On the afternoon of March 26, Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, had a working session with the Department of Education and Training (GD&DT).

The Department of Education and Training currently has 32 affiliated units, 514 educational institutions from preschool to college; 769 schools at preschool and general education levels. The system of specialized schools currently has 70 schools. The whole province has 136,700 students from preschool to college, of which 95% are ethnic minority students and students under policy account for over 65%. In recent times, the Department has performed well its advisory function to the Provincial People's Committee on the implementation of the sector's tasks in the area; management, direction and operation have been strengthened, implemented drastically, with many innovations and breakthroughs; the key tasks and strategies of the sector have been comprehensively implemented.

The work of universalizing education (PCGD), eliminating illiteracy, and building a learning society is maintained and promoted; 100% of districts and communes meet the standards of preschool education for 5-year-old children; 161/161 commune-level units meet the standards of primary education level 3; the province maintains the standards of primary education level 3, meets the standards of secondary education level 1, and the standards of illiteracy eradication level 2. The system of schools and classes is planned to be gradually completed.

Attention has been paid to the renovation and upgrading of school facilities and the purchase of educational equipment to remove difficulties and obstacles. In the 2024-2025 school year, the province's preschool and general education facilities will have a total of 5,917 classrooms (77.2% solid, 22% semi-permanent, 0.8% temporary); nearly 1,500 teacher service rooms. By February 2025, 187/503 preschools and general schools have been recognized as meeting national standards, reaching 37.18%.

Continue to implement the 2018 General Education Program in accordance with the program content, ensuring the school year schedule; the work of selecting textbooks and compiling local educational materials is carried out in accordance with the instructions of the Ministry of Education and Training. The team of teachers and educational managers are interested in training and fostering to meet the requirements of innovation and development of education and training.

The quality of key education has clearly changed. In the 2023-2024 school year, there were 34 national awards. The Robotics team of the Specialized High School won an international award and for the third year participated in the competition in the US, and an international drone programming award in Korea. In the 2024-2025 school year, there were 42 national awards and 2 international awards.

The sector strengthens educational management; promotes the application of information technology and digital transformation, effectively implements the Project "Strengthening the application of information technology and digital transformation in education and training in the period of 2022 - 2025, with a vision to 2030" and the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025". Focus on educating political ideology, ethics, lifestyle, and life skills for managers, teachers, and students. In 2024, the school's Party cells and Party committees organized the admission of 13 students to the Party.

The implementation of Directive No. 32-CT/TU dated July 1, 2024 of the Provincial Party Committee on strengthening the Party's leadership in resolving the shortage of teachers and improving the quality of education in units and localities in the province and streamlining the apparatus in the spirit of Resolution No. 18-NQ/TW has been implemented drastically and synchronously by the sector, basically overcoming the shortage of teachers and improving the quality of education; the collection and payment of tuition fees and other revenues have been carried out in accordance with regulations and transparently. The Department has taken over the task of vocational training and job creation from the Department of Labor, War Invalids and Social Affairs, performing the function of State management according to regulations.

The Department recommends: The Provincial People's Committee gives the Department the policy to organize the recruitment of civil servants in 2025 in May 2025, assigns specialized agencies to guide the recruitment of educational civil servants for districts and cities in time for the 2025-2026 school year; the province gives opinions to the Ministry of Education and Training on assigning additional quotas so that Hanoi Pedagogical University has a facility to receive and train students selected by the province; Allocate annual funding to renovate and upgrade facilities, purchase equipment to meet the requirements of implementing the 2018 General Education Program and implement the roadmap for building standard schools by 2025, phase 2026 - 2030. Direct the City People's Committee and relevant agencies and units to promptly carry out compensation and site clearance to implement the project "Upgrading and building new provincial vocational secondary schools", deploy the review of records and procedures for land recovery that have completed site clearance for the project "Upgrading and expanding Cao Bang Pedagogical College; direct the acceleration of the construction of educational facilities for children with disabilities at facility 1 of the Provincial Continuing Education Center; consider transferring the number of employees receiving salaries from tuition fees to receiving salaries from the State budget; develop and implement preferential and preferential policies to attract talents, especially excellent students and teachers to work in the province.

Provincial Party Secretary Quan Minh Cuong suggested: The Department of Education and Training coordinate with relevant agencies to resolve difficulties in receiving and supporting gifted students of the Provincial Sports and Arts Training and Competition Center to study at educational institutions in the area.

Request the Departments of Education and Training, Finance, Science and Technology to coordinate with the committees of the Provincial People's Council to discuss, research, and advise on the development of plans, mechanisms, and policies on building national standard schools, suitable to the characteristics and actual conditions of the locality. Strive to have model schools in all commune centers after the merger, ensuring conditions to improve the quality of the teaching staff and the quality of student education.

Continue to improve the network of educational facilities from preschool to college, meeting the implementation of the 2018 General Education Program and the diverse learning needs of the people, especially in areas with difficult socio-economic conditions. Focus on key education, build specialized schools and selective classes in the province. At the same time, pay attention to vocational education, focusing on training in a number of industries and occupations to meet the labor needs of the province and the labor market in the trend of integration and development of the country.

Continue to effectively implement Directive No. 32-CT/TU dated July 1, 2024 of the Provincial Party Committee and streamline the apparatus in accordance with the spirit of Resolution No. 18-NQ/TW, in order to build an effective, efficient and efficient education and training sector, "retain" a team of competent and experienced managers and teachers, and attract talents. Improve the quality of comprehensive education from preschool, general education and continuing education levels; strongly innovate teaching and learning methods in the direction of promoting the positivity, proactiveness and creativity of teachers and learners; focus on cultural education associated with personality education, political ideology, ethics, lifestyle, life skills, traditional education, especially the unique cultural identity of ethnic groups in the province.
