In the afternoon, the National Assembly voted to pass a Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; a Resolution on the results of thematic supervision of "the mobilization, management and use of resources for the prevention and control of the Covid-19 epidemic; the implementation of policies and laws on grassroots health care and preventive medicine".
At the closing session, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong presented a report explaining, accepting and revising the draft Resolution on questioning and answering questions.

Concentrate resources to implement salary reform, report to the National Assembly at the 6th Session
Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong presented the Report on explanation, acceptance and revision of the draft Resolution of the 5th Session, 15th National Assembly and this draft resolution.
Then, with the majority of delegates in favor (97.37% of the total number of delegates), the National Assembly passed the Resolution of the 5th Session, 15th National Assembly.

The Resolution stated: The National Assembly highly appreciated the direction, management and drastic implementation of tasks and solutions of the Government, the Prime Minister, all levels, sectors and localities; commended the efforts of the business community and all classes of people in basically and comprehensively completing the tasks of socio-economic development and the state budget in 2022, especially implementing the "dual goal" of both effectively controlling the epidemic and promoting socio-economic recovery and development in difficult conditions due to both internal and external factors; public debt, government debt, and state budget deficit are controlled according to the targets assigned by the National Assembly.
In the first months of 2023, our country's macro-economy was basically stable, inflation was controlled, major balances were ensured, agriculture, trade and services tended to increase; social security, social welfare and people's spiritual and material life continued to receive attention and improvement; the fields of culture, education, sports, tourism, information and propaganda continued to be promoted; national defense and security were basically ensured; foreign affairs and international integration were expanded and strengthened; the work of preventing and combating corruption and negativity achieved many important results.
In addition to the achieved results, the resolution also pointed out difficulties and challenges such as: Macroeconomic stability is not really solid; economic growth is low, import-export turnover, industrial production index, foreign direct investment capital decreases; production and business activities of enterprises face many difficulties, the number of enterprises withdrawing from the market and workers losing their jobs increases; the situation of withdrawing social insurance at one time is at an all-time high; power outages and power cuts occur in many places, greatly affecting production and business of enterprises and people's lives... In particular, the situation of pushing, avoiding, and lacking responsibility of a number of cadres and civil servants in performing public duties leads to stagnation in solving work, causing frustration in society.

The National Assembly requested the Government to coordinate with relevant agencies to continue to synchronously, promptly and comprehensively implement the goals, tasks and solutions set out by the Party, the National Assembly and the Government; at the same time, closely monitor developments and forecast the domestic and international situation, have quick and appropriate policy solutions, practical, specific and feasible management solutions and organize drastic implementation.
In particular, focusing on ensuring stability, consolidating the macroeconomic foundation, controlling inflation, enhancing the adaptability and resilience of the economy against negative external impacts; operating fiscal policies with focus and key points; studying options to adjust and increase the family deduction level for personal income tax.
In particular, focus resources on implementing salary reform, report to the National Assembly the roadmap for salary policy reform at the 6th Session of the 15th National Assembly.
At the same time, promptly remove difficulties and obstacles in the inspection of motor vehicles and ensuring fire prevention and fighting requirements. Timely and fundamentally overcome the power shortage situation, ensuring energy security. Thoroughly remove difficulties and obstacles in bidding and purchasing work and completely resolve the shortage of medicine, equipment and medical supplies; improve the quality of medical examination and treatment. Have appropriate solutions and implement effectively to stabilize employment for workers, promptly support unemployed and jobless workers; build social housing, build and improve the effectiveness of cultural institutions for workers in industrial parks and export processing zones.
The Resolution also decided to: Implement a 2% reduction in the value added tax rate prescribed in Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program during the period from July 1, 2023 to December 31, 2023. The National Assembly assigned the Government to promptly and effectively implement, ensuring that it does not affect the revenue and budget deficit estimates for 2023 according to the Resolution of the National Assembly; report the implementation results together with the summary of the implementation of Resolution No. 43/2022/QH15 at the 6th Session of the 15th National Assembly.

National Assembly Chairman Vuong Dinh Hue stated that after 23 days of serious, urgent, scientific, democratic and highly responsible work, the 5th Session of the 15th National Assembly completed the entire proposed program and held the closing session.
On behalf of the National Assembly Standing Committee, the National Assembly Chairman reported the general results of the session.
Accordingly, at this session, the National Assembly carefully considered and voted to pass 8 laws, including 6 laws that were first commented on at the 4th Session: Law on Consumer Rights Protection; Law on Bidding; Law on Prices; Law on Electronic Transactions; Law on Cooperatives; Law on Civil Defense.
At the same time, comment and approve according to the procedure at one session for 2 laws: Law amending and supplementing a number of articles of the Law on People's Public Security; Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
The National Assembly also passed three legal resolutions, including: Resolution on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils; Resolution on the 2024 Law and Ordinance Building Program, adjusting the 2023 Law and Ordinance Building Program; Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

