On the afternoon of December 31, at the meeting to inform the results of the 27th session of the Central Steering Committee on preventing and combating corruption, waste and negativity, Major General Hoang Anh Tuyen, spokesman for the Ministry of Public Security, answered questions related to the case that occurred at Saigon Jewelry Company (SJC).

The spokesperson of the Ministry of Public Security said that on September 16, 2024, the Investigation Police Agency of the Ministry of Public Security initiated a case of "Embezzlement of property; Abuse of position and power while performing official duties" at SJC and related units.

To date, the Ministry of Public Security's Investigation Police Agency has prosecuted a total of 6 defendants on 2 charges: Embezzlement of property; Abuse of position and power while performing official duties.

Regarding specific information about the 6 defendants who were prosecuted by the Ministry of Public Security's Investigation Police Agency in the above case, Mr. Tuyen said that the group of defendants prosecuted for the crime of "Embezzlement of property" includes: Hoang Le Hue, born in 1976, Director of the Central branch; Nguyen Thi Loc, born in 1988, accountant of the Central branch.

The group of defendants prosecuted for the crime of "Abusing position and power while performing official duties" include: Le Thuy Hang, born in 1970, Director of Saigon Jewelry Company Limited (SJC); Mai Quoc Uy Vien, born in 1964, Director of SJC gold workshop; Tran Tan Phat, born in 1983, Deputy Director of gold workshop and Nguyen Thi Hue, born on May 12, 1977, Director of SJC Hai Phong branch.

According to Major General Hoang Anh Tuyen, initial investigation results show that the defendants took advantage of the purchase and sale of gold to stabilize prices, creating fake documents and books to appropriate money and make illegal profits.

The investigation agency is focusing on consolidating documents and evidence against the defendants, while continuing to expand the investigation and review, verify, and thoroughly recover the misappropriated and lost assets.

Handling of assets and evidence during investigation and prosecution

Responding to questions about major corruption cases and some wasteful cases in the past year, Major General Hoang Anh Tuyen said that in 2024, the Ministry of Public Security will continue to step up investigation and handling of economic and corruption cases with many important results.

Specifically, from December 15, 2023 to December 14, 2024, the Investigation Agency discovered nearly 5,700 cases with more than 10,200 subjects committing crimes related to economic management order, corruption, and positions.

Of which, there are nearly 1,000 cases of corruption and position-related crimes, an increase of nearly 14% compared to 2023; with more than 2,200 subjects committing corruption and position-related crimes, an increase of 5% compared to 2023.

Especially in 2024, the Ministry of Public Security's Investigation Agency discovered many major cases that received special attention from the public, such as the Phuc Son and Thuan An cases...

In addition, the police force has proactively identified and detected risks of loss and waste of state and people's resources in many areas. Thereby, a number of cases of loss and waste in the management of land resources, minerals, construction investment, etc. have been prosecuted and investigated.

Typical cases include the loss and waste of mineral resources at Hung Thinh Company and the Ban Mong Reservoir project (Nghe An).

Through investigating cases, the Ministry of Public Security has advised the Politburo and the Central Steering Committee on preventing and combating corruption, waste, and negative leadership and direction on handling cases to ensure objectivity, comprehensiveness, and humanity.

In particular, it has advised on solutions to handle assets and evidence during the investigation and prosecution process, in order to avoid loss and waste of assets and resources of the country, individuals and businesses; and to protect the rights and legitimate interests of related organizations and individuals.

At the same time, it also proposed important and strategic solutions, contributing to improving the effectiveness of state management, limiting loss and waste, and saving resources for national development.

According to the spokesperson of the Ministry of Public Security, in the coming time, in addition to identifying the fight against corruption and negativity as one of the top priority tasks, the fight against waste will also receive special attention from the Ministry of Public Security.

To effectively carry out this task, the Ministry of Public Security directs the Public Security of units and localities to strengthen the synchronous implementation of many measures to identify acts that cause loss and waste of state and people's assets and resources.

From there, we have consulted, proposed and recommended to rectify and overcome loopholes and shortcomings that are the causes of loss and waste.

At the same time, the Ministry of Public Security will focus on verifying cases with signs of law violations; investigating to clarify the nature, promptly preventing cases and incidents causing loss and waste, and thoroughly recovering assets for the state.
