After three years, only 23/63 provinces and cities have placed teacher training orders with pedagogical universities.

Decree 116/2020 regulating the policy of supporting tuition fees and living expenses for pedagogical students was issued by the Government on September 25, 2020, starting to apply from the enrollment period of the 2021-2022 school year.
After three years of implementation, the Ministry of Education and Training assessed that the method of ordering, assigning tasks, and bidding for teacher training was not implemented at the level and effectiveness as the main viewpoint of Decree 116.
Statistics from the Ministry of Education and Training show that after three years of implementation, the rate of students assigned tasks by localities only accounts for 17.4% of the number of students enrolled and 24.3% of the total number of pedagogical students registered to benefit from the policy. Only 23/63 provinces and cities carry out task assignment, ordering, and bidding.
Thus, the number of pedagogical students who are "trained according to social needs" and are funded by the state budget accounts for 75.7% of the number of pedagogical students who register to enjoy the policy and 82.6% of the number of students enrolled.
Not only are there few localities that have placed orders, but even those that have placed orders are slow to pay the support funds. Among them, there are 6 teacher training institutions that have been placed orders by localities but have not yet paid the funds, or have only paid a very small portion of the funds, of which Hanoi National University of Education has 13 quotas, Ho Chi Minh City National University of Education has 51 quotas.
This affects the support policy for pedagogical students and causes inequality between pedagogical students who follow the ordering, assignment, and bidding mechanism and pedagogical students who are trained according to social needs.
Explaining the reason why few localities place orders for teacher training, the Ministry of Education and Training said that due to uneven development, resource conditions, and budget revenue and expenditure balance between localities, many localities have difficulty in having enough funds to implement orders and assign bidding tasks for teacher training.
Meanwhile, large localities such as Hanoi, Ho Chi Minh City, Da Nang... have advantages in terms of conditions to attract high-quality human resources, so they do not place orders or assign bidding tasks for teacher training, but still have a team of teachers applying to work.
In addition, the Ministry of Education and Training also pointed out a number of difficulties and obstacles in allocating support funds for teacher training students. Every year (2021, 2022, 2023), the Ministry of Finance only allocates an estimated budget of about 54% of the funding needs for teacher training students of teacher training institutions under the Ministry of Education and Training.
Therefore, funding for teacher training students is often slow and requires additional funding compared to the training plan, leading to difficulties for teacher training institutions and teacher training students.
In addition, Decree 116 assigns the provincial People's Committee to be the agency to guide, monitor and urge pedagogical students to reimburse support costs, but the locality is not the unit that provides funding for pedagogical students who are training according to social needs.
Furthermore, localities do not direct relevant agencies to deploy and provide guidance, causing difficulties in implementation.
Education attracts good candidates
Besides difficulties and obstacles, the Ministry of Education and Training also assessed that Decree 116 has brought many positive results.
It is noteworthy that the number of candidates interested in teacher training programs has increased. The rate of candidates registering for admission, the admission score and the rate of candidates enrolling in teacher training programs have increased sharply in correlation with other training programs and fields.
Thus, Decree 116 has had a positive impact on attracting students with good learning ability to teacher training, which is a premise for improving the quality of the education system.
