The Management Board of the Ho Chi Minh City High-Tech Agricultural Park has just sent a report to the Ho Chi Minh City People's Committee on the results of working with Finc Bio-Tech Pte.Ltd (Singapore) on the Mushroom Plant Project at the High-Tech Agricultural Park in Cu Chi district.

At the meeting between the Ho Chi Minh City High-Tech Agricultural Park and Finc Bio-Tech Company in January 2024, the enterprise had a need to lease 10 hectares of land for 30 years to invest in mushroom cultivation. The project has a total investment capital of 33 million USD, phase 1 investment is 20 million USD, phase 2 is 13 million USD.
The project's objective is to provide edible mushroom products that meet GLOBAL GAP standards for the Vietnamese market. In addition, the project also functions as a Center for storing edible mushroom varieties and a Center for researching and developing edible mushroom varieties.
The investor said that the mushroom factory will be managed according to the HACCP quality management system, applying high-tech agricultural production criteria. Once approved, the investor is expected to complete phase 1 construction within 12 months from the date of being granted the investment certificate.

The Department of Planning and Investment was assigned to preside over the handling of three slow-moving projects of Thien Phong Joint Stock Company, Truong Xuan Biology Joint Stock Company and Viet Quoc Thinh Production and Trading Company Limited in accordance with regulations.

Clarifying the assignment of focal points for implementing investment in Bien Hoa Airport Project
The Government Office has just issued Official Dispatch No. 774/VPCP – CN to the Ministry of Transport and the Ministry of Planning and Investment regarding the implementation of investment in the Bien Hoa Airport Project.

In this document, implementing the direction of Deputy Prime Minister Tran Hong Ha. The Government Office requests the Ministry of Transport to base on the provisions of the Law on Investment under the PPP method, clearly recommend the assignment of the People's Committee of Dong Nai province as the competent authority to implement the Project in accordance with Resolution No. 154/NQ-CP dated November 23, 2022 of the Government as a basis for the People's Committee of Dong Nai province to immediately implement investment procedures, report to the Prime Minister before February 20, 2024; coordinate with the People's Committee of Dong Nai province during the implementation process to ensure compliance with regulations and assigned tasks.
The Ministry of Planning and Investment, in its role as the state management agency for investment under the PPP method, is assigned to give opinions on assigning the People's Committee of Dong Nai province as the competent authority to implement the Project in accordance with the provisions of law, and send them to the Government Office before January 20, 2024 for synthesis and reporting to the Prime Minister.
Previously, in October 2023, the People's Committee of Dong Nai province sent an official dispatch to the Prime Minister proposing to assign this locality as the competent state agency to implement the investment project of Bien Hoa Airport.
In Official Dispatch No. 464/VPCP – CN sent to the Government Office in January 2024, the Ministry of Transport stated that the Law on Investment under the PPP method stipulates that airport business can apply the PPP method for investment and exploitation (Point a, Clause 1, Article 4 and Clause 1, Article 2, Decree No. 35/2021/ND-CP dated March 29, 2021 of the Government).
In the case of investment in the construction of a new airport such as Bien Hoa Airport, the authority to decide on the investment policy belongs to the Prime Minister (Point c, Clause 2, Article 12). Regarding the competent authority to implement the project, the Law on Investment under the PPP method also stipulates that the competent authority includes the Ministry or the Provincial People's Committee (Clause 1, Article 5); in case the project is under the management of many competent authorities or in case of change of competent authority, these agencies shall report to the Prime Minister to decide to assign one agency as the competent authority (Clause 3, Article 5).
Thus, the authority to consider and assign the People's Committee of Dong Nai province as the competent authority to implement the project to build a new Bien Hoa Airport under the PPP method belongs to the Prime Minister.
In the context of difficulties in state budget capital for infrastructure investment, the Ministry of Transport supports the policy of assigning the People's Committee of Dong Nai province as the competent authority to study the plan to mobilize resources to invest in the construction of a new Bien Hoa Airport under the PPP method.
In the immediate future, it is recommended that the Dong Nai Provincial People's Committee direct agencies and units to closely coordinate with the Ministry of Transport and the Civil Aviation Authority of Vietnam to establish and approve the Bien Hoa Airport planning as a basis for researching appropriate investment options.
Prime Minister requests to speed up and shorten Long Thanh Airport progress by 3-6 months
On February 13 (the 4th day of the Lunar New Year), Prime Minister Pham Minh Chinh inspected the progress, gave gifts, and encouraged officials, workers, and laborers working at the Long Thanh Airport Project construction site in Dong Nai province.
According to the overall report of the Ministry of Transport, after more than 5 months of construction, contractors have mobilized more than 3,200 workers and nearly 1,300 machines and equipment to execute the packages.