In addition, the National Assembly listened to the Government report on the results of collecting public opinions on the draft Law on Land (amended) with more than 12 million opinions, giving opinions for the second time, completing a basic step for the draft Law on Land (amended); giving many opinions for the first time on 8 other draft laws, including: Law on Credit Institutions (amended); Law on Citizen Identification (amended); Law on Real Estate Business (amended); Law on Housing (amended); Law on Water Resources (amended); Law on Telecommunications (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
"With the results of the legislative work at this session, so far, the National Assembly, National Assembly agencies, relevant agencies and organizations have completed 112/137 legislative research tasks of the entire term, reaching a rate of 81.8%; of which, 32 tasks have been promulgated into laws, ordinances, and legal normative resolutions; 29 draft laws, ordinances, and resolutions have been included in the Law and Ordinance Development Program for 2023 and 2024," said the National Assembly Chairman.
Emphasizing that in the remaining time of the term, the workload is very large, with very high requirements in terms of both quality and progress, the National Assembly Chairman requested the Government and relevant agencies to focus on directing the completion of the Law and Ordinance Development Program, the remaining legislative tasks of the term that are included in the plan and to research and propose additional necessary legislative tasks to continue to synchronously perfect the development institutions, ensure human rights, citizen rights, meet the requirements of economic and social recovery and development, ensure national defense, security, international integration, continue to build and perfect the socialist rule of law state of Vietnam.
At the same time, tighten discipline, strengthen the prevention and fight against corruption and negativity in law-making work; absolutely do not allow "policy corruption", the integration of "group interests", and local interests of state management agencies in legal documents or only favor the management agencies without properly considering the legitimate rights and interests of people and businesses.
Regarding supervision activities, the National Assembly Chairman said that the National Assembly has conducted supreme supervision on the topic of "mobilizing, managing and using resources to serve the work of preventing and fighting the Covid-19 epidemic, implementing policies and laws on grassroots health care and preventive medicine".
The National Assembly spent 2.5 days questioning members of the Government on 4 groups of fields: Labor - Invalids and Social Affairs, Ethnicity, Science and Technology, and Transport. The National Assembly passed a Resolution on questioning activities at the session, specifically defining targets, tasks, solutions, and completion deadlines, as a basis for monitoring implementation, requiring the Government, the Prime Minister, ministers, and heads of sectors to seriously implement commitments to the National Assembly and voters nationwide, both promptly and effectively overcoming immediate weaknesses and limitations, and creating substantial, fundamental, and long-term changes in each field being questioned.
At this session, for the first time, the National Assembly discussed in the hall the report on the results of monitoring the settlement of voters' petitions sent to the Fourth Session and the report summarizing voters' and people's opinions and petitions sent to the Fifth Session of the 15th National Assembly; reviewed the report on the practice of thrift and anti-waste in 2022 and a number of other reports as prescribed; passed the Resolution on the National Assembly's Supervision Program in 2024 and resolutions to establish the National Assembly's Supervision Delegation for two very important contents: The implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects; the implementation of policies and laws on real estate market management and social housing development.
National Assembly Chairman Vuong Dinh Hue stated that, along with efforts to improve the legal system, enhance the effectiveness and efficiency of supervision, at this session, the National Assembly promptly made many very important decisions to promote socio-economic recovery and development, support people and businesses, such as: Continuing to reduce 2% of value added tax until the end of 2023 to stimulate demand and promote the domestic market; allowing the continued allocation of remaining capital of the medium-term public investment plan of the central budget for the period 2021 - 2025, the socio-economic recovery and development program and the national target program for ministries, central agencies and localities to supplement additional capital for the economy; At the same time, allow flexible capital regulation between tasks and projects of the Socio-Economic Recovery and Development Program and tasks and projects under the Medium-Term Public Investment Plan for the 2021-2025 period to accelerate the allocation and disbursement of public investment capital; decide and adjust investment policies for a number of important projects under the authority of the National Assembly, decide to invest additional charter capital for the Bank for Agriculture and Rural Development; fundamentally amend and supplement procedures and regulations on entry and exit of Vietnamese citizens and foreigners in Vietnam to further facilitate citizens and stimulate tourism...
The National Assembly requests the Government, relevant agencies, levels and sectors to continue to synchronously, promptly and comprehensively implement policies, tasks and solutions according to the goals set by the Party Central Committee, the National Assembly and the Government.
The National Assembly Chairman emphasized that in order to fundamentally resolve the shortcomings of mechanisms and policies, the National Assembly decided to assign the Government to preside over and coordinate with the National Assembly agencies, relevant agencies, and localities to review the system of legal documents; specifically identify unclear, contradictory, overlapping, loopholes, and inadequacies, and problems in laws, decrees, circulars, and guiding documents, etc., report the review results at the 6th Session (October 2023); promptly direct the amendment and supplementation of sub-law documents that are no longer appropriate, and recommend the National Assembly and the National Assembly Standing Committee to amend, supplement, and promulgate new laws and resolutions.
Regarding personnel work, the National Assembly Chairman stated that, with strict procedures and processes, on the basis of Party regulations and State laws, the National Assembly has considered and decided on personnel work for the positions of Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee, Minister of Natural Resources and Environment for the 2021-2026 term, and approved the proposal to appoint 1 judge of the Supreme People's Court.
The National Assembly Chairman also said that in order for the laws and resolutions passed by the National Assembly at the Fifth Session to soon come into effect and become effective, the National Assembly Standing Committee will coordinate with the Government, the Supreme People's Court, the Supreme People's Procuracy, and relevant agencies and organizations to organize conferences to disseminate and implement the laws and resolutions passed at this session in the third quarter of 2023.
The National Assembly Chairman requested that National Assembly deputies promptly report to voters nationwide on the results of the session, regularly maintain close contact, listen to and honestly reflect voters' opinions and aspirations, encourage people to well implement the Party's guidelines and policies, the State's policies and laws; actively supervise the organization and implementation of the Constitution and laws, including the laws and resolutions recently passed by the National Assembly.
