Today (July 3) is the third day of implementing the State Bank's decision that users must update biometric data and authenticate with their faces when transferring money over 10 million VND or transferring an amount of more than 20 million VND/day.
However, in the first 2 days of applying the new regulation, many customers reported difficulty connecting to the system to update biometric data.
Many customers, despite having a chip-embedded citizen identification card and a mobile phone that supports NFC (wireless connection), still cannot update and have to go to the bank counter to authenticate their biometric data.
There are even opinions on Facebook that the inability to connect is due to a possible error in the chip-embedded citizen identification card.
This opinion said that when using an NFC card reader to check around acquaintances, at least 2/10 people had NFC chips on their ID cards that were faulty, meaning they could not be read even with a specialized NFC card reader.
The above opinion said that this was probably due to an error in the process of writing the chip into the blank citizen ID card without checking. At the same time, it said that if this situation occurs, another card must be made.
All chips are working fine, loaded with full data
Speaking to Tuoi Tre Online on the morning of July 3, Major Tran Duy Hien, deputy director of the National Population Data Center (Department of Administrative Police for Social Order - C06, Ministry of Public Security) denied the information that it was difficult to update biometrics on banking apps due to an error in the NFC chip on the ID card.
According to Major Hien, when producing chip-embedded citizen identification cards, the Ministry of Public Security follows a very clear and strict process and ensures information safety and security.
"First, the process of loading data into the chip is performed to ensure safety and security. After loading the data, the chip will undergo a testing process.
This is to check the quality, operation of the chip and the information loaded into the chip according to the population data standards.
We confirm that all chips produced, issued, and returned to the people are in good working condition and fully loaded with citizens' data," Mr. Hien emphasized.
Mr. Hien also informed that up to now, the Center has not received any feedback from people about not being able to authenticate biometrics on the bank's app due to errors from the ID chip.
Regarding reading this information on chip-embedded citizen identification cards, according to Major Hien, there are 3 issues to note.
Firstly, because people are new to this and are not familiar with it, they cannot determine the correct location of the NFC on their mobile devices.
Second, there are old mobile devices that do not meet the standards and configuration to read NFC or the device does not have NFC reading function so it cannot read data on the chip.
Third, in the past few days, when banks started implementing the State Bank's decision, the number of people performing chip authentication was large, so the systems of some banks were overloaded.
This has resulted in the failure to perform biometric authentication on chip-embedded citizen identification cards.
