The National Assembly Chairman stated that after 22.5 days of serious, urgent, scientific, democratic and highly responsible work, today, the 6th Session of the 15th National Assembly has completed all the contents of the proposed program and held the closing session. With a very high approval rate, the National Assembly voted to pass 07 laws, 08 resolutions; discussed and commented on 08 other draft laws; discussed and decided on many other important contents and issued the General Resolution of the Session.
On behalf of the National Assembly Standing Committee, the National Assembly Chairman summarized, summarized and emphasized some results of the Session.
Decide on important national issues
Accordingly, regarding socio-economics, state budget and decisions on important national issues, the National Assembly thoroughly discussed the situation and results of the implementation of the socio-economic development plan, state finance and budget, public investment in 2023 and passed the Resolution on the socio-economic development plan, state budget estimates, central budget allocation plan in 2024; decided on the public investment plan in 2024.
The National Assembly gave its opinions on the mid-term assessment report on the results of the implementation of the 5-year plans for the period 2021-2025 on socio-economic development, economic restructuring, medium-term public investment, national finance and public borrowing and debt repayment; the 3-year financial - budget and public investment plan for 2024-2026; and the results of the implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the socio-economic recovery and development program.
The National Assembly unanimously assessed that from 2023 and the beginning of the term until now, in the context of the world and domestic situation having many difficulties, unusual challenges, and being more complicated than forecast, the macro-economy has been stable, inflation has been controlled, and major balances of the economy have been ensured.
Economic growth is gradually recovering in a more positive direction, with GDP forecast to increase by over 5% for the whole year and at least 10/15 main socio-economic targets to be completed.
Foreign affairs activities have been continuous and vibrant, and are a highlight of 2023; to date, Vietnam has established comprehensive strategic partnerships and strategic partnerships with all permanent members of the United Nations Security Council and G20 countries. Vietnam's prestige in the international arena has been enhanced.
It is forecasted that in the coming time, the world economy in particular and the international situation in general may continue to develop in a complex and unpredictable manner with many new difficulties and challenges.
The National Assembly emphasized the need to continue to prioritize promoting economic growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy; while focusing on solving immediate difficulties and obstacles, it must also closely follow the goals and requirements of renewing the growth model.
Continue to review and improve institutions, laws, mechanisms, policies, national, regional, sectoral and provincial plans and schemes, in conjunction with improving the capacity, effectiveness and efficiency of law enforcement, promoting administrative reform, especially cutting and simplifying administrative procedures and business conditions.
Early develop and submit to the National Assembly for consideration and decision the National Target Program on cultural revival and development, building Vietnamese people; synchronously implement salary policy reform from July 1, 2024. Consider and pass many bills
Regarding legislative work, the National Assembly reviewed and voted to pass two legal resolutions and seven laws, including: the Law on Identity Cards; the Law on Real Estate Business (amended); the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the Law on Housing (amended); the Law on Management and Protection of National Defense Works and Military Zones; the Law on Water Resources (amended); and the Law on Telecommunications (amended).
The National Assembly has continued to allow the piloting of a number of specific policies to accelerate progress and create maximum convenience in organizing investment in 21 important national projects, key regional and inter-provincial road projects. The application of global minimum tax regulations from 2024 is guided by the Organization for Economic Cooperation and Development (OECD).
The National Assembly gave its first opinions on eight draft laws, including: (1) Law on Social Insurance (amended); (2) Law on National Defense Industry, Security and Industrial Mobilization; (3) Law on Roads; (4) Law on Road Traffic Order and Safety; (5) Law on Archives (amended); (6) Law on the Capital (amended); (7) Law on Organization of People's Courts (amended); (8) Law on amending and supplementing a number of articles of the Law on Property Auction.
Regarding the draft Law on Land (amended) and the draft Law on Credit Institutions (amended): due to the special importance and complexity of these two draft Laws, the National Assembly has discussed and contributed many very valid opinions, and has carefully considered many aspects and decided to consider and approve them at the nearest Session to have more time to study, absorb, and clarify issues with many different opinions, ensuring the quality and feasibility of these laws after they are promulgated.

Conduct supreme supervision
The National Assembly conducted supreme supervision of the implementation of the National Assembly's Resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period and passed a Resolution on the results of thematic supervision with many important contents, many recommendations and solutions to speed up the progress, improve the efficiency and quality of the National Target Programs in the coming time.
The National Assembly agreed to let the Government urgently develop and submit to the National Assembly at the nearest session a draft Resolution on piloting a number of specific mechanisms and policies and decentralizing to the district level the decision on the list, structure, and allocation of state budget capital in implementing the Programs.
The National Assembly spent 2.5 days questioning the Prime Minister, Deputy Prime Ministers, Ministers and Heads of sectors on the implementation of thematic supervision and questioning resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session with 21 fields in 4 groups of contents: general economy; sectoral economy; internal affairs, justice; culture and society.
Through questioning, it was shown that, basically, the National Assembly's resolutions have been seriously and responsibly implemented by agencies, creating positive changes and achieving specific results in most areas, contributing significantly to the country's socio-economic development.
The National Assembly passed a Resolution on questioning, which clearly defined the address, time scope and specific responsibilities, requesting the Government, the Prime Minister, Ministers and Heads of sectors to resolutely and effectively implement the issues committed to the National Assembly and voters nationwide, both promptly and effectively overcoming limitations and weaknesses, and creating substantial, fundamental and long-term changes in each field being questioned.
The National Assembly conducted a vote of confidence for 44 people holding positions elected or approved by the National Assembly. The vote of confidence was carefully and thoroughly prepared and strictly implemented in accordance with the procedures and regulations of the Party and the laws of the State, ensuring democracy, transparency, impartiality and objectivity.
The results of the vote of confidence were announced publicly and widely and received the consensus and high appreciation of voters and people nationwide. The National Assembly requested those who were voted for to continue promoting the achieved results, overcome limitations to successfully fulfill the important responsibilities assigned by the Party, State and People.
At this session, the National Assembly discussed in the Hall the report on the results of citizen reception, handling of petitions, and settlement of citizens' complaints and denunciations in 2023; the implementation of opinions and recommendations of voters and people sent to the 6th session; and the report on the results of monitoring the settlement of voters' recommendations sent to the 5th session.
The National Assembly reviewed work reports of the Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy; and reports of the Government on corruption prevention and control, crime and law violation prevention and control, and judgment enforcement in 2023.
National Assembly deputies proposed many opinions and recommendations to the Government, ministries, branches, localities, People's Courts, People's Procuracies at all levels and the State Audit to contribute to maintaining political stability, social order and security, protecting the legitimate rights and interests of citizens, thereby increasingly consolidating the people's trust in the Party and the State.

In order for the laws and resolutions of the National Assembly to soon come into effect and become effective, the National Assembly assigned the National Assembly Standing Committee to organize the dissemination and implementation of the laws and resolutions passed at the 6th Session.
The National Assembly Chairman requested that National Assembly deputies promptly report to voters nationwide on the results of the Session, regularly maintain close contact, listen to and honestly reflect voters' opinions and aspirations, especially on urgent issues arising in practice that require timely and appropriate decisions; actively supervise the organization and implementation of the Constitution and laws, and the settlement of citizens' petitions, complaints and denunciations.
