Eliminate all barriers in scientific and technological development

(NLDO)- Prime Minister Pham Minh Chinh said the Government will promote institutional improvement in the fields of science, technology, and innovation.

On January 13, the Politburo and the Central Party Secretariat held a national conference on breakthroughs in science, technology, innovation and national digital transformation. At the conference, Prime Minister Pham Minh Chinh thoroughly grasped the content and spirit of the Government's Action Program to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo (Resolution 57).

According to the Prime Minister, Resolution No. 57 is a document of strategic significance, marking an important turning point for the country in the fields of science and technology, innovation and digital transformation.

"The Resolution is of special significance, a guideline for development in the new era of prosperity, civilization and prosperity, and a strong call to the entire Party, people and army to make joint efforts to turn Vietnam into a developed, high-income country with global competitiveness," the Prime Minister stated.

On January 9, the Government issued Resolution No. 03/NQ-CP promulgating the Government's Action Program to implement Resolution No. 57. According to Prime Minister Pham Minh Chinh, this is a comprehensive and overall Action Program, designed with a long-term vision, clear goals and highly feasible solutions, aiming to concretize the Party's major orientations and policies into practical and realistic actions.

In the action program, the Government clearly identified the implementation of Resolution No. 57-NQ/TW as a key political task, not only stopping at thoroughly disseminating awareness, but also having to be carried out with strong, methodical, synchronous and unified steps with close coordination between all levels, sectors and the whole society.

Key tasks clearly stated such as perfecting institutions, developing high-quality human resources, building modern digital infrastructure, promoting scientific research, applying advanced technology and promoting innovation are included in the Action Program with a specific roadmap and clear responsibilities.

According to Prime Minister Pham Minh Chinh, the Government is determined to raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new momentum, new spirit in the whole society in developing science and technology, innovation and digital transformation.

The Head of Government affirmed that thoroughly grasping and effectively implementing this group of contents is a very important and urgent task, requiring a truly strong transformation from thinking, awareness to action in the whole society, especially the pioneering and exemplary role of cadres and party members.

In that spirit, the Government requests ministries, branches and localities to urgently develop and issue plans to implement the Government's Action Program to implement Resolution No. 57, focusing on widespread propaganda and raising social awareness of science and technology, innovation and digital transformation.

Along with that, launch a national emulation movement to promote the combined strength of the entire political system, the active participation of entrepreneurs, businesses and people in implementing the revolution in science and technology, innovation and digital transformation.

Believing that institutional improvement plays a very important role, the Prime Minister affirmed that it is necessary to eliminate all ideas, concepts, and barriers that are hindering development, turning institutions into a competitive advantage in science and technology development, innovation, and digital transformation.

In particular, the Government will focus on developing the draft Law on Science, Technology and Innovation; the Law on Digital Technology Industry to be submitted to the National Assembly for approval in 2025 and the Government's Decrees guiding the implementation of the Law.

At the same time, the Government also proposed that the National Assembly develop a Law amending and supplementing related Laws to contribute to promoting science and technology, innovation and digital transformation. At the same time, the Government develops a testing mechanism, specifically in the fields of science and technology, innovation and digital transformation; promulgates regulations on Venture Capital Funds and mechanisms to support creative startups...

To put Resolution No. 57 into practice, the Prime Minister requested that all levels, sectors and localities pay special attention to organizing implementation, ensuring proactiveness, timeliness, flexibility and effectiveness with the spirit of "ideology must be clear, determination must be high, efforts must be great, actions must be drastic, focused, key points, doing each task properly, completing each task".

The Government leaders especially emphasized the spirit of "dare to think, dare to do, dare to break through for the common good" and the motto "The Party directs, the Government is unified, the National Assembly agrees, the People support, the Fatherland expects, then only discuss and do, not retreat" when implementing Resolution 57.
