At the 2024 enrollment conference in Ho Chi Minh City on March 15, Director of the Department of Higher Education Nguyen Thu Thuy summarized 9 years of enrollment innovation from 2015 to present. The 2023 enrollment results have many notable points.
According to the summary data of the Ministry of Education and Training, in 2023, the whole country will have 1,022,063 candidates taking the high school graduation exam. Of the total 663,063 university and college enrollment targets for preschool education, 546,686 candidates have been admitted, reaching 82.45% of the target and 53.12% of the total number of candidates taking the exam. However, the enrollment results at each school are different. Of the total 322 training institutions, only 203 units have an enrollment rate of 80% or higher.
This number increased compared to 2022 when there were 1,011,589 candidates taking the high school graduation exam. The total enrollment target of universities and colleges is 625,096 candidates, of which 521,263 candidates were enrolled. The enrollment rate/target reached 83.39%. The enrollment rate/number of candidates taking the exam was 51.35%. A representative of the Ministry of Education and Training acknowledged that the enrollment rate in 2023 decreased compared to the previous year, but the percentage of successful candidates increased.
According to statistics from the Ministry of Education and Training, in the past 4 years, 2023 is the year with the lowest admission/quota ratio. Admission parameters for universities and colleges of preschool education from 2020 to 2023 are as follows:

The Ministry of Education and Training announced the rate of high school graduates in 2023 who were admitted to universities and colleges in the field of preschool education. Binh Duong leads the country, with more than 80% of high school graduates enrolled in universities and colleges in the field of preschool education. The localities with the next highest rates include: Da Nang, Ho Chi Minh City, Hanoi, Thua Thien-Hue, Nam Dinh, Khanh Hoa, Bac Ninh, Hung Yen and Phu Yen.
In contrast to the above trend, the 10 localities with the lowest university and college enrollment rates in preschool education nationwide include: Son La, Lai Chau, Ha Giang, Lang Son, Dien Bien, Quang Binh, Yen Bai, Hoa Binh, Cao Bang and Tuyen Quang. Of which, Son La is at the bottom of the country with nearly 26%. The specific rates are as follows:
Regarding the enrollment results by field, Director of the Department of Higher Education Nguyen Thu Thuy said that there were adjustments but they were still similar to the previous 2 years. Of which, business and management still ranked first with 23.57% (a slight decrease compared to 2022 with 24.54%). Next were computers and information technology accounting for over 11%, engineering technology over 10%, humanities over 8%... On the contrary, the fields with the lowest rates include: social services, veterinary medicine, mathematics and statistics, natural sciences, life sciences...
