Ho Chi Minh City is researching and completing pre-feasibility reports for five BOT projects to upgrade and expand key gateways to upgrade traffic infrastructure and improve regional connectivity.

The five projects include: National Highway 1 (from Kinh Duong Vuong Street to Long An Provincial Border); National Highway 13 (from Binh Trieu Bridge to Binh Duong Provincial Border); National Highway 22 (from An Suong Intersection to Ring Road 3); North-South Axis Road (from Nguyen Van Linh Street to Ben Luc - Long Thanh Expressway); Binh Tien Bridge - Road (from Pham Van Chi Street to Nguyen Van Linh Street).

3 elevated BOT projects need total investment of more than 35,000 billion VND

Highway 13 expansion project ( section through Thu Duc City): is a vital route at the northern gateway of Ho Chi Minh City that is often congested due to limited infrastructure capacity.

According to the project's initial feasibility study report, this 5.95 km long gateway axis (from Binh Trieu bridge to the border of Binh Duong province) is currently only 19-26m wide, with 10 intersections (2 grade-separated intersections and 8 level-level intersections).

According to the project to adjust the general planning of Thu Duc City (being appraised by the Ministry of Construction), the orientation is to turn National Highway 13 into a high-speed road, with a width of 60m.

According to the consultant, after comparing the two options of low and high (overpass), the option of building a 3.7km long elevated road from Binh Trieu intersection to Binh Phuoc intersection is the most feasible.

The elevated road has 4 lanes (speed 80km/h), 2 parallel roads will be built below, each side has 3 lanes (speed 60km/h). At the same time, at the Binh Loi bridge intersection and Binh Phuoc intersection, a 2-way underpass will be built.

The total preliminary investment is nearly 20,000 billion VND, of which site clearance costs account for more than 14,500 billion VND.

The consultant said that compared to the low-rise option (total capital of VND18,296 billion), the elevated road has a higher construction cost (about VND1,339 billion), but is considered more optimal in the long term. The elevated road has fewer intersections with the routes below, creating a smooth path for vehicles to move quickly.

North-South axis road project (section from Nguyen Van Linh intersection to Ben Luc - Long Thanh expressway): Pre-feasibility study report, the route has a total length of 8.6km, cross-section of 60m is a high-speed road. There are 7 intersections on the route (including 4 grade-separated intersections and 3 grade-level intersections).

After comparing the options, the consultant proposed that the elevated road would require a total capital of nearly VND8,500 billion, about VND1,000 billion more than the low-level option. However, this option would help limit intersections with existing roads.

Scale of 4 lanes on the elevated road, design speed 80 km/h, lane width 3.75m. Parallel road on both sides with design speed 60 km/h, 3.5m wide each lane.

When completed, the project will form a radial traffic axis connecting Ring Road 2 with Ring Road 3 and later Ring Road 4, meeting the inter-regional traffic needs of the southern gateway area of the city with the Eastern and Southwestern provinces, the seaport system and Long Thanh International Airport.

Binh Tien Bridge – Road: The initial report on the pre-feasibility study of this project is 3.66km long, starting from the Binh Tien – Pham Van Chi intersection (District 6), crossing Vo Van Kiet Avenue, Tau Hu Canal, Cay Sung Street (District 8), Doi Canal, Ta Quang Buu Street, before connecting to Nguyen Van Linh Avenue (Binh Chanh District).

To ensure smooth traffic, the entire route is proposed to be built on an elevated viaduct, 30-40m wide, accommodating 4-6 lanes.

The elevated road will have branches connecting to Vo Van Kiet, Binh Dong, Hoai Thanh, Ta Quang Buu and Nguyen Van Linh streets, helping traffic connect with existing routes.

Project The total investment capital is about 6,800 billion VND, of which construction costs account for 2,529 billion VND, more than 2,878 billion VND for site clearance...

When completed, Binh Tien Bridge and Road will create a new road axis from the center of Ho Chi Minh City to Nguyen Van Linh Avenue, thereby conveniently connecting with National Highway 50, National Highway 1, Ben Luc - Long Thanh Expressway and Ring Road 3. The project will not only help reduce traffic pressure for the central area, but also promote regional connectivity, especially with the Western provinces.

To carry out 5 BOT projects on existing roads according to Resolution 98 allowing Ho Chi Minh City to pilot, about 60,000 billion VND is needed, including budget capital and capital mobilized from investors.

Ho Chi Minh City will unilaterally terminate the BOT contract for the 1,500 billion VND project to build 2.7km of road.
