Implementing Resolution 57-NQ/TW: Ho Chi Minh City will form 5,000 innovative startups

(PLVN) - Yesterday (March 11), the Ho Chi Minh City People's Committee coordinated with the Vietnam National University (VNU) Ho Chi Minh City to organize a scientific workshop to implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation (S&T, ST&DT).

Many specific solutions

Director of the Department of Science and Technology of the city Lam Dinh Thang assessed that the issuance of Resolution 57 is a core opportunity for the city to make further breakthroughs, contributing to making science and technology, innovation and digital transformation the "key" to promoting all resources, promoting socio-economic development, becoming one of the most livable cities in the country and the region.

Immediately after the national conference to implement Resolution 57, the City immediately started to complete the framework documents and establish the Steering Committee, advisory council... According to the action program of the City People's Committee on implementing Resolution 57, the City set a number of very specific goals in the near future.

Accordingly, the city's research and development (R&D) budget for the program will reach 2% of GRDP; allocate at least 3% of the total annual budget for science and technology development, innovation and digital transformation, and gradually increase according to development requirements.

The city strives to become one of the country's digital technology industrial centers; among the top 100 cities with the most dynamic innovation startup ecosystems globally; among the top 3 provinces and cities in innovation and digital transformation. The rate of digital technology enterprises leads the country.

The city is also determined to form 5,000 innovative startups; 5 applied research and innovation centers approaching international standards in key areas; promote and support the formation of 5-10 large technology enterprises; and human resources for scientific research, technology development, and innovation reach 12 people/10,000 people.

Ho Chi Minh City will be among the top 5 provinces and cities nationwide in terms of competitiveness and digital government development. The rate of online public service usage will reach over 80%, the rate of cashless transactions will reach over 80%, and the contribution rate of total factor productivity (TFP) to economic growth will reach over 55%. Strive for the digital economy to contribute about 40% to GRDP; develop at least 1 new concentrated information technology park.

The city plans to inaugurate the Innovation Center at 123 Truong Dinh, District 3 in the second quarter of 2025, creating the core of the future innovation ecosystem. Develop a training plan for officials, civil servants, and public employees on science and technology, innovation, and digital transformation; especially the application of AI in solving routine tasks, improving labor productivity; encourage and protect dynamic and creative officials.

The city will build an information system to monitor and evaluate the implementation of Resolution 57 entirely on a digital platform. In the fields of science and technology, innovation and digital transformation, the city will continue to review and issue outstanding mechanisms and policies; increase investment and improve infrastructure; promote training and fostering of highly qualified human resources with digital skills to meet requirements.

In the coming time, Mr. Thang proposed that VNU-HCM work with the city to implement specific targets; train high-quality human resources in AI, microchip design, semiconductors; build a database of the city's science and technology human resources to serve investment development and attract investment.

Mr. Thang also proposed that VNU-HCM coordinate to build CoEs (Centers of Excellence) that meet international standards; provide policy advice to the city (strategic advice, quick advice, periodic advice); find a model for a multi-purpose centralized information technology center; rapidly increase the rate of commercialization of high-quality scientific research topics; coordinate policy advice on digital economic development so that the city becomes the country's leading digital economic center by 2030...

1 - 4 - 1 Breakthrough Strategy

According to Prof. Dr. Nguyen Thi Thanh Mai, Vice President of Ho Chi Minh City National University, to develop double-digit growth, innovation in the field of science and technology and creative innovation is very important. And to have human resources to participate in this process, it is necessary to encourage students to be passionate about the fields of Science, Technology, Engineering and Mathematics (STEM). Therefore, from now on, the city's education sector needs to have a strategy to encourage and improve the innovation of STEM training programs so that students can participate.

In coordination with the city, local universities want to promote training of high-quality human resources for research and development to contribute to economic development, the city must invest, especially in postgraduate training. Accordingly, together with universities, support tuition fees and scholarships for students. It is possible to coordinate with businesses to establish talent development funds to serve students in doing research, writing theses and dissertations.

At the same time, it is necessary to strengthen cooperation between the city, enterprises, and universities, so that students have the opportunity to practice at enterprises, more suitable to reality. Prof. Dr. Mai said, "It is necessary for the city to invest in universities with practice and simulation laboratories to be able to train people who can do that job, then the field of science and technology can develop."

Dr. Vo Van Khang, Vice President of the Southern Information Security Association, said that in order for Resolution 57 to contribute to creating momentum for economic development, it is necessary to innovate policies, including shortening administrative procedures. "If we want to achieve double-digit economic development, administrative procedures must be reduced by two or three times," said Dr. Khang. To do this, the most important issue is that some agencies must have a process to automate some tasks and have the role of digital transformation. Along with that, focus on protecting intellectual property; protecting scientists when they have ideas and research; thereby encouraging more sharing and publication. At the same time, the publication of patents must also be faster.

Speaking at the workshop, Chairman of the City People's Committee Nguyen Van Duoc recognized Ho Chi Minh City as a locality with very special resources, a gateway for national connection and trade. The city has always maintained stable growth and made important contributions to the national budget; is also a center for science and technology, education and training, where universities and colleges are concentrated; has a team of highly qualified human resources and leading experts. The city is also an industrial and service center of the southern region and the whole country. These factors contribute to creating more motivation for the city to perceive, build resources, make decisions, and prepare intelligence and strength for the new development stage.

Mr. Duoc emphasized that in the coming time, to ensure the double-digit growth target, the City will focus on the 1-4-1 breakthrough strategy (center - 4 highs - 1 strategy). Specifically, 1 International Financial Center in Ho Chi Minh City; 4 highs: Multi-purpose high-tech center (innovation; AI; GIS; semiconductor chips); High-tech industrial park; High-quality education; High-quality healthcare. It is expected that the City will form a multi-purpose high-tech center, a center for AI, innovation, a center for big data (Big Data), expected to be located in Thu Duc on the basis of expanding the City's High-tech Park. And 1 strategy is strategic infrastructure with modern, synchronous traffic infrastructure, digital infrastructure.

“The city is in dire need of a comprehensive strategy to develop science and technology, innovation and digital transformation. The role of the State is to guide and support, therefore, it needs the active participation of enterprises, research institutes, scientists, leading experts and the cooperation of the international community. The city hopes to continue receiving comments from delegates in the coming time, in order to further improve mechanisms and policies to effectively implement Resolution 57,” Mr. Duoc emphasized.

At the workshop, Associate Professor Dr. Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Commission, said that Resolution 57 is a major, breakthrough, and strategic policy of the Party and State, contributing to the strong development of the whole country and entering a new era. According to Mr. Dat, with the role of a leading innovation center, Ho Chi Minh City needs to be a pioneer in implementing the resolution, creating a foundation for sustainable development and international integration of Vietnam in the digital age.

VNU-HCM also needs to train high-quality human resources, promote the development of science and technology, innovation and technology transfer; contribute to scientific research and propose policies suitable to the city's reality. Mr. Dat suggested that VNU-HCM needs to play the role of a bridge between the government, businesses and scientists to implement public-private partnership models in research and technology application. In addition, it is necessary to research and implement pilot projects on smart cities, artificial intelligence (AI), automation, and renewable energy to serve as models for science and technology programs in the city.