During the Lunar New Year, nearly 800 engineers and workers were deployed at the construction site to work through the holiday. Currently, the underground part of the terminal has been completed, the construction progress of the runway and terminal is on schedule, and the disbursement progress of the bid packages has reached more than 11,300 billion VND.
Regarding site clearance, up to now, a total area of 4,882/5,000 ha has been recovered, reaching 98.7%, of which the first phase of the site has been handed over with a total area of 2,532 ha (reaching 100%). Regarding resettlement arrangements, the total number of affected households is 5,647 households, of which 4,246 households have been approved (4,112 households have been resettled); the remaining 320 households are expected to be approved in early 2024.
At the construction site of Long Thanh International Airport Project, Prime Minister Pham Minh Chinh encouraged and wished a happy new year to the cadres, workers and employees participating in the construction of the project's packages during Tet.
The Head of Government acknowledged and highly appreciated the progress of the implementation of the items, in which site clearance and procedures have been completed, and the runway and terminal have taken shape.
The Prime Minister emphasized that 2022 and 2023 are the starting years, 2024 is the acceleration year, 2025 will be the breakthrough year and the first 6 months of 2026 must complete and put Long Thanh airport into use.
With the current construction progress at the site, the Prime Minister requested the investor to rebuild the progress, striving to shorten the time by 3 to 6 months to make up for the delay. At the same time, launch an emulation campaign from now until April 30, 2025 to celebrate the 50th anniversary of the liberation of the South and national reunification.
To achieve the goal of shortening the progress by 3-6 months, the Prime Minister requested relevant units to continue promoting the spirit of "only discussing work, no backtracking", "overcoming the sun, overcoming the rain", working in 3 shifts, working through holidays and Tet, regularly checking and supervising to ensure progress and quality.
The Prime Minister requested the People's Committee of Dong Nai province to urgently complete the site clearance of the entire project, hand it over to the investor to implement the component projects, and promptly handle any problems in the process of resettlement arrangement and project implementation.
On the same day, the Prime Minister visited and wished a happy new year to the people in the Loc An – Binh Son resettlement area (Long Thanh district). Here, the Prime Minister thanked the people for giving up their land for the Long Thanh Airport project.
After listening to some recommendations from the people, the Prime Minister requested agencies and localities to review and pay attention to creating jobs and livelihoods for people, especially vocational training and career conversion, and give priority to using local workers to work at the current project and the Long Thanh airport project when completed.
Sources have not been found to upgrade and expand National Highway 29 through Dak Lak.
The Ministry of Transport has just sent an official dispatch to the People's Committee of Dak Lak province regarding investment in upgrading and expanding National Highway 29 through Dak Lak province.
According to the Ministry of Transport, the Road Network Planning for the period 2021 - 2030, with a vision to 2050, National Highway 29 is 293 km long, the section through Dak Lak province is about 174 km long (Km109 + 800 - Km280 + 650), level III-IV scale, 2-4 lanes, basic status level IV mountainous area, road surface width from 5.5 m to 16 m, asphalt concrete and asphalt-paved gravel road surface structure.

In the past, the route has been regularly maintained and repaired locally from maintenance funds to maintain the quality of the road surface to ensure smooth and safe traffic (in 2024, National Highway 29 through Dak Lak province has been allocated a budget of about 7.097 billion VND for regular repairs, about 36.995 billion VND for periodic repairs and assigned to the Dak Lak Department of Transport to implement).

