On December 7, in Hoa Binh, the Ministry of Information and Communications, the Standing Office of the Government's Human Rights Steering Committee, in coordination with the People's Committee of Hoa Binh province, organized a training conference on external information work on human rights. (Conference). Associate Professor, Dr. Le Hai Binh, alternate member of the Party Central Committee, Deputy Head of the Central Propaganda Department, Deputy Head of the Central Steering Committee for External Information attended and directed the Conference. The conference was also attended by 280 delegates from the Standing Office of the Government's Human Rights Steering Committee, officials from departments, branches, sectors, members of the Human Rights Steering Committee of Hoa Binh province and officials in charge of external information work from 25 provinces and cities nationwide.![]() |

In his opening speech, Comrade Pham Anh Tuan, Director of the Department of External Information, Ministry of Information and Communications, said that this is the 3rd training conference in 2023 to thoroughly grasp Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of external information work in the new situation and directly deploy the Project on Communication on Human Rights in Vietnam (Decision No. 1079/QD-TTg).![]() |

Therefore, comrade Nguyen Van Chuong hopes that the Ministry of Information and Communications and the Government's Human Rights Steering Committee will continue to organize many training conferences on external information work on human rights in Hoa Binh. This is an opportunity for cadres, party members and members of the Human Rights Steering Committee of Hoa Binh province to exchange, learn and better understand the importance of external information work on human rights, policy communication work; update the situation and requirements for information and propaganda work on human rights in the coming time. At the Conference, comrade Le Hai Binh, Deputy Head of the Central Propaganda Department, Permanent Deputy Head of the Central Steering Committee for External Information Work Conclusion No. 16-KL/TW, dated February 14, 2012 of the Politburo (11th tenure) on the external information development strategy for the period 2010-2020 is an important document, which still has much value today. However, in the context of Vietnam's increasingly enhanced position in the international arena, external communication and information work needs to change to overcome shortcomings and limitations and respond to the new situation. In this regard, Conclusion No. 57-KL/TW of the Politburo has demonstrated the new spirit and new viewpoint of our Party on external information work, as well as the requirements for external communication and information work on human rights. At the Conference, Major General Nguyen Van Ky updated the situation and results of Vietnam in ensuring and promoting human rights to external information officers of 26 provinces and cities. At the same time, the Deputy Chief of the Standing Office of the Central Human Rights Steering Committee provided information on some sabotage activities of hostile forces that have taken place in recent times and reminded delegates to raise their vigilance, promptly fight against and refute bad and distorted arguments about the human rights situation in Vietnam.![]() |

The Organizing Committee of the Conference recorded many opinions and practical experiences of delegates from 26 provinces and cities nationwide. Representatives of the Department of Foreign Information and the Standing Office of the Steering Committee on Human Rights answered some questions and resolved difficulties of the provinces in implementing Decision No. 1079/QD-TTg. On this occasion, the Department of Foreign Information and the Standing Office of the Government Steering Committee on Human Rights jointly organized a conference on model mechanisms for providing information to the press on human rights work and periodic foreign information.PV
