On May 30, the Ministry of Education and Training said that as soon as it received information about the death of a 5-year-old child after being forgotten on a school bus at Hong Nhung Kindergarten, campus 2, Phu Xuan commune, Thai Binh city, Thai Binh province, the Ministry of Education and Training requested the Thai Binh Department of Education and Training to report the incident.

Implement solutions to ensure stable care and education of children at Hong Nhung Kindergarten and other preschools in the area.
According to the report of the Department of Education and Training of Thai Binh, Hong Nhung 2 Kindergarten was established in 2022. The school has 12 classes and groups with 272 children. The teachers in charge of the class with the deceased student are Ms. Doan Thi Nh., born in 1998, with a college degree in preschool education, and Ms. Nguyen Thi Ph., born in 1966, with a university degree in preschool education.
The staff who picks up and drops off students is Ms. Phuong Quynh A., with a secondary education in pharmacy. The driver who picks up and drops off students is Mr. Nguyen Van L. (joined the job of picking up and dropping off students from May 22, 2024 because the main driver took a week off and handed over to a new driver). The vehicle is a 29-seat car (contracted by the school with the service provider).
Because his parents work far from home, Tran Gia H. lives with his grandmother in Urban Area 4, 5, Minh Quang Commune, Vu Thu District, Thai Binh Province.
At 6:20 a.m. on May 29, driver Nguyen Van L. and employee Phuong Quynh A. were responsible for picking up preschool children from families to Hong Nhung 2 Kindergarten, including Tran Gia H..
At 5:30 p.m. the same day, H.'s relatives came to pick him up, but did not see him in class, so they urgently informed the school, focused on searching for H. and discovered that H. was still on the school bus (parked on the school grounds) because the driver was not at school, so they had to break the door of the bus to take him to the emergency room. When he was taken to the Provincial General Hospital for emergency treatment, the hospital determined that H. had died.
Immediately upon receiving information about the incident, on the evening of May 29, the Chairman of the Provincial People's Committee directly worked with the provincial police, Thai Binh City People's Committee, and relevant departments and agencies to request an urgent investigation to clarify the incident.
Also on the evening of May 29, the Investigation Police Agency of Thai Binh City Police issued a Decision to prosecute the case of "Involuntary manslaughter" to investigate and clarify the details, motives, causes, and responsibilities of organizations and individuals related to the case in accordance with the provisions of law.
On the morning of May 30, the People's Committee of Thai Binh province issued Document No. 2020 on rectifying the activities of kindergartens and the transportation of children, ensuring a safe environment when children go to school.
The leaders of the Department of Education and Training directly worked with the leaders of Thai Binh City to coordinate and direct the Department of Education and Training of the city, the authorities of Phu Xuan commune, agencies and units to promptly visit, share, encourage and support the family of the child victim.
At the same time, coordinate with functional units to clarify the cause, consider the responsibility of relevant collectives and individuals, especially the inspection and supervision of the activities of private kindergartens. Direct the rectification of school safety work, including the work of transporting children by car.
Thai Binh Department of Education and Training also directed Hong Nhung 2 Kindergarten to do a good job of stabilizing the psychology of parents and teachers so that the school can operate normally without affecting other students.