The Ministry of Transport has studied and established a project to renovate and upgrade National Highway 29 through Dak Lak province. However, due to the limited allocation of the Ministry of Transport's medium-term public investment plan for the period 2021 - 2025, in addition to adjusting the reallocation to localities, the remaining resources are focused on important and urgent driving projects under the direction of the National Assembly and the Government, so it is not possible to balance to implement new projects (including National Highway 29).
Regarding the need for investment in transport infrastructure in Dak Lak province, in the medium-term public investment plan for the period 2021 - 2025 of the Ministry of Transport, about 11,834 billion VND has been balanced to complete 01 project under investment (construction of Ho Chi Minh road, bypassing the east of Buon Ma Thuot city) and start a new project (Khanh Hoa - Buon Ma Thuot expressway, phase 1).
“Based on the investment needs as recommended, the Ministry of Transport will continue to report and propose to competent authorities for consideration when resources are available. In the immediate future, the Ministry of Transport will assign the Vietnam Road Administration to preside over and coordinate with relevant parties and localities to strengthen inspection, maintenance and repair work to ensure safety for people and vehicles participating in traffic,” the leader of the Ministry of Transport informed.
Previously, the Dak Lak Provincial People's Committee sent a document requesting the Ministry of Transport to pay attention and propose to the Government to provide additional capital to invest in upgrading and expanding National Highway 29, section from Krong Nang town to Buon Ho town, Dak Lak province from the central budget.
The project is located in Krong Nang district, Krong Buk district and Buon Ho town, Dak Lak province. The total investment of the project is 551.95 billion VND, of which the main route of National Highway 29, section from Krong Nang town to Buon Ho town, is about 420.15 billion VND; the branch route from Krong Nang town to Phu Loc commune is about 131.8 billion VND. The project implementation period is 2024-2028.
Investing 9,187 billion VND to build coastal corridor road in Tra Vinh province
The Prime Minister has just signed Decision No. 168/QD-TTg approving the proposal for the Project "Construction of a coastal corridor in Tra Vinh province" with the People's Committee of Tra Vinh province acting as the governing body, using ADB loans.

The project aims to invest in the construction and completion of the coastal corridor road in Tra Vinh province to the scale of a grade III plain road, with a scale of 2 lanes connecting to the coastal road of Ben Tre province via the Cung Hau overpass and Co Chien 2 bridge, and at the same time connecting to Soc Trang province via Dai Ngai bridge with a total length of about 60.7 km.
In addition, the Project also contributes to improving project management capacity, planning, and economic corridor management along the routes in the project to shift the economic structure towards a green economy that adapts to climate change in accordance with the Paris commitment.
The total investment of the Project is 9,186,996 billion VND, equivalent to 388.9 million USD, of which ADB loan is 284,323 million USD, equivalent to 6,716,567 billion VND; counterpart capital is 2,470,429 billion VND, equivalent to 104,577 million USD.
For ADB loans, the central budget will provide 90%, Tra Vinh province will borrow 10%; counterpart funds will be balanced by Tra Vinh province, 100% arranged from the provincial budget.
The Prime Minister assigned the Ministry of Planning and Investment to be responsible under its authority to the Prime Minister for the content of the report and proposal, ensuring compliance with current legal regulations; and at the same time notify ADB of the Project proposal approved by the Prime Minister.
Tra Vinh Provincial People's Committee is responsible for receiving opinions from the Ministry of Planning and Investment and relevant agencies, coordinating with ADB to prepare the Project's Pre-Feasibility Study Report as a basis for implementing the next steps according to regulations.
Tra Vinh Provincial People's Committee is responsible before the law and the Prime Minister, inspection and examination agencies for the effectiveness of the Project; the accuracy of information, reported data, and proposed Project content; responsible for implementing the Project publicly and transparently, avoiding loss and waste and in accordance with current legal regulations; fully and promptly arranging counterpart funds and completing the Project according to the approved schedule.
Quang Nam: Nearly 1,600 billion VND invested in the project to expand and upgrade Chu Lai Port
The Management Board of Economic Zones and Industrial Parks of Quang Nam province has recently announced the receipt of valid documents from Chu Lai International Seaport Company Limited to propose the implementation of the Chu Lai Port Expansion and Upgrade Project.
Accordingly, the Chu Lai Port Expansion and Upgrade Project is implemented at Tam Hiep Port Area (Tam Hiep Commune, Nui Thanh District). The scale of the Chu Lai Port Expansion and Upgrade Project belongs to Tam Hiep Port Area for 50,000DWT ships. The land area used for port construction is 1.72ha.

