'44 officials who were voted on for confidence have submitted asset declaration reports'

The Deputy Head of the Delegation Affairs Committee said that the National Assembly Standing Committee has received the work results report and asset and income declarations of 44 officials who were voted for confidence at the 6th session.

At a press conference before the 6th session of the National Assembly (opening on October 23), Deputy Head of the Delegation Affairs Committee Nguyen Tuan Anh said that the National Assembly Standing Committee had received a full work report from the beginning of the term and the declaration of assets and income of the person who was voted for a vote of confidence.

"The report was sent in full to National Assembly delegates 20 days before the opening of the session," said Mr. Tuan Anh, adding that the results of the vote of confidence will be widely announced in the media.

The session spent more than a day conducting a vote of confidence for 44 positions elected and approved by the National Assembly. On the afternoon of January 24, the National Assembly voted to approve the list of people to be voted on, then discussed it in groups. On the morning of October 25, delegates voted by secret ballot, and in the afternoon of the same day, the Vote Counting Committee announced the vote counting results. After that, the National Assembly voted to approve the Resolution confirming the results of the vote of confidence.

Explaining the reason for taking a vote of confidence at the beginning of the session instead of waiting until after the questioning, Mr. Tuan Anh said that the evaluation of officials is based on work results from the beginning of the term. Therefore, taking a vote of confidence at the beginning of the session is "very normal".

According to Article 7 of Resolution 96 of the National Assembly on taking a vote of confidence, the person who is voted for a vote of confidence must fully and honestly report on the results of performing assigned tasks and powers, political qualities, ethics, lifestyle, declare assets, income, limitations, shortcomings, directions for overcoming and fully explain the content that voters and people have opinions about or National Assembly deputies and People's Council deputies request.

The vote of confidence for positions elected and approved by the National Assembly is conducted according to Resolution 96, including: President, Vice President; Chairman of the National Assembly, Vice Chairman of the National Assembly, member of the National Assembly Standing Committee, Chairman of the National Council, Chairman of the National Assembly Committee, Secretary General of the National Assembly; Prime Minister, Deputy Prime Minister, Minister, other members of the Government; Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy and State Auditor General. However, those who have announced their resignation pending retirement or have been elected or appointed in the year of the vote of confidence are not subject to the vote of confidence.

Therefore, the National Assembly will not take a vote of confidence for President Vo Van Thuong, Deputy Prime Ministers Tran Hong Ha and Tran Luu Quang, Minister of Natural Resources and Environment Dang Quoc Khanh and Chairman of the Finance and Budget Committee Le Quang Manh, because these five were elected and approved for appointment in 2023.

The 6th session of the 15th National Assembly was held in two phases with a total working time of 22 days: Phase 1 lasted 15 days (October 23 - November 10), phase 2 lasted 7 days (November 20 - 28).

In addition to the vote of confidence, the National Assembly considered and approved 9 draft laws and 2 draft resolutions, including: the amended Land Law; the amended Real Estate Business Law; the amended Housing Law; the amended Water Resources Law; the amended Telecommunications Law; and the Law on Management and Protection of National Defense Works and Military Zones.

There are also the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the amended Law on Citizen Identification; the amended Law on Credit Institutions; the Resolution on the application of additional corporate income tax according to regulations against erosion of the global tax base; the Resolution on the pilot application of investment support policies in the high-tech sector.

The National Assembly will also give its first opinions on eight draft laws: the revised Law on Social Insurance; the revised Law on Archives; the Law on National Defense Industry, Security and Industrial Mobilization; the Road Law; the Law on Road Traffic Order and Safety; the revised Law on the Capital City; the revised Law on the Organization of People's Courts; and the Law on amending and supplementing a number of articles of the Law on Property Auction.
