The Ministry of Industry and Trade is seeking comments on Draft 2 Circulars regulating the import of rice and dried tobacco leaves from Cambodia under tariff quotas in 2023 and 2024.

In 2023 and 2024, it is expected to import 300,000 tons of rice and 3,000 tons of dried tobacco leaves from Cambodia each year under tariff quotas.
If it is paddy, the conversion rate is 2kg paddy = 1kg rice.
This is the content of Draft 2 of the Circular regulating the import of rice and dried tobacco leaves originating from the Kingdom of Cambodia under tariff quotas in 2023 and 2024.

The 2023 import tariff quota applies to declarations registered with customs authorities from June 2, 2023 to December 31, 2023.
The 2024 import tariff quota applies to declarations registered with customs authorities from January 1, 2024 to December 31, 2024.
For declarations registered with customs authorities for the items listed in Appendix I issued with this Circular registered from June 2, 2023 to before the effective date of this Circular, if they meet the conditions to enjoy the special preferential import tax rate prescribed in Article 4 of this Circular and have paid tax at a higher tax rate, the tax authority will handle the excess tax payment according to current law provisions.
Goods imported under tariff quotas specified in Article 2 of this Circular enjoy special preferential import tax rates according to Government regulations.
To enjoy special preferential import tax rates, imported goods must have a Certificate of Origin form S (C/O form S) issued by the Ministry of Commerce of the Kingdom of Cambodia or an authorized agency according to Cambodian regulations and carry out import customs procedures at the border gates specified in Appendix II issued with this Circular.
Particularly for dried tobacco leaves, importers must have a license to import raw tobacco according to the tariff quota issued by the Ministry of Industry and Trade in accordance with Decree No. 69/2018/ND-CP dated May 15, 2018 of the Government detailing a number of articles of the Law on Foreign Trade Management and Circular No. 12/2018/TT-BCT dated June 15, 2018 of the Ministry of Industry and Trade detailing a number of articles of the Law on Foreign Trade Management and Decree No. 69/2018/ND-CP. The imported quantity is deducted from the import tariff quota according to the license issued by the Ministry of Industry and Trade.
Method of managing tariff quotas The import tariff quotas for rice and dried tobacco leaves prescribed in this Circular are managed by the automatic deduction method at the customs agency where import procedures are carried out. The automatic deduction until the end of the tariff quota quantity for each item prescribed in Appendix I issued with this Circular is carried out according to the agency's instructions.
