Report to the Prime Minister on the compensation plan to buy sand from Cambodia to build Ring Road 3

At the working session of Prime Minister Pham Minh Chinh with ministries, branches and localities to remove obstacles and promote traffic infrastructure held in Can Tho City on the afternoon of July 13, Chairman of Ho Chi Minh City People's Committee Phan Van Mai informed about the progress and solutions to overcome difficulties for the Ring Road 3 project.

Ho Chi Minh City has cleared nearly 100% of the land to build Ring Road 3.

Mr. Mai said that the four localities of the Ring Road 3 project, including Ho Chi Minh City, Long An, Binh Duong and Dong Nai, are determined, committed and responsible to the Prime Minister to maintain the progress according to Resolution 57 of 2022 of the National Assembly, will try to open the technical traffic before the opening of the 14th National Party Congress in 2025 and will complete the project by April 30, 2026.

Regarding progress, Long An has currently cleared 98.2% of the land, resettled 127 cases. There are three construction packages with progress of 35.9%, disbursed 656/1,869 billion VND.

Binh Duong has cleared over 90% of the land, resettled 459 cases. Construction and installation have reached 13.7%, disbursed 375/2,714 billion VND. "Binh Duong has a problem with a 15.3km section of road, the provinces have recently agreed to report to the Prime Minister to implement a new project using public investment sources," said Mr. Mai.

Dong Nai has cleared 32.6% of the land. This province is facing difficulties due to many large projects, the amount of land clearance work is extremely large, the province is focusing on directing. Regarding resettlement, 185/200 households have been arranged. Regarding construction and installation, two packages have reached 4.5%, and one package has completed selecting a contractor. Dong Nai has disbursed 100/2,191 billion VND.

Ho Chi Minh City has cleared 99.3% of the land, with only 17 cases remaining. The city is continuing to mobilize, if households do not comply, they will be forced to do so, and it is expected that the land clearance will be completed by the end of July. The city has paid compensation of 8,556 billion VND, with the remaining unpaid amount of 1,570 billion VND.

The city has arranged resettlement for 409 cases, of which 297 cases use land and 122 cases use resettlement apartments. Construction progress: four packages starting in 2023 reached 17.5%, while six packages starting in 2024 reached 5.9%.

Mr. Mai said that except for Dong Nai having problems with land clearance, the remaining "problem of Ring Road 3 is sand".

According to Mr. Mai, from now until August 2024, if there is sand loading, the project progress will be guaranteed, otherwise it will be very difficult. Up to now, the total amount of sand mobilized for Ring Road 3 has reached 900,000m3 , while the project needs 6 million m3 in 2024, Ho Chi Minh City needs the most with 4.7 million m3 .

Presenting further, Mr. Mai emphasized: We must concentrate on mobilizing sand from now until the end of August to serve the load. Ho Chi Minh City alone needs another 1.5 million m3 but has only mobilized 55,000 m3. Through the survey, the sand mines in the Mekong Delta can only meet about 500,000 m3, so there is still a shortage of 1 million m3 of sand, so there must be a plan to buy from Cambodia.

Recently, Deputy Prime Minister Tran Hong Ha assigned Ho Chi Minh City to study. The city will study, if it is within its authority, the city will decide. If there are any problems such as compensation, it will probably have to ask for the opinions of the Ministry of Construction and the Ministry of Finance for support and policies to do so.

The current price of Cambodian sand arriving in Long Thanh is 360,000 VND/ m3 , while the price of sand under contract is about 240,000 VND/ m3 , a difference of 120,000 VND/ m3 . So if we buy 1 million more m3 of sand, we have to pay an additional 120 billion VND.

“Actually, 120 billion VND to ensure progress is not a big amount for this Ring Road 3 project worth tens of thousands of billions of VND. If we delay any longer, it will be a waste, and Cambodian sand is of very good quality,” said Mr. Mai.

At the meeting, Mr. Mai also expressed his gratitude to the leaders of the provinces in the Mekong Delta for providing sand for the Ring Road 3 project. Currently, the city has a working group closely following the localities, asking the local leaders to help ensure the progress of sand supply.

Mr. Mai also informed that next week, localities will meet to discuss and report to the Prime Minister on a plan to compensate for buying sand from Cambodia.
