The Ministry of Construction has just responded to voters in Ninh Binh province about the proposal to invest in upgrading National Highway 12B from the Ria Intersection area, Phu Loc commune to Nho Quan town to ensure safety, facilitate trade, attract investment and develop tourism in the area.
According to the Ministry of Construction, the investment project to build National Highway 12B (QL12B), Tam Diep - Nho Quan section, was approved for investment in Decision No. 1350/QD-BGTVT dated April 29, 2016.
The Ministry of Construction said it has approved the list of additional repairs and asphalt paving on the section Km10+200 - Km15+500/QL12B through Ninh Binh with an estimated cost of 50 billion VND in 2025 (illustrative photo).
The project is built on a level III plain road scale, with a roadbed width of 12m. The section through densely populated areas has a roadbed width of 16-18m, a road surface width of 12-14m, and a sidewalk width of 2m on each side.
The investment and construction project of National Highway 12B, Tam Diep - Nho Quan section, has been completed and put into operation since 2018, forming a convenient connecting belt between National Highway 1 and Ho Chi Minh Road.
The project aims to gradually develop and complete the regional transport system connecting Ninh Binh province and the provinces in the Northwest region, contributing to promoting socio-economic development, ensuring national defense and security of Ninh Binh province in particular and the Northwest region in general.
According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1454 in 2021 and Decision No. 12 in 2025, National Highway 12B is 140km long (of which the section through Ninh Binh province is 75.12km long), level III scale, 2 - 4 lanes.
The current status of National Highway 12B from Ria Intersection to Nho Quan has reached the scale of a grade III plain road (roadbed width 12m, road surface width 11m, 2 motor vehicle lanes) which is basically in accordance with the planning, currently operating normally, meeting the transportation and travel needs of the people.
According to the report of the Vietnam Road Administration, based on the request of the road management agency, the Ninh Binh Department of Transport (now the Ninh Binh Department of Construction), the Road Administration submitted and was approved by the Ministry of Construction the Annual National Highway System Maintenance Plan for the Ninh Binh Department of Construction.
In particular, the repair work of National Highway 12B (including the section from Kim Son to Tam Diep) has so far covered about 20km of asphalt concrete on the cement concrete surface for necessary sections on the route.
At the same time, in 2025, the Ministry of Construction approved the list of additional repairs and asphalt concrete paving on the section Km10+200 - Km15+500/QL12B with an estimated cost of 50 billion VND.
"Currently, the Ministry of Construction is carrying out decentralization procedures for the Ninh Binh Provincial People's Committee to manage and exploit National Highway 12B in Ninh Binh province. After completing the decentralization procedures, it is recommended that the Ninh Binh Provincial People's Committee study and invest in asphalt concrete pavement on the remaining cement concrete road surface (if necessary), ensuring compliance with local realities.
The Ministry of Construction acknowledges the recommendations of voters of Ninh Binh province in the management, operation, exploitation and maintenance of national highways in the province and will continue to direct the Vietnam Road Administration and the Ninh Binh Department of Construction to receive voters' opinions, strengthen inspection and timely repair to ensure safety for people and vehicles participating in traffic on the route," the Ministry of Construction added.
