The State Steering Committee for key national projects and works in the transport sector held its 7th meeting.

– On August 10, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for key national projects in the transport sector, chaired the 7th meeting of the Steering Committee.

Attending the meeting at Lang Son province bridge were comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee and leaders of relevant departments and branches.

According to the report of the Ministry of Transport, in 2023, the State Steering Committee for important national and key projects of the transport sector (Steering Committee) will directly monitor, direct and urge 21 important national and key projects.

Implementing the Prime Minister's direction at the 6th meeting, up to now, ministries, branches and localities have focused on effectively implementing important national projects and works, key projects of the transport sector according to the approved plan.

Specifically, Ninh Binh and Hai Phong provinces are actively preparing pre-feasibility studies for Ninh Binh-Hai Phong projects; Lang Son and Cao Bang provinces are completing appraisal procedures to approve the Huu Nghi-Chi Lang and Dong Dang-Tra Linh expressway projects in the third quarter of 2023...

Regarding the implementation of investment projects, investors, provincial People's Committees and contractors are urgently implementing construction to meet the progress requirements according to the plan such as: the North-South Eastern Expressway project in the 2017-2020 period and component projects of the North-South Eastern Expressway in the 2021-2025 period. The People's Committees of Hanoi City and the provinces of Bac Ninh and Hung Yen are speeding up the design, construction and site clearance work for the Ring Road 4 project...

Regarding site clearance for projects, localities have implemented it effectively, many provinces and cities have high site handover rates such as: Hanoi 87%, Ho Chi Minh City 92%; Long An 97%, Hau Giang 91%...

Discussing at the meeting, some localities requested the Ministry of Natural Resources and Environment to speed up the appraisal of the project's environmental impact assessment report; remove difficulties in common construction material mines at some projects in the southern provinces... At the same time, localities also shared experiences in organizing propaganda to mobilize to relocate graves and technical infrastructure works to implement the project as planned.

Speaking at the meeting, the Vice Chairman of Lang Son Provincial People's Committee reported on the progress of investment procedures for the Huu Nghi - Chi Lang border gate expressway project. Accordingly, the province has directed the grassroots appraisal council to organize the implementation of appraisal procedures according to regulations, expected to approve the project in August 2023; directed the districts to prepare for site clearance and construction of resettlement areas. The Provincial People's Committee proposed the Ministry of Natural Resources and Environment to promptly appraise the project's environmental impact assessment report so that the province can complete the project procedures and carry out the approval and bidding steps for project construction. The Provincial People's Committee strives to complete the procedures and meet the conditions to start the project by the end of 2023.

Concluding the meeting, Prime Minister Pham Minh Chinh commended investors for their good performance in disbursing public investment capital for key national projects; site clearance in localities had many bright spots...

However, there are still shortcomings and limitations such as the handling of common construction material mines serving key national projects has not been thoroughly resolved; the progress of relocating graves in some projects and building resettlement areas is still slow.

Regarding the key tasks in the coming time, the Prime Minister requested investors and localities assigned to manage and implement new projects to urgently complete legal procedures, and any problems must have specific addresses to resolve within a specific time limit.

Localities should be more proactive in directing the acceleration of site clearance, resettlement support for projects, doing a good job of mass mobilization, receiving and resolving petitions from affected households. New projects that are about to start construction must carry out public and transparent bidding. For projects under construction, investors should continue to urge contractors to speed up progress while closely managing construction quality, ensuring labor safety and environmental sanitation during construction.

The Ministry of Natural Resources and Environment urgently appraises environmental impact assessment reports of projects to promote project progress as well as coordinate with localities to completely resolve the issue of identifying common construction material mines to serve national key projects...
