(NLDO)- According to Minister Pham Thi Thanh Tra, after the merger, the ministries have reduced the number of focal points compared to before.
Speaking to the press, Minister of Home Affairs Pham Thi Thanh Tra said that the Party Central Committee has approved a plan to reorganize and streamline the political system's apparatus.
According to the specific plan of the Government Party Committee reporting to the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, approved by the Central Committee, the Ministry of Planning and Investment merged with the Ministry of Finance, after the arrangement there were 35 focal points, a reduction of 30 focal points compared to the original, equivalent to a reduction of 46.2%.
For Government agencies, 10 ministries will be merged into 5 ministries.
Minister Pham Thi Thanh Tra stated that the Ministry of Finance reorganizes the general departments and equivalent organizations in the direction that the General Department of Taxation is organized into a Tax Department with 12 divisions/offices and the Tax Departments of 63 provinces and cities are arranged and restructured into 20 regional Tax Departments. 413 district and inter-district Tax Departments are arranged and restructured into 350 inter-district tax teams.
The General Department of Customs was reorganized into the Customs Department with 12 departments/offices. 35 regional Customs Departments were arranged and restructured into 20 regional Customs Sub-Departments. 191 Customs Sub-Departments were restructured into 165 border/outside border customs offices and were team-level organizations.
Similarly, the General Department of State Reserves was also reorganized into the State Reserve Department with 7 departments; 22 regional State Reserves were rearranged into 15 regional State Reserve Sub-Departments.
In addition, the State Treasury (general department level) is organized into a State Treasury equivalent to a department level with 10 divisions/offices; 63 provincial State Treasuries and 22 regional State Treasuries, which are branch-level organizations.
The General Statistics Office was reorganized into a Statistics Office with 14 units. 63 provincial-level Statistics Offices were restructured into 63 provincial-level Statistics Offices. 565 district-level Statistics Offices were reorganized into 480 teams operating on an inter-district model.
The Ministry of Finance also received the rights, obligations and responsibilities of the owner's representative with 18 state-owned corporations and groups (except Mobifone transferred to the Ministry of Public Security) to the Department of Enterprise Finance, the Department of Enterprise Development, a number of functional departments and the Office of the Ministry of Finance (after the merger).
According to the leader of the Ministry of Home Affairs, the Ministry of Finance only has 69,405 civil servant positions and 17,656 public employee positions.
Minister Pham Thi Thanh Tra added that the Ministry of Construction and the Ministry of Transport merged into the Ministry of Construction, consisting of 23 focal points, a reduction of 19 focal points compared to before the merger, equivalent to a reduction of 45.2%. The total payroll is 2,074 civil servant payrolls and 6,086 public employee payrolls.
The Ministry of Agriculture and Rural Development merged with the Ministry of Natural Resources and Environment to form the Ministry of Agriculture and Environment with 30 focal points, a reduction of 25 focal points, equivalent to a reduction of 45.5%. After the merger, the ministry's payroll has 2,890 civil servant payrolls and 12,203 public employee payrolls.
The Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs merged into the Ministry of Home Affairs with 22 focal points, a reduction of 13 focal points compared to the original, equivalent to a reduction of 37.1%. The payroll includes 891 civil servant payrolls and 4,313 public employee payrolls.
The Ministry of Information and Communications and the Ministry of Science and Technology merged into the Ministry of Science and Technology with 26 focal points, reducing 16 focal points. The payroll has 1,072 civil servant payrolls and 2,312 public employee payrolls.
The Ministry of Public Security received a number of additional functions and tasks from a number of other ministries and branches, including 6 state management tasks on: Drug addiction treatment and post-drug addiction treatment from the Ministry of Labor - Invalids and Social Affairs; criminal records and public services for issuing criminal records from the Ministry of Justice; testing and issuing road motor vehicle driving licenses from the Ministry of Transport; information security and network security from the Ministry of Information and Communications; ensuring aviation security at airports and on airplanes.
With the task of state management of immigration, the Ministry of Public Security maintains the current stability; promotes coordination in data provision and data connection. In addition, the Ministry of Public Security conducts research on abolishing district police according to a separate project reported to the Politburo.
The Ministry of Culture, Sports and Tourism currently has 30 focal points, after taking over the state management function of press and publishing from the Ministry of Information and Communications. This ministry has reduced 5 focal points, to 25 focal points and has 910 civil servant positions and 4,850 public employee positions.
The Ministry of Justice has 20 focal points, 5 focal points less than before; has 9,095 civil servant positions, 428 public employee positions. The Ministry of Industry and Trade has 22 focal points, 6 focal points less than before; has 1,398 civil servant positions, 7,858 public employee positions.
Also according to the plan approved by the Central Government, the Government Inspectorate has 16 focal points, a decrease of 3 compared to before, with 388 civil servant positions and 105 public employee positions. The Government Inspectorate has a project to streamline the inspection system, operate effectively and efficiently, and report to the Politburo. The State Bank of Vietnam has 19 focal points, a decrease of 4 focal points; with 4,922 civil servant positions and 1,175 public employee positions.