The bridge is designed to be 1,865.3 m long, 21.5 m wide, with 4 lanes for motor vehicles and 2 mixed lanes, along with synchronous auxiliary infrastructure such as safety strips, median strips, lighting systems, traffic safety equipment, etc., with a total investment of nearly 2,000 billion VND.
This is a key traffic project, a cooperation between the two localities with the goal of inter-regional connectivity, contributing to improving traffic service capacity, promoting socio-economic development, and gradually completing the traffic network of the Northern Key Economic Region.
After the contract signing on January 31, 2024, the investor and contractors are actively implementing the remaining items, striving to complete the project before April 30, 2024.
At the same time, the Ben Rung bridge connecting road has a length of 2.2 km, with a total adjusted investment capital of nearly 360 billion VND from the provincial budget, expected to be completed in the second quarter of 2024 with Ben Rung bridge.
With the riverside road connecting Ha Long - Hai Phong expressway to Dong Trieu town (riverside road), this is an important project in the development strategy of the western corridor of Quang Ninh province. The riverside road is 40.93 km long, passing through Quang Yen town, Uong Bi city and Dong Trieu town. On the route, 13 bridges over the river are designed, made of prestressed reinforced concrete in the form of twin bridges. The project has a total investment of more than 6,000 billion VND, and will be implemented from the beginning of 2023.
Up to now, the bridge and road packages have been actively focused on construction, with the goal of completing the bridge construction packages 2 to 4 months ahead of schedule. It is expected that by the end of 2024, the main project items will be basically completed, the technical traffic will be opened, and the project will be officially put into operation in 2025.
Along with inter-regional traffic connection projects, the project to upgrade provincial road 342 connecting Ha Long - Lang Son through Ba Che district is expected to be completed in 2024. The project is nearly 21km long, with a total investment of nearly 816 billion VND from the provincial budget. Currently, the construction has reached over 65% of the volume. Of which, the roadbed excavation and embankment has reached over 90% of the volume. The contractor is focusing on constructing the crushed stone layer and asphalt pavement. When put into operation, the project will complete the traffic connection between the low-lying areas, dynamic areas, developed areas and high-lying areas of Ha Long city, Ba Che district and Lang Son province, contributing significantly to reducing regional gaps and improving people's lives.
The project to renovate and upgrade the road connecting Huc Dong - Dong Van - Cao Ba Lanh communes to National Highway 18C has completed nearly 90% of the work. On February 13 (the 4th day of Lunar New Year), all units simultaneously organized construction.
The Huc Dong - Dong Van - Cao Ba Lanh inter-commune road project connecting to National Highway 18C has a special and unique nature, passing through 3 communes of Huc Dong, Hoanh Mo and Dong Van, with a length of over 43km, divided into 2 routes (the Huc Dong - Dong Van route is 28.82km long; the Cao Ba Lanh route connecting to National Highway 18C is 14.45km long). The project has an important significance in completing the traffic infrastructure, improving the quality of life of people in mountainous and border areas.
The investor is also focusing on the construction of the Van Don - Mong Cai expressway connecting Van Ninh port. The total investment of the project is over 520 billion VND. The connecting road project from Van Don - Mong Cai expressway to Van Ninh port has a total length of 9.5km, with the starting point at km0+00 connecting to the Van Don - Mong Cai expressway in Ninh Duong ward and the end point at km9+500 in Van Ninh commune. This is a project identified by Mong Cai city as a driving force and key to create a synchronously connected traffic system, serving import and export activities.

Accordingly, the People's Committee of Can Tho City assigned an additional 3,235 billion VND of the medium-term public investment capital plan for the period 2021-2025 from the central budget for the Project to upgrade and expand National Highway 91 (section from Km0-Km7) in Can Tho City, invested by the Department of Transport.
The project to upgrade and expand National Highway 91 (section from Km0-Km7) in Can Tho City was approved for investment in Resolution No. 47/NQ-HDND dated December 8, 2023 of the People's Council of Can Tho City.
The overall objective of the Project is to complete the transport infrastructure, strive to build Can Tho into a modern and civilized city, basically becoming an industrial city; at the same time, it is an important hub for intra-regional and international transport; gradually complete the regional transport network, providing a solid support for the goals of socio-economic development, security and defense, contributing to the development of neighboring areas in the Mekong Delta.
The specific objective is to complete and improve the efficiency of National Highway 91 through Can Tho City, especially connecting Tra Noc Port - Industrial Park, Can Tho Airport with neighboring areas; reduce frequent traffic congestion and potential traffic accidents on the Km0 - Km7 section; connect the entire route and complete it synchronously, promoting the effectiveness of the project.
Regarding investment scale, the Project has a total route length of about 7.04 km (including Binh Thuy bridge). The project starts at Km0 + 00, the intersection of Cach Mang Thang Tam - Hung Vuong - Tran Phu - Nguyen Trai streets; the end point is at Km7 connecting with the section Km7 - Km14 currently in operation.
This is a group A project, with a total expected investment of more than 7,240 billion VND, from the central and local budgets.

