“Brilliant halo” is not only the name of a movie or a catchphrase of young people, but also a phrase to describe the somewhat “dazzling” appearance of the QMS Top Tower apartment project (Nam Tu Liem district, Hanoi). Located at the intersection of To Huu street and Vu Trong Khanh street, every afternoon, passersby often have to squint when looking up at the shiny golden glass panels of the building.
In line with its flashy appearance, the investor Quang Minh School Services JSC (QMS) has positioned the project in the high-end segment. In August 2024, the company opened the first phase of apartments for sale, with a price of 68 million VND/m2. This figure has jumped compared to the initial expected selling price, which was rumored by brokers 2 months ago, only around 50 - 60 million VND/m2.

Currently, some information channels share that the project has closed its shopping cart and stopped selling. However, according to the investigation of the reporter of the Investment Electronic Newspaper - Baodautu.vn , this apartment building is still open for sale normally and is preparing to open the second phase of sale in the beginning of the second quarter of 2025. The expected price will be higher than the first sale.
During the first opening ceremony, the investor said that the project had been topped out and 85% of the total construction volume had been completed. The expected handover date was the first quarter of 2025. However, to date, that promise has not been fulfilled. Right from the exterior of the apartment building, readers can see that the golden glass only covers about 1/3 of the project.
Delays in progress are not uncommon for QMS Top Tower. Previously, the project was licensed for construction in 2018, with completion expected in 2020. However, after topping out in April 2020, the project suddenly stopped construction and was “shelved” for a long time.

QMS Top Tower Apartment has a total investment of nearly 2,000 billion VND, a total area of 6,565 m2, and a construction density of 40%. The building has 45 floors above ground and 5 basements. The total number of apartments is 490, with areas ranging from 69 - 215 m2. With 7 elevators, the elevator density in the project is at an average level.
In terms of floor plan, the apartments have a relatively deep loggia, almost the same size as the length of the house. The reason is that most of the secondary bedrooms are located deep inside the apartment, without any open space. Therefore, the investor had to extend the loggia to bring natural light and air to these rooms.
Quang Minh School Services Joint Stock Company was established in 2007. The General Director is Ms. Nguyen Thi Thuy Huong, born in 1970. Previously, this enterprise simply operated in the field of education and training, providing human resources for the domestic and international labor market.
However, in 2013, the company unexpectedly entered the real estate market by forming a joint venture with Hanoi Survey and Measurement Company Limited. These two units implemented a mixed-use building project of a commercial center and office for lease in My Dinh 2 ward, Nam Tu Liem district.
