The Ministry of Culture, Sports and Tourism proposes a new organizational structure, adding a press management function.

(CLO) The Ministry of Culture, Sports and Tourism (MCST) has just submitted a document to the Government on the issuance of a Decree replacing Decree No. 01/2023/ND-CP of the Government regulating the functions, tasks, powers and organizational structure of the MOCST.

According to the draft Decree, the Ministry proposes to keep the name of the Ministry of Culture, Sports and Tourism after taking over the state management function of press and publishing from the Ministry of Information and Communications.

This proposal is based on the opinion of the Steering Committee on Summarizing the implementation of Resolution No. 18 NQ/TW of the Government, Official Dispatch No. 06/CV-BCĐTKNQ18 dated January 12, 2025 on supplementing and perfecting the plan to arrange and streamline the organizational apparatus of Ministries, ministerial-level agencies, and agencies under the Government.

According to the content of the Ministry of Culture, Sports and Tourism's report to the Government on the functional position, the Ministry will perform the function of state management of the press and news agencies. In the photo is the headquarters of the Ministry of Culture, Sports and Tourism.

Regarding position and function, the draft Decree adds the following function: “The Ministry of Culture, Sports and Tourism is a Government agency, performing the function of state management of culture; family; physical education and sports; tourism; press; radio and television; news agencies; publishing, printing, distribution; electronic information; grassroots information and foreign information nationwide; state management of public services in sectors and fields under the state management of the Ministry”.

The organizational structure of the Ministry of Culture, Sports and Tourism after taking over the state management function of press and publishing includes 25 administrative agencies and five public service units, specifically:

Reorganize the Management Board of the Vietnam Ethnic Culture and Tourism Village (an organization equivalent to a general department) into a Department model and merge with the Department of Ethnic Culture; the new name is the Department of Culture of Vietnam Ethnic Groups.

Merge the Department of Library and the Department of Family into the Department of Grassroots Culture, which are units with interconnected and connected functions and tasks; the name after arrangement is the Department of Grassroots Culture, Family and Library.

The Department of Training and the Department of Science, Technology and Environment are merged into units with interconnected and connected functions and tasks; the new name is the Department of Science, Technology, Training and Environment.

Merge the Department of Basic Information and the Department of Foreign Information; the new names are the Department of Basic Information and Foreign Information.

Maintain and preserve the model of six units with general advisory functions, including: Department of Organization and Personnel; Department of Planning and Finance; Department of Legal Affairs; Ministry Office; Ministry Inspectorate; Department of International Cooperation.

Maintain and preserve the model of 10 Departments with specialized management objects, ensuring that they meet the criteria and conditions prescribed by the Government, including: Department of Cultural Heritage; Department of Cinema; Department of Performing Arts; Department of Fine Arts, Photography and Exhibition; Department of Copyright; Vietnam National Tourism Administration; Department of Press; Department of Publishing, Printing and Distribution; Department of Radio, Television and Electronic Information.

Propose to change the name of the Department of Physical Training and Sports to the Department of Physical Training and Sports of Vietnam to facilitate foreign affairs and international cooperation with physical training and sports management agencies of countries around the world as well as with international sports organizations.

For public service units: Maintain the Vietnam National Institute of Culture and Arts and reorganize in the direction of receiving the Institute for Tourism Development Research under the Vietnam National Administration of Tourism and the Institute of Sports Science under the Department of Sports. The name after the arrangement is the Vietnam Institute of Culture, Arts, Sports and Tourism.

Maintain the Culture Newspaper, reorganize it in the direction of receiving the Ministry's electronic newspaper To Quoc into a newspaper agency, including print newspaper, electronic newspaper...

Maintain the Culture and Arts Magazine, reorganize it towards becoming a specialized scientific magazine with many publications.

Maintain the School of Cultural, Sports and Tourism Management Staff.

Maintain the Information Technology Center and change its name to the Digital Transformation Center of Culture, Sports and Tourism.