Approval of the task of planning Ca Mau Airport
The Minister of Transport has just signed Decision No. 146/QD-BGTVT approving the task of planning Ca Mau Airport for the 2021-2030 period, with a vision to 2050.
Along with studying the planning scheme for the development of Ca Mau Airport in each phase until 2030 and vision to 2050, the assigned unit must also propose a suitable investment roadmap to meet transportation needs; propose key solutions to implement the plan.

The main contents of the planning task include: surveying, investigating, and collecting necessary data for planning work; investigating and collecting past and current data of Ca Mau Airport; updating projects that have been and are being implemented at the Airport; forecasting transportation demand through the Airport; assessing the capacity and planning options for the Airport, including the airport and civil aviation areas as well as other related contents. In addition, the task of planning Ca Mau Airport for the period 2021-2030, with a vision to 2050, must also determine the nature, role, and scale of the Airport, along with basic indicators on land for the planning period and technical infrastructure; determining environmental protection requirements and other requirements in line with the development goals of the Airport.
According to Decision No. 146, the planning period for Ca Mau Airport for the period 2021-2030, with a vision to 2050, is 2024.
The Ministry of Transport assigned the People's Committee of Ca Mau province to organize the selection of consultants to plan Ca Mau Airport in accordance with the provisions of law, take responsibility for the selection results; ensure that the selected consultants meet the professional capacity requirements as prescribed in Article 17 of Decree No. 05/2021/ND-CP dated January 25, 2021 of the Government on management and exploitation of airports.
The Civil Aviation Authority of Vietnam is responsible for closely coordinating with the People's Committee of Ca Mau province and relevant agencies and units in the process of organizing planning, guiding the development and completion of sponsored products; is responsible for receiving sponsored products which are planning documents; is responsible for implementing the tasks of the planning agency after receiving the products, submitting them to the Ministry of Transport for appraisal and approval according to regulations.
According to Master Plan No. 648 on the development of the national airport system, in the period up to 2030, Ca Mau Airport will be a level 4C airport with a capacity of 1 million passengers/year; in the period up to 2050, Ca Mau Airport will be a level 4C airport with a capacity of 3 million passengers/year. Ca Mau Airport is currently a level 4C airport, with a 2-level passenger terminal with a capacity of 200,000 passengers/year, a runway measuring 1,500mx30m, ensuring the operation of ATR72 aircraft or equivalent. Currently, Ca Mau Airport is being operated by VASCO with only 1 route, Ca Mau - Ho Chi Minh City and vice versa, with a frequency of 4 flights/week using ATR72 aircraft.
Binh Phuoc attracts European investors in high-tech agriculture
In order to connect businesses and investors in developing high technology, bringing the province's agriculture to the goal of sustainable development, Chairman of Binh Phuoc Provincial People's Committee Tran Tue Hien has just issued Decision No. 55/KH-UBND on the plan to organize the EuroCham - Binh Phuoc High-Tech Agricultural Business Connection Forum in 2024.

Accordingly, the EuroCham - Binh Phuoc High-Tech Agricultural Business Connection Forum 2024 is scheduled to be held on the afternoon of March 12, at Binh Phuoc Provincial Political School (Dong Xoai City).
In addition to the host unit, the People's Committee of Binh Phuoc province, the Forum is also co-chaired by the Ministry of Agriculture and Rural Development, the European Chamber of Commerce in Vietnam (EuroCham), the Vietnam Digital Agriculture Association (VIDA) and jointly implemented by Hung Nhon Group, De Heus Group (Netherlands), and the High-tech Agriculture Club (DAA Vietnam).

Phu Yen calls for investment in 15 trade, service and tourism projects
According to the provincial planning, in the period of 2021 - 2030, the tourist areas oriented to focus on local development include Ganh Da Dia tourist area; Xuan Dai Bay national tourist area; Tu Nham beach resort; Bai Mon - Mui Dien scenic area; Vung Ro historical relic area - Hon Nua eco-tourism; O Loan lagoon eco-tourism area; Nhat Tu Son island eco-tourism area; Hon Yen complex - Phu Thuong beach scenic area; Da Bia mountain eco-tourism area; Nhan mountain cultural park; and culinary areas with strong Xu Nau flavor.

