Government Inspector General Doan Hong Phong has just reported to the National Assembly the results of implementing a number of resolutions on thematic supervision and questioning.

The Inspector General said that in the first 9 months of 2024, the Inspectorate conducted 5,675 administrative inspections and 74,195 specialized inspections and checks; detected economic violations of VND 106,672 billion and 296 hectares of land.

Of the amount of violations, the Inspectorate has proposed to recover 71,155 billion VND and 25 hectares of land; to deduct and exclude from the settlement value due to non-compliance with regulations and to request competent authorities to consider handling 35,517 billion VND and 271 hectares of land...

Notably, the Inspectorate has recommended reviewing and administratively handling 1,398 groups and 5,502 individuals; transferring 154 cases and 125 subjects to the investigation agency for review and handling.

The entire Inspection sector has urged and inspected the implementation of 5,867 conclusions and decisions on inspection handling, of which 2,308 inspection conclusions have completed 100% of the required implementation contents.

Since then, the authorities have recovered VND845 billion and 18 hectares of land; administratively handled 1,366 organizations and 5,250 individuals; transferred 88 cases and 115 subjects to the investigation agency; prosecuted 21 cases and 26 subjects.

Regarding the work of preventing and combating corruption and negativity, Mr. Phong said that the whole industry has focused on synchronously and effectively implementing tasks under the direction of the Central Government, the Government and the Prime Minister. The inspection and examination of cases with signs of corruption have been carried out seriously, with recommendations for strict and lawful handling.

Ministries, branches and localities have inspected 3,455 agencies, organizations and units on publicity and transparency, discovering 267 units in violation.

Ministries, branches and localities also conducted 1,783 inspections of the implementation of regimes, norms and standards, discovered 192 violations, 332 violators, and recommended the recovery and compensation of 35.9 billion VND.

In addition, through inspection of the implementation of the code of conduct of officials and civil servants at 3,761 agencies, organizations and units, the authorities promptly detected and corrected violations and handled 30 officials, civil servants and public employees who violated the code.

To prevent corruption, agencies have transferred the work positions of 12,074 cadres, civil servants and public employees; verified the declaration of assets and income of 3,214 people and disciplined 2 people for dishonest declaration of assets and income.

The Government Inspector General also said that recently, the authorities have discovered 25 cases and 35 people involved in corruption. Of these, through internal inspection, 8 cases and 10 people were discovered; through inspection and examination activities, 12 cases and 20 people were discovered; through handling complaints and denunciations, 5 cases and 5 people were discovered involved in corruption.

Improve discipline, administrative discipline, and public ethics

In the coming time, Inspector General Doan Hong Phong commits to innovate in organizing and implementing inspection plans; promote the application of science and technology in inspection activities.

In addition to increasing transparency and publicity in inspection activities, the entire sector will improve discipline, administrative discipline, and public service ethics. This includes strictly implementing Regulation No. 131 of the Politburo on controlling power, preventing and combating corruption and negativity in inspection, supervision, and enforcement of party discipline and in inspection and audit activities, and Directive No. 26 of the Prime Minister on rectifying and strengthening inspection, examination, and supervision of public service activities.

The Inspectorate also promotes supervision, appraisal and post-inspection handling, increases the rate of recovery of money and assets due to violations, negativity and corruption, and accelerates the completion of mechanisms, policies and laws.

Along with that, it is necessary to strengthen state management on preventing and combating corruption and negativity, effectively deploy solutions to prevent corruption; focus on inspecting sensitive areas, areas with high risk of corruption or areas with many public opinions about corruption and negativity.

In the first 9 months of 2024, State administrative agencies at all levels resolved 20,317 out of 24,969 complaints and denunciations under their authority, reaching a rate of 81.4%.

Through resolving complaints and denunciations, it was recommended to recover 9.6 billion VND and 0.4 hectares of land for the State; and return 17.6 billion VND and 2.5 hectares of land to organizations and individuals.

The agencies have restored and ensured the rights of 16 organizations and 353 individuals; recommended handling of 294 people; and transferred 16 cases and 13 subjects to the investigation agency for consideration and handling.
