Not only in recent days but also since the last days of last year; or more precisely, right after the closing ceremony of the 2024 Hoa Ban Festival and the summary of the National Tourism Year - Dien Bien on December 22, 2024, Dien Bien province has prepared activities for the flower season of the festival next year. As said by comrade Vu A Bang, Vice Chairman of the People's Committee of Dien Bien province, it is as natural as flowers blooming in season. Because, since 2014 (the first year, the first time Dien Bien province organized the Hoa Ban Festival) until now, "Hoa Ban Festival" has been implicitly the March promise of the land and the people of Dien Bien sent to friends and tourists near and far.
Mentioning the event of the first Hoa Ban Festival held in March 2014, the year Dien Bien solemnly organized activities to celebrate the 60th anniversary of Dien Bien Phu Victory, reminds me of the art program "Hoa Ban in full bloom" on the opening night of the Hoa Ban Festival held on the evening of March 13 that year. The program was divided into three chapters: "Hoa Ban Origin", "Muong Thanh Calls" and "Muon Phuong Cong Hoi" which left a deep impression in the hearts of tourists and people about the history of the land associated with the unique life, culture and art of 19 ethnic groups in Dien Bien.
More special than all, the message sent from the art program on the opening night along with the hearts and feelings of Dien Bien people during the Ban Flower Festival that year planted in the hearts of tourists and friends a new image of Dien Bien that is changing day by day.
What is special is that the changes in Dien Bien are so intimate and familiar that those who have lived there or come to Dien Bien for the first time can clearly feel the transformation of Dien Bien, which is fostered by the spirit of solidarity among ethnic groups, from the tradition of patriotism, bravery and resilience.
Right after the opening night art program of the “Hoa Ban Festival” that year, Mr. Nguyen Dang Quang, Deputy Director of the Department of Culture, Sports and Tourism of Dien Bien, was moved to tears of joy. On the stage, Mr. Quang shared the “worry” of his colleagues in the industry: “Borrowing the name of a flower to name a festival, which was held for the first time and was also the opening event for a series of activities to celebrate the 60th anniversary of the Dien Bien Phu Victory, so that was extremely difficult for us.
The requirement that the script, actors, stage layout and cultural and sports programs within the event must all focus on the central meaning of “history and culture” made us lose sleep and worry. However, with our love for Dien Bien and our hearts for the generations of our ancestors, under the direction of the Provincial People's Committee, we tried to carry out the program, bringing to the people and tourists a deep feeling about the flower symbolizing the people in the historical land of Dien Bien. It is gratifying that the program was well received by the people and tourists so that the promise of the “Hoa Ban Festival” of Dien Bien province becomes a message reminding everyone to return to Dien Bien in the following flower seasons.
Just as Mr. Quang had predicted that day, year after year, from 2014 until now, every March when the Ban flowers bloom all over the forests and roads, the sky and earth seem to blend with the hearts of the people of Dien Bien, bustling with joy. How happy it is that every flower season passes, friends from all over the world promise "We will return next flower season" even though you know very well that the accommodation, infrastructure, and tourism services in Dien Bien cannot be compared to other tourist destinations.
Like the Ban Flower Festival last year - 2024, Dien Bien province was chosen to host the National Tourism Year, and domestic and international tourists flocked back. Along with that, hundreds of activities and events organized by ministries, departments, branches and other provinces in Dien Bien have increased the attraction for visitors. There were weeks and months when Dien Bien people thought they were "defeated" because they could not provide food and accommodation for visitors. However, with love, sharing and kindness, Dien Bien people told each other to live together, willing to make room to welcome friends.
Remembering the closing day of the Ban Flower Festival last year, Chairman of the Provincial People's Committee Le Thanh Do was very happy to announce the impressive numbers. He said: 2024 is the first year Dien Bien presided over and organized 28 programs, events, and activities on a national and regional scale; along with that, Dien Bien also met the conditions, ensuring security and safety for 128 events and activities organized by ministries, branches and other provinces.
The successful hosting and organization of the National Tourism Year - Dien Bien 2024 associated with the 70th anniversary of Dien Bien Phu Victory (May 7, 2024) and the Dien Bien Ban Flower Festival 2024 attracted 1,850 million visitors to Dien Bien; revenue from tourism activities of Dien Bien for the first time reached 3,300 billion VND, contributing significantly to the province's GRDP growth rate in 2024 reaching more than 10%.
Also paying attention to organizing local activities and events, in 2024, Dien Bien mobilized social resources to complete the renovation of 5,000 solidarity houses for poor households, policy families, and ethnic minority families in mountainous and border areas so that the joy of victory day would come to everyone, every family would join together to form a united strength to protect the integrity of national border sovereignty...

The highlight of the series of activities of the Dien Bien Ban Flower Festival 2025 is the live show "U-Va Legend" performed right at U-Va village, Noong Luong commune. Also within the framework of the Ban Flower Festival 2025, Dien Bien attaches special importance to arranging the highland cultural space for visitors to experience the unique culture of the ethnic groups: Thai, H'Mong, Si La, Cong, Lao, Xa Phang, Kho Mu; so that visitors can immerse themselves in the passionate dances, songs and traditional customs and rituals of ethnic minorities...
