According to the report of the Department of Home Affairs, in 2022, the province's PAR Index ranked 60/63 provinces and cities; down 4 places compared to 2021. The SIPAS Index ranked 63/63 provinces and cities; down 2 places compared to 2021. The PAPI Index ranked 7/63 provinces and cities; up 5 places compared to 2021. Although every year the province has issued a Plan and documents to implement administrative reform tasks according to the direction of the Central Government and the guidance of the Ministry of Home Affairs. However, the PAR Index and SIPAS have decreased over the years; in particular, the SIPAS Index ranked 63/63 provinces and cities. In addition, the levels and sectors of the province have not had many initiatives and solutions in administrative reform work; the guidance and transparency of administrative procedures are not favorable for people, the rate of files resolved on time is still low; The progress of digitizing administrative procedure settlement results of the province is still slow...

Directing at the conference, Chairman of the Provincial People's Committee Doan Anh Dung acknowledged the efforts and achievements in administrative reform work of all levels and sectors in recent times. Regarding the shortcomings, limitations and shortcomings in administrative reform work, the Chairman of the Provincial People's Committee pointed out that the indicators assessing competitiveness, the level of administrative reform, and the satisfaction of people and businesses have been ranked very low for many consecutive years. On the other hand, each level and each sector has not promoted the sense of responsibility, especially the responsibility of the leader; has not overcome the mentality of fear, waiting, and pushing in resolving public affairs, has not promptly resolved difficulties and obstacles for businesses and people...

Emphasizing the key tasks in 2023 and the following years, Chairman of the Provincial People's Committee Doan Anh Dung requested departments, branches, units and localities to regularly disseminate and raise awareness of cadres, civil servants and public employees about the significance and importance of administrative reform and the improvement and enhancement of the province's ranking indicators. In particular, this should be considered an important and regular task of all levels, branches and localities. The head must be responsible for the results of administrative reform implementation of his/her locality and unit.

“Based on the results of the 2022 index rankings, each level and each sector will develop programs and plans, clearly assigning responsibilities, time and tasks, and specific solutions to maintain and improve the indexes that have achieved high scores; especially focusing on improving the criteria that the locality and unit are weak in, declining in, or ranking low in order to rectify and overcome immediately in 2023. Therefore, I suggest that we must strive to create changes in reality, the purpose is not only to improve the ranking indexes but more importantly, to achieve the true satisfaction of the business community and people.” - The Chairman of the Provincial People's Committee emphasized.

The Chairman of the Provincial People's Committee noted that leaders of departments, branches and authorities at all levels need to strengthen dialogue and promptly resolve recommendations from businesses and people, especially in the fields of investment, planning, land, etc. "It is necessary to build an image of a dynamic and friendly government; shift the mindset from "allowing" and "licensing" to the mindset of "serving", strongly shift from "removing difficulties" to "creating favorable conditions" for businesses, and always consider the success of businesses and investors as the success of the province." - said the Chairman of the Provincial People's Committee.
