Medical news on November 25: Ministry of Health regulates prices for hospital beds

Circular No. 39/2024/TT-BYT of the Ministry of Health has supplemented and amended important regulations related to determining the price of hospital bed services covered by health insurance, to ensure transparency and reasonableness in payment.

Ministry of Health regulates prices of hospital beds

According to the latest guidance of the Ministry of Health on the List and rates, payment conditions for medical technical services within the scope of benefits of health insurance participants, if at the same time 2 people have to share a bed, they will only be paid 1/2 of the corresponding bed day service price...

Regarding determining the number of inpatient bed days, the number of days is calculated according to the formula (discharge date - admission date) + 1 for special cases such as death, family request to go home, or hospital transfer.

Meanwhile, for the remaining cases, the calculation is the date of discharge - date of admission. Treatment from 4 to 24 hours is counted as 1 day of treatment. However, cases such as treatment under 4 hours or being in the emergency department but not going through the examination department will not be counted as bed days.

In case of transferring to multiple departments on the same day, only half or the average bed day price in related departments will be charged.

Regarding the price of surgical and burn hospital bed days, the maximum price is no more than 10 days after surgery, including when transferring to another treatment facility. From the 11th day onwards, the price of internal medicine hospital bed days of the corresponding department will apply.

Regarding the price of the shared bed service, for two people sharing a bed, only 1/2 of the bed price will be paid. In case of three or more people sharing a bed, only 1/3 of the bed price will be paid.

In case the patient is on a stretcher or folding bed, payment is 50% of the bed day price. If the patient must be treated for another disease before surgery, the internal medicine bed day price of the corresponding treatment specialty will be applied.

Ho Chi Minh City controls measles epidemic

As of week 46, Ho Chi Minh City recorded 12,013 cases of dengue fever, down 27.8% compared to the same period in 2023 (16,636 cases) and is the province and city with the highest number of dengue fever cases in the Southern region, accounting for 25.0% of the total number of cases in the region.

Although the number of cases decreased compared to the same period in 2023, from week 37 until now, the number of cases in the city has tended to increase continuously every week and 1 death due to dengue fever has been recorded.

Including the Southern region, the number of cases this year is lower than last year. According to monitoring data from the Pasteur Institute of Ho Chi Minh City, the cumulative number of dengue fever cases from the beginning of the year to week 45/2024 in the Southern region is 44,980, down 26.4% compared to the same period in 2023.

Through monitoring dengue fever risk points, the City Center for Disease Control (HCDC) has recorded risk points with mosquito larvae.

The risk of dengue fever appears everywhere and is closely linked to the daily life of every family, present everywhere from inner city to suburbs and in all districts, wards and communes. Therefore, the risk of dengue fever cases will continue to increase if we do not take drastic measures.

Recently, a dengue fever vaccine has been licensed for use in Vietnam. Active immunization with a vaccine is a measure to help prevent the risk of disease, reduce the risk of hospitalization and severe disease.

Dengue vaccination is part of a comprehensive solution to prevent dengue fever. Measures to eliminate mosquito breeding sites and prevent mosquito bites should be maintained regularly even after vaccination.

Controlling dengue fever requires the participation of all levels of government, departments, organizations, agencies and each family.

To strengthen dengue fever prevention in the last months of the year, the Department of Health requests that District Health Centers and Ward and Commune Health Stations thoroughly investigate and handle dengue fever cases and outbreaks in the area.

Units need to closely monitor the epidemic situation in the area to provide timely and effective solutions to prevent the epidemic from breaking out and spreading. In addition, monitoring and strictly controlling the risk points of dengue fever in the area also need to be carried out at the same time.

The Department of Health also requested the People's Committees of districts, wards and communes to continue to resolutely implement activities such as: maintaining activities to eliminate breeding grounds of mosquitoes that transmit dengue fever; promoting communication activities on disease prevention and control and sanctioning administrative violations in disease prevention.

The education sector needs to strengthen epidemic prevention activities in schools, especially not allowing water containers to breed larvae and mosquitoes; at the same time, implement disease surveillance measures in schools as well as communication skills for parents.

For departments and agencies, the Department of Health notes that it is necessary to proactively implement dengue fever prevention activities in agencies, units and within the scope of their management. The risk of dengue fever appears everywhere, just a stagnant water for a few days will become a breeding ground for mosquitoes that transmit the disease.

Therefore, in each activity of each sector, it is necessary to assess the impact on the surrounding environment and the risk of disease outbreaks in order to have fundamental solutions.

Unions need to choose appropriate epidemic prevention content based on their members and integrate it into union activities to change the behavior of union members and participate in community mobilization campaigns launched by local authorities.

And it is important that each individual and family proactively find and remove containers that can potentially generate mosquito larvae. When someone in the family shows symptoms of suspected dengue fever, they need to be taken to a medical facility for diagnosis and appropriate care and treatment.

Hanoi prevents measles outbreak

According to the Hanoi Center for Disease Control (CDC), last week, the city recorded 28 cases of measles. Of these, 26 cases had not been vaccinated against measles, and 2 cases had been vaccinated against measles.

The number of cases increased by 3 cases compared to last week. Cumulatively from the beginning of 2024 until now, the whole city has recorded 115 measles cases in 25 districts but no deaths.

Hanoi CDC said that measles is on the rise, with cases reported sporadically across the area, mainly in people who have not been vaccinated or have not been fully vaccinated. It is forecasted that more cases may be recorded in the near future.

Hanoi CDC has coordinated with relevant units to carry out monitoring, investigation and epidemic handling activities in areas with cases and outbreaks. This week, Hanoi CDC handled measles outbreaks in Hoang Liet (Hoang Mai); Ngoc Hoi (Thanh Tri).

Medical centers of districts, towns and cities strengthen surveillance of suspected measles rash fever, conduct epidemiological investigations, collect samples for testing of 100% of suspected cases, organize zoning and thoroughly handle areas with patients and outbreaks according to regulations.

At the same time, units continue to review the measles vaccination history of children aged 1-5 years old living in the city who have not received enough vaccinations to organize additional vaccinations.

Along with that, the units coordinated with related units to check 7-year-old children living in the city who had not received 5 doses of vaccines containing tetanus and diphtheria before to prepare to organize Td vaccination according to the direction of the Ministry of Health.

At the same time, units and localities strengthen communication work, promptly and fully provide information on the epidemic situation, measures to prevent some epidemics such as measles, dengue fever and common epidemics in the winter-spring season...; propagate the implementation of tetanus and diphtheria vaccination.

For vaccine-preventable diseases, the health sector recommends that people proactively get fully vaccinated on schedule according to instructions.
