From the received funding, the Steering Committee has prioritized support for 315 households in the resettlement program according to Project 4845 on arranging and stabilizing residents in areas at high risk of flash floods, landslides in mountainous districts of Thanh Hoa province in the period of 2021-2025 of the Provincial People's Committee in 8 districts including: Muong Lat, Quan Son, Quan Hoa, Ba Thuoc, Lang Chanh, Nhu Xuan, Thuong Xuan, Thach Thanh... with an additional support fund allocation of 10 - 40 million VND, depending on each specific household to allocate support, ensuring that each household is supported with 80 million VND to build new houses. The total funding from the Steering Committee is over 11 billion VND.

Along with that, the Steering Committee prioritized housing construction support for 537 households whose funding support list was approved but have not yet built houses under the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas in 2024 in the province. In the immediate future, priority will be given to 5 districts: Muong Lat, Quan Son, Quan Hoa, Ba Thuoc, Lang Chanh, with a total of 286 households; each household will receive an additional 40 million VND... The estimated support budget from the Provincial Steering Committee is over 11 billion VND.

From the funding source, by September 6, 2024, 16 districts, towns, and cities had started to build new and repair houses for poor households, policy households, and households with housing difficulties. The total number is 422 houses, of which 372 were newly built and 50 were repaired...

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen stated: After nearly 6 months of implementing Directive 22 of the Provincial Party Committee Standing Committee on the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the 2 years 2024-2025, it can be said that it has received very positive responses from Party committees at all levels, authorities, sectors, business communities, cadres, party members and people in the province; with the spirit of humanity, compassion, helping each other, sharing and love.

Up to now, after phase I, the Fatherland Front Committees at all levels have received more than 159 billion VND in support funds. This is a huge amount of money in a very difficult socio-economic situation, demonstrating the great consensus of cadres, party members, businesses and people in the province for a very humane policy of the Provincial Party Committee Standing Committee. From the received funds, up to now, 16 districts have proactively started building houses for households eligible for support, with 422 houses.

Regarding the tasks in the coming time, he suggested that the Steering Committee needs to study so that the received funds can be put into use early, for the right subjects, for the right purposes and truly effectively from the commune, district and provincial levels.

To ensure the allocation and disbursement of mobilized resources to ensure publicity and transparency, the Standing Deputy Secretary of the Provincial Party Committee requested the Department of Finance to issue documents guiding the reception, management, allocation, and settlement of housing construction support for poor households, policy households, and households with housing difficulties in the province in the two years 2024-2025 before September 20, 2024; the Department of Natural Resources and Environment coordinates with localities and the Provincial Party Committee's Mass Mobilization Committee to promptly remove land difficulties so that households can build houses according to plan.

In the spirit of mobilizing resources according to Directive No. 22 of the Provincial Party Committee Standing Committee, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen gave specific opinions on allocating resources to subjects under the Provincial People's Committee's Project on population settlement; households under the National Target Program for Socio-Economic Development in Ethnic Minority Areas and households under the National Target Program for Sustainable Poverty Reduction for the period 2021-2025, by phase... At the same time, he directed that after receiving the list from the Provincial People's Committee, the Provincial Party Committee's Mass Mobilization Commission should issue a document guiding the unified allocation of resources.

The Standing Deputy Secretary of the Provincial Party Committee proposed that Directive 22 of the Provincial Party Committee Standing Committee be implemented starting from April 1, 2024, so programs and projects implemented from March 30, 2024 or earlier will not be implemented according to Directive 22.

To continue to effectively implement the support for housing construction for poor households, policy households, and households with housing difficulties in the province in the two years of 2024-2025, he suggested continuing to call on organizations and businesses inside and outside the province for support; in early 2025, it is necessary to continue to deploy the Campaign to mobilize cadres, civil servants, public employees, party members and people to contribute to the second phase of support throughout the province.