Phu Yen province also prioritizes attracting investment in developing functional areas for comprehensive services such as resorts, entertainment, recreation and sports. In particular, Phu Yen plans to attract about 3-4 golf courses in some favorable locations in the province.
Phu Yen Province Department of Planning and Investment informed that the locality is calling for investment in 15 projects in the fields of trade, services and tourism.
These projects include the Vung Ro Bay – Hon Nua High-end Resort Project in Hoa Xuan Nam Commune, Dong Hoa Town, covering an area of 250 hectares and with a total investment of about VND20,000 billion. The project aims to form a unique, high-end, modern tourist complex serving domestic and foreign tourists.
Notably, 3 projects with the goal of forming golf courses include the An Hoa Hai high-end eco-tourism and resort complex project in An Hoa Hai commune, Tuy An district (420 hectares, 4,200 billion VND); Bai Tu Nham high-end service tourism project in Xuan Thinh commune, Song Cau town (300 hectares, 3,000 billion VND); Da Ban - Ho My Lam high-end eco-tourism and resort complex project in Hoa Thinh commune, Tay Hoa district (350 hectares, 1,200 billion VND).
Some other projects include the Western O Loan Lagoon Tourism and Resort Project in An Cu Commune, Tuy An District (100 hectares, 1,500 billion VND); the Thematic Park Project combining trade and resort services in Hoa Hiep Bac Ward, Dong Hoa Town (32.8 hectares, 800 billion VND); the Van Hoa Plateau Tourism, Cultural, Resort and Health Care Complex Project in Son Hoa District and Tuy An District (65 hectares, 700 billion VND).
Identifying the future urban system of Phu Yen
In the Phu Yen Provincial Planning for the period 2021-2030, with a vision to 2050, which has just been approved by the Prime Minister, the urban development goal of Phu Yen is that by 2030, Phu Yen will have a chain of coastal urban areas, basically becoming a province with a developed, dynamic and diverse economy, a developed province in the upper group of provinces with high average income in the country.

