The People's Committee of Hoang Mai District (Hanoi) said that the unit received a complaint from the family that a few days ago, a 13-month-old child broke his leg while studying at the Van Xuan independent preschool group. The district requested Hoang Liet ward to suspend the group class activities while the police verified the incident.

In addition, authorities said that the facility owner was slow and irresponsible in coordinating the care of the child, and did not report to management.

The district's official dispatch stated: "This led to negative developments, causing bad public opinion in the community and directly affecting the image and reputation of the district's education sector on the first day of the new school year."

Hoang Liet Ward needs to arrange to transfer 43 children studying at Van Xuan group to other private preschool classes in the area, according to the wishes of the families. Educational institutions in the area need to focus on raising awareness and professional ethics of teachers, not allowing substandard behavior to occur.

Previously, according to Mr. Dao Hong Nam - the child's parent, the incident happened on August 13. When he arrived at the class to pick him up, the child cried and clung to his mother. The family texted to ask many times but the two teachers in charge said nothing happened in class.

During the examination, Mr. Nam saw that his son had a wound on his forehead and a swollen right ankle, so he took him to the doctor. The X-ray results showed that the child had a fracture of 1/3 of his right tibia and was walking at a slight angle.

The parents said that the classroom camera recorded the teacher grabbing the child by the armpits, but the child resisted so she pulled him with one hand into the bathroom. After repeated meetings without a solution, the family reported the matter to the authorities and posted the information on social media.

Currently, the baby has had the cast removed and can stand but is not steady. The baby has been attending preschool since August 1, with a total monthly cost (including meals and other expenses) of about 4.5 million VND.
