404 billion VND, using Hanoi city budget capital.
Metro Van Cao - Hoa Lac passes through the districts: Ba Dinh, Dong Da, Cau Giay, Nam Tu Liem and the districts: Hoai Duc, Quoc Oai, Thach That. Part of the route runs along the central area with high population density, the remaining route passes through developing urban areas, especially the satellite city of Hoa Lac.
The route passes through 21 stations including: 6 underground stations (Quan Ngua, Kim Ma, Ring Road 1, Ring Road 2, Hoang Dao Thuy, Ring Road 3); one elevated station Tay Mo and 14 ground stations (Le Duc Tho, Me Tri, An Khanh 1, An Khanh 2, Song Phuong, Sai Son, Quoc Oai, Ngoc My, Dong But, Dong Truc, Dong Bai, Tien Xuan, Trai Moi, Thach Binh).
The project has two depots for ship assembly, maintenance, repair and other technical operations. Depot No. 1 is located in Son Dong commune, Hoai Duc district, covering an area of about 18 hectares. Depot No. 2 is located in Yen Binh commune, Thach That district, covering an area of about 6.9 hectares.
The expected number of vehicles required for each period is 26 trains in 2025, increasing to 37 trains in 2035 and 38 trains in 2050.
The formation of Line No. 5 will connect and transfer passengers with urban railway lines No. 2, 3, 4, 6, 7, 8, allowing passengers to move quickly and conveniently from suburban areas to the city center.
According to the Hanoi Capital Construction Master Plan and the Capital Transport Master Plan to 2030 with a vision to 2050, the urban railway system has 10 lines with a total length of over 410km. The city is adjusting the Master Plan, adding 5 railway lines with a length of 200km. Thus, by 2045 with a vision to 2065, Hanoi will have 15 urban railway lines with a total length of 617km.
Currently, Hanoi operates two urban railway lines: Line 2A (Cat Linh - Ha Dong section) and Line 3 Nhon - Hanoi Station (Nhon elevated section - to S8 station, Cau Giay).
