The Government has just issued Decree 60/2025/ND-CP amending and supplementing a number of articles of Decree 116 regulating policies to support tuition fees and living expenses for pedagogical students.
According to the Ministry of Education and Training, Decree 60 was issued to overcome limitations and difficulties in the implementation of Decree 116 on supporting and attracting excellent students who are dedicated to contributing to the education sector.
The Ministry of Education and Training said that the implementation of Decree 116 has encountered some difficulties such as localities committing to place orders but not implementing them, leading to delays in payment of funds; regulations on bidding for teacher training do not have specific instructions; some localities have difficulties and do not have enough funds to support student teachers. At the same time, the training of student teachers and the recruitment of students after graduation into the education sector are not synchronized; there are no detailed instructions on monitoring and reimbursement of funds...
Decree 60 has some notable new points:
Firstly, to overcome the situation where student teachers do not receive or are late in receiving support policies. According to Decree 60, financial support for student teachers will be in the form of budget estimates according to budget allocation; in cases where localities have a need for teachers, it will be implemented in the form of assigning tasks and placing orders with teacher training institutions.
With this new regulation, training institutions and pedagogical students will be provided with more timely and adequate funding, contributing to creating conditions for pedagogical students to study with peace of mind and improving the quality of the teaching staff.
Second, clarify the responsibility for ensuring funding to implement support policies for student teachers. Specifically, Decree No. 60 supplements and clarifies the responsibilities of relevant parties such as the Ministry of Education and Training, the Ministry of Finance, provincial People's Committees, teacher training institutions, learners, etc. in implementing the policy; especially clarifying the responsibility for ensuring funding to implement support policies for student teachers.
Third, support disadvantaged localities; ensure that all pedagogical students benefit from the policy. Decree No. 60 supplements regulations on funding for policy implementation, according to which the budget source will be balanced in the annual state budget expenditure estimate according to the current management decentralization. The central budget will support localities according to the principle of targeted funding, ensuring the implementation of social security policies issued by competent authorities in each period.
This regulation aims to overcome the situation where some localities cannot balance their budgets to implement policies to support teacher training students, while ensuring compliance with the provisions of the 2019 Education Law.