Build each urban area into a center, a locomotive for economic, social, scientific and technological development, education and training, innovation and entrepreneurship of each district, each region and the whole province. The urbanization rate by 2030 will reach about 50%.
Regarding the urban system planning plan, Phu Yen province will mobilize resources to prioritize investment in forming a coastal urban chain with the center being Tuy Hoa city expanding to the South, the growth pole of the province.
Regarding urban space zoning, Phu Yen will be divided into 3 regions according to 3 spatial development forms.
Specifically, the eastern development area (coastal) includes Tuy Hoa city (expected to expand to the south), Song Cau city (expected) and Tuy An town (expected). This is the administrative center, where the population density of the whole province is concentrated and is the economic, commercial, cultural and political center of the whole province.
The semi-mountainous development space (Ba River Corridor), including Tay Hoa district and Phu Hoa district. The western development space (mountainous area), including Dong Xuan district, Son Hoa district and Song Hinh district.
Regarding the model, structure and orientation of the urban system, the urban system of Phu Yen province is divided into 3 main development poles. Coastal urban development pole: including Tuy Hoa city expanding to the South (coastal urban area, provincial center), Song Cau town, Tuy An urban area, developing in combination with Bac Van Phong area (Khanh Hoa province).
The mountainous urban development pole includes La Hai town, Xuan Lanh town, Xuan Phuoc town (Dong Xuan district); Cung Son town - the central urban area of the sub-region, Son Long town - the ecological urban area of the Van Hoa plateau, Tra Ke - Son Hoi town (Son Hoa district); Hai Rieng town, Tan Lap town (Song Hinh district); developing connections with the Central Highlands (Gia Lai, Dak Lak).
The semi-mountainous urban development pole includes Phu Hoa town, Phong Nien town, Hoa Tri town (Phu Hoa district); Phu Thu town, Son Thanh Dong town, Hoa My Dong town (Tay Hoa district).
The plan also identifies the urban development plan for the provincial capital and cities, towns and townships of Phu Yen province as follows:
In the period of 2021-2030, Phu Yen will upgrade existing urban areas and form new urban areas in accordance with the Provincial Urban Development Program for the period of 2021-2025 and until 2030; The National Urban Classification Plan for the period of 2021-2030 has been approved.
Specifically, by 2025, Phu Yen province will have 12 urban areas, including 1 type II urban area (Tuy Hoa city); 1 type III urban area (Song Cau town); 1 type IV urban area (Dong Hoa town); 9 type V urban areas, including existing urban areas: Cung Son urban area (Son Hoa district), La Hai urban area (Dong Xuan district), Hai Rieng urban area (Song Hinh district), Phu Hoa urban area (Phu Hoa district), Phu Thu urban area (Tay Hoa district), Chi Thanh town (Tuy An district) and the formation of new urban areas: Tan Lap (Ea Ly commune - Song Hinh district); Son Thanh Dong (Tay Hoa district); Xuan Phuoc (Dong Xuan district).
By 2030, the whole Phu Yen province will have 18 urban areas including 1 type I urban area (Tuy Hoa city expanded to the South); 1 type II urban area (Song Cau city); 1 type III urban area (Dong Hoa town); 6 type IV urban areas (Cung Son urban area - Son Hoa district, La Hai urban area - Dong Xuan district, Hai Rieng urban area - Song Hinh district, Phu Hoa urban area - Phu Hoa district, Phu Thu urban area - Tay Hoa district, Tuy An town (expected).
And 9 type V urban areas, including existing urban areas (established by 2025): Tan Lap (Song Hinh district); Son Thanh Dong (Tay Hoa district); Xuan Phuoc (Dong Xuan district). Forming new urban areas: Xuan Lanh (Dong Xuan district); Tra Ke - Son Hoi (Son Hoa district); Hoa Tri, Phong Nien (Phu Hoa district), Hoa My Dong (Tay Hoa district), Son Long (Son Hoa district).
Quang Tri aims to complete the expressway resettlement project in March 2024
Quang Tri strives to complete the construction of 9 resettlement areas to relocate households at the Cam Lo - Van Ninh expressway project in March 2024.
Currently, the slow completion of resettlement areas is one of the main reasons why the relocation of households within the Project area has not been carried out, leading to the handover of cleared land for the Cam Lo - Van Ninh expressway project through Quang Tri not meeting expectations.

According to the Steering Committee for Land Clearance of the Van Ninh - Cam Lo Expressway in Quang Tri province, to implement the Van Ninh - Cam Lo Expressway project through Quang Tri, the whole province will have about 351 affected households that must be resettled in 9 resettlement areas with a total planned area of about 37.24 hectares.
Regarding the progress of the resettlement project, in Vinh Linh district, the resettlement area of Vinh Khe commune (area of 3.35ha, 28 households) has now completed the leveling and marking of plots (28/28 plots). The construction of the drainage system has reached 30%, the water tower is under construction; the construction of the traffic system has reached 40%. It is expected that this resettlement area will have all infrastructure basically completed before March 11, 2024.
For the resettlement area of Vinh Ha commune (area of 3.14ha, 40 households), the leveling and marking of plots (40/40 plots) has been completed; the drainage system has been completed at 90%; the traffic system has been completed at 60%. Currently, the resettlement area is implementing procedures to connect to the water supply system. It is expected that the resettlement area will basically complete all infrastructure before March 11, 2024.
With the Ben Quan town resettlement area (area of 1.52ha, 20 households), the ground leveling and plot marking have been completed (20/20 plots); the drainage system has reached 90%; the traffic system has reached 50%... It is expected that this resettlement area will basically complete all infrastructure before February 25, 2024.
In Gio Linh district, up to now, the resettlement area of Hai Thai commune (area of 3.04ha, 29 households) has completed leveling the ground, marking the plots (29/29 plots); the work volume has reached over 95%, only the items of domestic water supply and completion remain.
For the resettlement area of Gio An commune (area of 6.2ha, 72 households), the work of leveling the ground and marking the plots (72/72 plots) has been completed; construction of traffic roads, drainage, electricity and water lines has reached about 45% of the workload. It is expected that the resettlement area will basically complete all infrastructure before March 11, 2024.
At the resettlement area of Linh Truong commune (area of 3.38ha, 31 households), the ground leveling and plot marking have been completed (28/31 plots); construction of traffic roads and drainage systems has reached about 35% of the workload. It is expected that Linh Truong resettlement area will basically complete all infrastructure before March 15, 2024.
Cam Lo district also has 3 resettlement areas implemented. Up to now, Cam Tuyen commune resettlement area (area 2.53ha, 15 households) has completed the leveling and marking of plots (15/15 plots); construction of traffic roads, bridges, drainage culverts, restoration of canals and structures has reached about 50% of the workload. It is expected that the resettlement area will basically complete all infrastructure before March 15, 2024.
For the resettlement area of Cam Thuy commune (area of 3.16ha, 20 households), the work of leveling the ground, marking the plots (20/20 plots); construction of traffic roads, drainage, restoration of canals and structures has reached about 40% of the workload. It is expected that the entire infrastructure of the resettlement area will be basically completed before March 15, 2024.
At the resettlement area of Cam Hieu commune (area of 10.92ha, 96 households), up to now, the work of leveling the ground, marking the plots (56/96 plots); construction of traffic roads, drainage and components has reached about 40% of the workload. It is expected that this resettlement area will basically complete all infrastructure before March 15, 2024.
According to the Steering Committee for Land Acquisition and Site Clearance of the Van Ninh - Cam Lo Expressway in Quang Tri province, up to now, localities in the province have completed compensation and payment of land acquisition and site clearance support for 28.28/32.53 km, reaching 86.94%. Of which, Cam Lo district has completed 6.32/6.58 km - reaching 96%; Gio Linh district has completed 9.36/11.7 km - reaching 80.0%; Vinh Linh district has completed 12.6/14.25 km - reaching 88.4%.
Localities in Quang Tri province have also handed over 24.69/32.53 km of cleared land to the HCM Highway Project Management Board (project investor) - reaching 75.90%. Of which, Cam Lo district handed over 5.94/6.58 km - reaching 90.3%; Gio Linh district handed over 8.6/11.7 km - reaching 73.5%; Vinh Linh district handed over 10.15/14.25 km - reaching 71.2%.

