This afternoon, February 10, the Ministry of Industry and Trade held the first meeting of the Drafting Committee of the Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy.
According to the scheduled program, Minister Nguyen Hong Dien chaired the meeting. Also attending were Deputy Minister Nguyen Hoang Long and members of the Drafting Committee from ministries and ministerial-level agencies: Ministry of Industry and Trade, Government Office, Ministry of Justice, Ministry of Finance, Ministry of Construction, Ministry of Transport, Ministry of Education and Training, Ministry of Science and Technology, Ministry of Natural Resources and Environment, State Bank, Ministry of Planning and Investment, Ministry of Information and Communications, Ministry of Agriculture and Rural Development...; political and social organizations, associations; corporations.

Previously, on December 17, 2024, the Government issued Resolution No. 240/NQ-CP at the November 2024 thematic meeting on law-making, including the conclusion on the Proposal to develop a Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy. Accordingly, the Government agreed on the necessity of developing a Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy to institutionalize the Party's policies on economical and efficient use of energy, and at the same time effectively implement the set goals, including the goal of bringing net emissions to "0" by 2050 as committed by Vietnam at the 26th United Nations Climate Change Summit (COP 26).
Based on the provisions of the Law on Promulgation of Legal Documents, the Ministry of Industry and Trade has summarized and evaluated current regulations; established a Drafting Committee (consisting of 29 members) and a Law Editorial Team (consisting of 38 members); organized the development and widely collected opinions on the draft Law.
The Law on Economical and Efficient Use of Energy (Law No. 50/2010/QH12) took effect on January 1, 2011. The Law marks an important milestone in the process of developing laws on economical and efficient use of energy in our country. Law No. 50/2010/QH12 affirmed the consistent viewpoint of the Party and State that economical and efficient use of energy is a top priority policy, playing an important role in implementing the economic development strategy associated with energy security and environmental protection.
However, after 15 years of implementation, there have been shortcomings that need to be reviewed to amend and supplement a number of contents stipulated in the Law and related laws to promptly adjust social relations arising in the practice of energy use in industrial production and processing industries to respond to new challenges, especially challenges on a global scale.
| Previously, the Government Office issued Notice 541/TB-VPCP concluding the Proposal to develop a Law amending the Law on Economical and Efficient Use of Energy. The Notice clearly stated: The Ministry of Industry and Trade is requested to focus resources and urgently develop the Law project to soon complete and submit it to the National Assembly for approval at the 9th Session (June 2025) according to the one-session process. |
