On the afternoon of June 6, the National Assembly held a question-and-answer session with Minister and Chairman of the Ethnic Committee Hau A Lenh. This was the first time Minister Hau A Lenh answered questions before the National Assembly. 69 delegates registered to attend the question-and-answer session.

Efforts to help people receive policies

Speaking before answering questions , Minister and Chairman of the Ethnic Committee Hau A Lenh shared that ethnic work is a strategic, long-term and urgent task of the Party and State. Policy regulations in this field also relate to many sectors and fields.

The Minister emphasized that the Party and State have issued many policies to create development for ethnic minority areas. Thanks to that, the socio-economic development of ethnic minority areas has clearly developed, the economic structure has changed positively, and people's lives have been improved.

In addition, Mr. Lenh said that the national target program was designed with 10 component projects with the participation of many ministries and branches, which have been implemented in 51 provinces and cities, aiming to achieve the goal of integrating policies, reducing management units, ensuring concentrated resources, and focusing on key investment points.

However, the Minister frankly acknowledged that the implementation of ethnic policies is still slow; the lives of ethnic minorities still face many difficulties. In particular, there are still shortcomings in the system of guiding documents, causing the implementation of national target programs to be slow.

In this session, Minister Hau A Lenh said he is ready to answer questions from National Assembly deputies on four important groups of issues related to the management of the Ethnic Committee.

Participating in the questioning, delegate Pham Trong Nghia (Lang Son delegation) said that the Minister and Chairman of the Ethnic Committee has now served half of his term. “If you were to choose an issue that the Minister is concerned about and struggles with, what would it be? What has the Minister done to resolve that concern?”, the delegate asked.

In response, Minister Hau A Lenh thanked the delegate for asking a question that was “very easy but also very difficult to answer”. He said that during his career, he had held many positions, but each position was related to the ethnic sector.

“I myself am an ethnic minority, so my feelings are different in each job position. But now, as Minister and Chairman of the Ethnic Committee, I think the number one thing is to complete the tasks assigned by the Party and State in implementing ethnic work and policies,” Mr. Lenh said, affirming that he will try his best to complete the task.

Sharing his concerns, Minister Lenh said his concerns are the same as those of ethnic minorities. “The policies of the Party and the State are gradually being improved, but what I think most is that no matter how many policies there are, how many resources there are, if people do not perceive them, do not accept them, and do not unanimously implement them, they will not succeed,” he said.

The Minister believes that it is necessary to let people feel the policy and join hands in implementing the policy. To do this, the Minister said nothing is more important than education.

“People must know Vietnamese and science and technology to receive policies, along with the work of mass organizations to solve problems, and this is also a good lesson in building great national unity,” Minister Hau A Lenh shared.

Studying Ethnic Law

Delegate Ma Thi Thuy (Tuyen Quang delegation) raised a question about Decree 05 on ethnic work, which was issued 12 years ago but has many shortcomings. Has the Ethnic Committee advised the Government to amend it?

Regarding this question, the Minister said that Decree 05 was issued in 2011 and has gone through two congresses. Ethnic policies and ethnic work have been seriously implemented by ministries and branches.

Over the past 12 years, ministries and branches have issued 415 documents to implement this decree; localities have issued 711 documents.

However, after the review and evaluation process, the Ethnic Committee found that after Decree 05 was issued in 2011, the 2013 Constitution was promulgated later, followed by Conclusion 65 of the Politburo, Resolutions 88 and 120.

Therefore, many other policies related to ethnic minority areas need to be updated and supplemented. Some practical issues need to be adjusted.

After assessing the implementation of Decree 05, the Ethnic Committee reported to the Prime Minister and the Prime Minister has officially assigned the Committee to preside over and work with ministries and branches to summarize Decree 05 and propose adjustments and amendments to a number of contents. The Ethnic Committee will submit these amendments to the Government in 2023.

Delegate Nguyen Tao (Lam Dong delegation) asked: In recent times, the Party and State have paid attention to building and implementing ethnic policies, but in reality, there are still shortcomings. There are opinions that it is necessary to soon study and promulgate a law to support ethnic minorities and mountainous areas. What does the Minister think about this opinion?

Mr. Hau A Lenh said that since 2017, the Ethnic Committee has submitted a proposal to develop the Ethnic Law. After two terms, it has organized many workshops and reported to the Standing Committee of the 18th National Assembly.

However, the ethnic field is related to many different fields, so to ensure the construction of appropriate, unified laws that do not overlap with other laws, it takes time to research and has not been presented yet.

“In my opinion, having laws is good, the legal basis is important for building policies, but it needs to be fundamental and complete because this field is not specialized law,” Mr. Hau A Lenh shared.

The Minister added that, implementing Conclusion 65 of the Politburo, the National Assembly Party Delegation assigned the task of studying the Law on Ethnic Minorities in this term, chaired by the Ethnic Minorities Council. The Ethnic Minorities Committee will transfer the previous research files and coordinate the implementation.
