CTTĐT - On the morning of March 18, Prime Minister Pham Minh Chinh chaired the first meeting of the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 (referred to as the Steering Committee). Also attending the meeting were Deputy Prime Ministers and leaders of central ministries and branches. The meeting was broadcast online to central ministries and branches and provincial People's Committees.

At the meeting, delegates heard the announcement of the Decision to establish a Steering Committee with Prime Minister Pham Minh Chinh as Head of the Steering Committee.

Delegates attending the meeting listened to the leaders of the Ministry of Science and Technology report on the results of implementing tasks on science, technology, innovation, and national digital transformation in Resolution No. 57 of the Politburo dated December 22, 2024 and Resolution No. 03 of the Government dated January 9, 2025 on the Government's action program to implement Resolution No. 57; proposed key tasks that need to be implemented immediately. By the end of March 16, 2025, 4 ministries and 37 localities had established/completed the Steering Committee on science, technology development, innovation and digital transformation; 54/63 localities and 14/22 ministries, ministerial-level agencies, and agencies under the Government issued Action Plans to implement Resolution No. 57.

The Ministry of Public Security reported on the results of the implementation of assigned tasks on Project 06; the progress of the implementation of the National Data Center and the plan to deploy and integrate data from national databases and specialized databases into the National Data Center. Some of the outstanding results achieved are that ministries and branches have completed the integration of 58/76 essential administrative procedures (AP) on the National Public Service Portal. The Ministry of Public Security has reviewed and evaluated 495 APs of ministries and branches; of which 324 APs can be cut or reduced, 200 APs can exploit digitized civil status data and land data to cut or reduce the number of documents...

The Ministry of Home Affairs reported on the results of implementing assigned tasks on administrative reform in the Government's Programs and Resolutions and Notice No. 25/TB-VPCP dated January 24, 2025. Accordingly, by December 2024, 1,162/1,297 legal documents of ministries and branches and 3,236/3,849 legal documents of localities had been processed. From 2021 to February 2025, 3,199 business regulations in 272 legal documents were reduced and simplified...

Prime Minister Pham Minh Chinh gave a speech at the meeting.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that the Politburo issued Resolution No. 57 dated December 22, 2024 on breakthroughs in science, technology, innovation and digital transformation, establishing the Central Steering Committee headed by General Secretary To Lam, showing the importance of science, technology, innovation and digital transformation in the upcoming development period. The Prime Minister requested that ministries, branches and localities also establish Steering Committees to implement this program, which is important in many aspects to meet the development requirements of the country and each ministry, branch and locality.

Regarding the upcoming work, the Prime Minister requested to actively remove institutional barriers, request the Minister of Science and Technology, ministries, branches and localities to review the obstacles, collect and send them to the Government Office this March. According to the Prime Minister, institutions are "bottlenecks of bottlenecks" but also "breakthroughs of breakthroughs".
