With Decree No. 60, training institutions for pedagogical students and pedagogical students will be provided with more timely and adequate funding, contributing to creating conditions for pedagogical students to study with peace of mind and improving the quality of the teaching staff.
The Ministry of Education and Training said that the Government has just issued Decree No. 60/2025/ND-CP (Decree 60) amending and supplementing a number of articles of Decree No. 116/2020/ND-CP dated September 25, 2020 (Decree 116) regulating the policy of supporting tuition fees and living expenses for pedagogical students. Decree No. 60 was issued to overcome limitations and difficulties in the implementation of Decree No. 116, while continuing to inherit the results achieved in implementing support policies, attracting excellent and dedicated students to study and work, and contributing to the education sector.
Decree 60 has some notable new points such as adjusting the regulations on the method of financial support for pedagogical students, in which the state supports pedagogical students by assigning budget estimates according to budget decentralization; in cases where localities have a need for teachers that need to be assigned tasks or placed orders, the task of teacher training will be assigned to affiliated teacher training institutions or teacher training orders will be placed with teacher training institutions.

The supplementary Decree clarifies the responsibilities of relevant parties in implementing the policy; supporting disadvantaged localities; ensuring that all pedagogical students enjoy the policy, removing obstacles in the mechanism for implementing support policies for pedagogical students, and ensuring feasibility in case of recovering support funds.
Previously, Decree No. 116, when issued, had many new and meaningful policies, attracting many excellent students to register to study and contribute to the education sector. Specifically, education students were supported with tuition fees and living expenses.
Assign responsibility to provinces and centrally run cities in assigning tasks, placing orders or bidding for training of pedagogical students. Students who are recruited according to assigned quotas but are not subject to ordering, assigning tasks or bidding will still enjoy support policies under the category of "training according to social needs".
Associated with the responsibility of students after graduation to work for a certain period of time in the education sector or else they will have to repay the support funds.
After 3 years of implementation, Decree 116 has achieved certain results such as: the number of candidates and parents interested in teacher training majors has increased; the rate of candidates registering for admission, the admission score and the rate of candidates enrolling in teacher training majors have increased sharply in relation to other majors and training fields; and the quality of teachers has improved.
However, the implementation of Decree 116 has encountered some difficulties such as: localities committed to placing orders but did not do so, leading to delays in payment of funds; regulations on bidding for teacher training do not have specific instructions; some localities have difficulties and do not have enough funds to support student teachers; the training of student teachers and the recruitment of students after graduation into the education sector are not synchronized; there are no detailed instructions on monitoring and reimbursement of funds...
In Ho Chi Minh City, last January, more than 600 students studying pedagogy at Saigon University and Ho Chi Minh City University of Education received financial support.
The total amount of money this student receives is more than 127 million VND, equivalent to 35 months of living expenses support (from semester 1 of the 2021-2022 school year to semester 1 of the 2024-2025 school year). Each month, students will receive 3.63 million VND/student. Each school year is supported for no more than 10 months.
