The Government Office issued Notice No. 19/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the working session with the Standing Committee of Ca Mau Provincial Party Committee.
On behalf of the Government, the Prime Minister acknowledged, commended and highly appreciated the efforts and achievements of the Party Committee, government, army and people of Ca Mau province in socio-economic development, contributing to the common achievements of the Mekong Delta region and the whole country.
In 2023, the Province completed 18/19 socio-economic targets set, of which, the total product in the area (GRDP) increased by 7.83%, average income per capita increased by 13%; total retail sales of goods and services increased by 4.2%; attracted about 2 million visitors, up 18% over the same period; disbursed public investment capital reached 72%; did a good job of clearing the North-South expressway passing through the province and organized many important events such as Ca Mau Shrimp Festival, announcing the Provincial Planning, Investment Promotion Conference.
However, Ca Mau still has some shortcomings, limitations, difficulties and challenges such as: traffic infrastructure, industrial parks still have many limitations and shortcomings; social infrastructure, digital infrastructure are still difficult; the province is heavily affected by climate change. Production, business and enterprise activities are still difficult, especially in terms of market, capital, credit access; poverty reduction is not sustainable; the lives of a part of the people are still difficult.
Expanding Ca Mau Gas - Power - Fertilizer Complex on a larger scale
Regarding some key viewpoints, orientations, tasks and solutions in the coming time, Ca Mau continues to promote the spirit of solidarity and unity, focusing on implementing key tasks in the context of limited investment resources and being affected by climate change, subsidence and landslides that frequently occur.
Ca Mau needs to pay attention to the following key tasks:
Thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, the Party's policies and guidelines, especially Resolution No. 13-NQ/TW of the Politburo on socio-economic development orientations, ensuring national defense and security in the Mekong Delta, the 10-year socio-economic development strategy 2021 - 2030 and the direction of the Government, the Prime Minister, the Resolution of the 16th Ca Mau Provincial Party Congress for the 2020 - 2025 term; Mekong Delta planning, Ca Mau province planning for the 2021 - 2030 period, with a vision to 2050, creating a breakthrough in comprehensive socio-economic development.
Develop faster and more sustainably based on the foundation of science and technology, innovation, digital transformation, circular economy development, knowledge economy, green transformation, energy, e-commerce. Develop renewable energy, expand Ca Mau Gas - Power - Fertilizer Complex on a larger scale. Develop tourism based on people, culture, nature, and the brand of the Southern Cape; develop aquaculture and seafood processing industry, especially the shrimp industry.
Maximize the potential differences, outstanding opportunities, competitive advantages, focusing on investment, creating breakthroughs in developing transport infrastructure such as upgrading Ca Mau airport, building highways and developing inland waterways, maritime routes (Hon Khoai port). Develop digital infrastructure, agricultural and rural infrastructure, education, health, culture and sports infrastructure. Promote disbursement of public investment capital, capital of 03 National Target Programs.
Timely resolve difficulties and problems, providing maximum support for business development
Ca Mau province focuses on administrative reform, improving the business investment environment, competitiveness and international integration; cutting down and simplifying administrative procedures and shortening the time for processing records and administrative procedures, especially in land, investment, construction, planning and environment; promptly resolving difficulties and obstacles, providing maximum support for businesses to develop and enrich themselves legitimately; promoting start-ups and innovation. Focusing on training and developing high-quality human resources. Improving the ranking of administrative reform indexes and ranking on digital transformation.
Continue to affirm strong aspirations, promote the spirit of self-reliance, self-improvement, rise up with internal strength, from our own hands, minds, sky, land, seaports, without waiting or relying on others; strengthen the great national unity bloc; harmoniously develop between economy, culture, society and environment; ensure national defense and security; strengthen decentralization, delegation of power associated with appropriate resource allocation, individualization of responsibility, coupled with inspection, supervision and control of power.
