On December 24, the Government Inspectorate (GIA) held a national online conference to review 5 years of implementing the Law on Anti-Corruption.
73 people were criminally prosecuted for lack of responsibility for corruption.
According to the report of the Government Inspectorate at the conference, the implementation of the Law on Anti-Corruption and its guiding documents has achieved positive results, reflected in many aspects of work.
In particular, ministries, branches and localities have focused on inspecting and supervising the implementation of the code of conduct of cadres, civil servants and public employees in performing their duties and public services.

At the same time, the organization carries out the transfer of positions of people with positions and powers according to the provisions of the Law on Anti-Corruption and guiding documents. In the past 5 years, 235,271 civil servants and public employees have transferred their positions to prevent corruption.
The work of controlling assets and income of officials and civil servants is also implemented by ministries, branches and localities in accordance with regulations. In the period from 2020 to 2024, more than 2.06 million people declared their assets and income.
Of these, 37,106 people had their assets and income verified. From the results of the inspection and verification, 147 people were disciplined for violating regulations on asset and income control.
According to the Government Inspectorate, ministries, localities, agencies, organizations and units have strictly implemented regulations on the responsibility of leaders in the work of preventing and combating corruption and negativity.
From 2020 to 2024, 264 leaders and deputy leaders were disciplined for lack of responsibility for corruption; 73 people were criminally prosecuted for lack of responsibility for corruption.
In addition to the results achieved, the Government Inspectorate also pointed out that corruption is still very complicated with serious nature, amount of corrupt assets and positions and powers of those who commit corrupt acts. The effectiveness of implementing corruption prevention measures is still limited.
The rate of recovery of corrupt and lost assets is low; the value of assets to be recovered in corruption and negative cases is still large. Legal regulations on handling people with corrupt behavior are not strong enough, do not have enough sanctions and deterrence, so they are not really effective in corruption prevention.
Corruption is gradually being controlled and prevented.
At the conference, delegates presented papers and contributed ideas to perfecting mechanisms and policies in corruption prevention and control.
Ms. Nguyen Quynh Lien, Head of the Department of Democracy, Supervision and Social Criticism, Central Committee of the Vietnam Fatherland Front, recommended promoting the role of society in preventing and combating corruption.

To do this, Ms. Lien said that there should be specific regulations so that the Fatherland Front, socio-political organizations, professional organizations, businesses, the press and people can proactively participate, avoiding the situation where they only participate when assigned a task or invited.
Emphasizing that the work of preventing and combating corruption has been implemented strongly, resolutely, persistently, continuously, without rest, without forbidden areas, without exceptions, General Inspector Doan Hong Phong said that after more than 5 years of implementing the Law on Prevention and Combating Corruption, corruption has been gradually controlled, prevented and tends to decrease.
Before the conference, Mr. Doan Hong Phong mentioned a number of cases that received special attention from the public, such as Van Thinh Phat, AIC Company, Phuc Son Group, Thuan An Group... to demonstrate the political determination in the work of preventing and fighting corruption without forbidden areas or exceptions.
In addition to perfecting mechanisms and policies on corruption prevention and control, Mr. Doan Hong Phong said that legal corridors on socio-economic management also need to be perfected to plug loopholes, ensure unity and synchronization, and prevent subjects from taking advantage of corruption and negativity.
According to the Government Inspectorate, inspection, examination, auditing, investigation, prosecution, trial and execution agencies need to pay attention to perfecting their organization, apparatus and arranging forces to ensure good implementation of corruption prevention and control work.
Inspection agencies also need to strengthen the detection and handling of corruption through inspection, especially promptly transferring cases with signs of crime to investigation agencies.
General Inspector Doan Hong Phong also proposed promoting the role of society in preventing and combating corruption and negativity, linking prevention and combating corruption; strengthening supervision of the National Assembly and People's Councils at all levels in this work.