Chu Lai International Airport will become an international aviation industry and service center with passenger and cargo transportation, aviation logistics, and a flight training and coaching center.
At the same time, this airport will be a center for repairing and maintaining aircraft, manufacturing aviation components; connecting with duty-free zones and high-tech industrial zones, forming a center for manufacturing, processing, and exporting high-tech, high-value products by air.
According to the Master Plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050, Chu Lai will become an international airport.
Regarding the plan for developing the transportation network, Quang Nam Provincial Planning determines to synchronously develop the province's strategic transportation infrastructure system with 5 types of transportation including roads, railways, inland waterways, sea routes, and airways in a modern direction, in line with the national planning orientation.
Ensure intra-regional and inter-regional connectivity along the coastal economic corridors, the East-West economic corridor, synchronous connectivity with the whole country and international connectivity. Focus on the traffic hubs of Quang Nam airport, seaport, and Nam Giang international border gate; upgrade and expand according to the planning of the national highways connecting East - West and complete the North - South connecting axes, connecting axes serving functional areas in Chu Lai Open Economic Zone.
At the same time, forming an important transport network connecting the region from the plains to the mountains, connecting smoothly between Chu Lai Open Economic Zone with Nam Giang International Border Gate Economic Zone and the Central Highlands region, and countries along the East-West international corridor.
The plan also identifies upgrading and expanding the provincial road system connecting economic corridors, economic zones and urban areas; developing district roads with inter-district connectivity to upgrade to provincial roads. Building bridges across the Truong Giang and Co Co rivers with modern technology, unique architecture suitable for the coastal urban landscape and promoting tourism development.
Regarding railways, a railway station system will be developed in conjunction with railway lines passing through the province according to the national railway planning, the existing North-South railway line, the North-South high-speed railway line and the Da Nang-Central Highlands railway line.
Research on investment in 2 urban railway lines connecting to the urban railway network of Da Nang city, including the line connecting from Chu Lai International Airport and the line connecting from Hoi An city.
Regarding seaports, a new Cua Lo route will be invested in connecting to the Tam Hiep, Tam Hoa, Tam Giang wharf areas... ensuring the reception of ships with a capacity of up to 50,000 DWT, connected to duty-free zones, industrial parks, airports, railway stations; forming a multi-modal logistics center.
Building Quang Nam seaport into a seaport - container logistics service center of the Central - Central Highlands region, an important cargo hub of the East - West international corridor.
