(Dan Tri) - The Ministry of Construction will perform 32 groups of tasks and powers according to the provisions of the Law on Government Organization, Government regulations on functions, tasks, powers and organizational structure of ministries and ministerial-level agencies.
The Government has just issued Decree 33 regulating the functions, tasks, powers and organizational structure of the Ministry of Construction, effective from March 1.
Accordingly, the Ministry of Construction is a Government agency, performing the State management function on: Construction planning, architecture; construction investment activities; urban development; technical infrastructure; housing; real estate market; construction materials; road, railway, inland waterway, maritime, civil aviation transport nationwide; State management of public services in the fields of State management of the Ministry according to the provisions of law.
According to the decree, the Ministry of Construction performs 32 groups of tasks and powers according to the provisions of the Law on Government Organization, the Government's regulations on functions, tasks, powers and organizational structure of ministries and ministerial-level agencies. Of which, there are 4 groups of tasks and powers as a Government agency and 25 groups of tasks and powers performing state management functions.
Specifically, the 4 groups of tasks and powers of the Ministry of Construction as a Government agency include: Submitting to the Government draft laws, draft resolutions of the National Assembly, draft ordinances, draft resolutions of the National Assembly Standing Committee; draft decrees and resolutions of the Government according to the Ministry's approved annual law-making programs and plans, and resolutions, projects, plans and programs as assigned by the Government and the Prime Minister;
Submit to the Government and the Prime Minister strategies, plans, projects, long-term, medium-term, and annual development plans and important national projects and works within the scope of the Ministry's State management and in accordance with the provisions of law.
Submit to the Government and the Prime Minister draft decisions, directives and other documents as assigned.
Issue circulars and other documents within the scope of the Ministry's State management; develop and issue according to authority or submit to competent authorities for issuance of technical regulations, national standards, economic-technical norms, typical designs, sample designs, technical instructions, indicators and criteria in the fields of the Ministry's State management; guide and inspect the implementation of such documents.
Direct and organize the implementation of information, propaganda, dissemination and legal education work within the scope of the Ministry's State management; direct, guide and inspect the organization of implementation and monitoring of law enforcement related to the assigned sectors and fields nationwide; review, evaluate and organize the implementation of strategies, planning and plans within the Ministry's State management fields.
25 groups of tasks and powers of the Ministry of Construction performing state management functions include: Planning, architecture; construction investment activities; urban development; technical infrastructure (including: clean water supply; drainage and wastewater treatment; parks, urban trees; urban lighting; cemeteries and crematoriums; urban traffic infrastructure; underground construction space management; management of shared use of urban technical infrastructure works and rural residential areas); infrastructure of roads, railways, inland waterways, maritime and civil aviation; housing; real estate market; construction materials; labor safety in construction.
Along with that are the tasks of road, rail, inland waterway, maritime, civil aviation and multimodal transport; traffic security and safety; and the environment in construction and transportation activities.

At the same time, the Ministry of Construction also performs tasks on: Public services; public-private partnership methods; building and organizing the implementation of projects, programs, and plans to encourage, support, and promote the development of mechanical construction and transportation products;

Develop and organize the implementation of plans and programs for international cooperation and international integration in the fields of State management of the Ministry as assigned by the Government; organize negotiations, signing, and implementation of international treaties on behalf of the Government as authorized by the Government; organize negotiations, signing, and implementation of international agreements on behalf of the Ministry as prescribed by law; participate in international organizations as assigned by the Government.
Decide and direct the implementation of the ministry's administrative reform program according to the objectives and contents of the State administrative reform program approved by the Prime Minister; propose competent authorities to decide or decide according to their authority on decentralization to local authorities to perform a number of tasks within the ministry's State management scope.
Perform duties and powers over associations and non-governmental organizations under the State management of the Ministry in accordance with the provisions of law.
Inspect, examine, receive citizens, resolve complaints, denunciations, reflections, and recommendations of organizations and citizens; prevent and combat corruption, negativity, waste, and handle violations of the law in areas under the State management of the Ministry according to the provisions of law.
Manage the organization, staff, civil servants, public employees, and workers; implement salary regimes and other regimes and policies on treatment, rewards, and discipline for civil servants, public employees, and workers; train and foster civil servants, public employees, and workers within the scope of State management of the Ministry.
Manage and organize the implementation of financial work, state assets, development investment and construction within the scope of management of the ministry; organize the implementation of management of the state budget allocated according to the provisions of law.
Regarding the organizational structure, the Ministry of Construction has 23 affiliated units, including: Office; Inspectorate; Department of International Cooperation; Department of Legal Affairs; Department of Organization and Personnel; Department of Planning and Finance; Department of Planning and Architecture; Department of Transport and Traffic Safety; Department of Science, Technology, Environment and Construction Materials;
Department of Economics - Construction Investment Management; Department of State Appraisal of Construction Quality; Department of Urban Development; Department of Construction Infrastructure; Department of Housing and Real Estate Market Management; Vietnam Road Administration; Vietnam Maritime and Waterways Administration; Vietnam Aviation Administration; Vietnam Railway Administration; Vietnam Register; Information Technology Center; Construction Newspaper; Construction Magazine and Academy of Strategy, training of construction staff.
Of these, 19 units are organizations that assist the Minister in performing the State management function; 4 units are public service units serving the State management function of the ministry.
In addition, the Department of Planning and Finance has 5 divisions; the Departments: Vietnam Maritime and Waterways, Vietnam Aviation, Vietnam Roads have seals with the National Emblem.
